The project scope includes demolition of the existing monorail system; fabrication and erection of a new 36-foot by 32-foot structural steel frame and canopy with a 1,000-pound-capacity monorail system, purlins, and galvanized metal decking (approximately 1,136 square feet); installation of reinforced concrete foundations and support piers; excavation and backfill; and localized asphalt restoration. A mandatory site visit is scheduled for August 28, 2026 at 9:00 a.m. at 50 River Road, Stafford Springs, Connecticut 06076, and this is the only site visit permitted. Proposals are due September 15, 2026 at 2:00 p.m. EDT, with bid opening at 2:05 p.m. at the project site. Anticipated field work duration is approximately 15 to 20 working days (excluding weather delays), with submittals to be completed within 2 to 3 weeks after award and steel fabrication within 4 to 6 weeks after approved drawings. Engineered, stamped structural drawings prepared by a licensed Connecticut Professional Engineer are required.

Proposals must include a lump sum price with a detailed schedule of values separating materials and labor, a proposed schedule for submittals and field work, a description of clarifications or exclusions, proof of insurance, and relevant certifications. A performance bond equal to the total project cost is required upon award, with the Town of Stafford WPCA named as obligee. The Town encourages participation from Women-Owned Business Enterprises (WBEs), Minority-Owned Business Enterprises (MBEs), and veteran and military-affiliated workers and contractors; however, no set-aside or participation goal is stated. All vendors are eligible to respond. Payment terms are vendor-specified. The Town reserves the right to reject all bids and contractor presence is not required at bid opening. Inquiries should be directed to Rick Hartenstein at Hartenstein@staffordct.gov or 50 River Road / P.O. Box 101, Stafford Springs, Connecticut 06076.
