Award is expected on July 15, 2023 with work to be complete by October 15, 2023.

RFP # 140P8423R0004 Amendment 0001 Notes

SITE VISIT SUMMARY:

A prebid meeting was conducted on May 3rd, 2023. Participants met at 1:00 p.m. Pacific Daylight Time (PDT) at the Park Headquarters Conference Room in Mineral California. The project scope was reviewed at the meeting and potential contractors were given a power point presentation in lieu of a site visit. A site visit was not possible due to snow at the sites.

PROJECT QUESTIONS FROM PREBID MEETING:

1. Question: Can you expand upon the tank foundation requirements? Answer: Per the plans and specifications, the tank design (including tank foundation) shown in the plan set is provided for reference only. The intent is to provide the tank manufacturer with the general tank requirements. The tank design, including the tank foundation, will be developed by the tank manufacturer, and stamped by a licensed engineer in the state of California. This item has apparently caused some confusion. Tank foundation design for this type of tank is typically done by the manufacturer. The details provided came from a previous submittal for a similar tank and were included to show the various design aspects of the tank that are desired.

PROJECT QUESTIONS RECEIVED VIA EMAIL:

1. Question: Section 33 16 13.13 Part 2.3 M.7. – Would you confirm that insulation is required on the tank shells? Is this entirely necessary? Answer: The Drakesbad tank does not require insulation as it is only used during the summer months. Insulation options were included for the KYVC tank. However, upon further review, the KYVC tank does not require insultation. See Amendment Items below.

2. Question: Sheet 3 of 20 and sheet 4 of 20 – We were under the impression that one was a 20k tank and the other 40k. Please confirm the capacity for each tank. Answer: See sheets 5 & 6. Sheets 3 & 4 are demo sheets. Both existing tanks are 40,000 gal. KYVC will be replaced with a 40,000 gal, however Drakesbad will replaced with a 20,000 gal.

3. Question: Sheet 7 of 20 – Would you confirm that only one secondary vent is required?

Both tanks are in a high snow load area. For the Drakesbad tank, it won’t operate in the winter, so no secondary needed. For the KYVC tank, it will operate in the winter, so a secondary vent is needed. See Amendment Items below.

4. Question: Section 33 16 13.13 Part 2.3 J – Due to high snow load the tanks shall have a dome in lieu of a knuckle roof. Confirm that this is acceptable. Answer: Yes, that will be acceptable. See Amendment Items below.

5. Question: Section 33 16 13.13 Part 2.3 J.4. – The section mentions are pressure on vacuum of 0.5”. Most tanks are typically designed for no pressure or vacuum. The gravity and secondary vents are able to accommodate the flow. Confirm that tanks can be design for 0” wc pressure. Answer: That will be acceptable. See Amendment Items below.

6. Question: The specifications call for a “glass fused to steel” bolted steel liquid storage tank. Will alternate linings/coatings such as “fusion bonded epoxy coated” bolted steel liquid storage tank be acceptable? Answer: No. Epoxy coated is not a comparable product.

7. Question: Please clarify items to be removed/demolished by the contractor on sheet C2 as part of this contract. Answer: For the KYVC tank, see the note on Sheet 3. The contractor shall be responsible for all demolition required at this site, including the removal of the existing tank and tank foundation.

For the Drakesbad site, specification 01 11 00 1.3, indicates that demolition will be done via a separate contract. This in in conflict with the plan notes. The reason for this discrepancy is that the demolition requirements at this site changed several times during the design process. After the Dixie fire, testing of the ash revealed the presence of lead and asbestos. The original plan was that a separate contract would handle all the demolition work at this site. However, that requirement has since changed. The NPS will issue a separate contract to handle all the hazardous material abatement at the Drakesbad site prior to construction. The contractor for this project will be required to do the remaining demolition work, including the removal of the tank, tank foundation, and building foundation. See Amendment Items below.

8. Question: Sheet C4 shows an 18” CMP to be constructed. Is this part of this contract and if so, is it the intent for the material to be Reinforced Concrete Pipe with riprap at outfall to match the previous project? Answer: There is an existing spring near the top of the access road. The contractor shall install a culvert to drain water from this spring across the roadway. The previous project to reconstruct the road utilized a series of RCP culverts.

The culvert for this project may be either RCP or CMP.

9. Question: Will spoil materials from cut shown on sheet C4 need to be off hauled from the site or can they remain? Answer: All spoil material may remain on site.

10. Question: Will standard grey or tan block be acceptable due to the exterior of the metal being painted? Dark brown is a custom color and will add significant cost and lead time to the building cost as the manufacturers have mold charges and minimum orders to release to production. Answer: Specification 04 20 00 indicates that the color for the CMU block and grout will be selected by the Contracting Officer, and that the likely color will be dark brown. The intent is that the NPS will select an appropriate color from the range of commonly available colors, without the need to custom order block. If dark brown is not readily available, then a shade of tan will be acceptable.

11. Question: There are several dead trees around the existing tank and areas that conflict with grading at the Drakesbad site. Are these to be removed under this contract? Answer:

Yes, the NPS has specifically identified at least one large hazard tree at the Drakesbad site that will need to be removed. Additional dead trees will likely need to be removed through clearing and grubbing operations. Most of the trees to be removed are smaller.

12. Question: Are as-built drawings of the existing tanks concrete pad and footings available for contractors to estimate quantities of materials to be demolished? Answer: The NPS has limited information on these tanks. We searched through our archives and were only able to find one document for the KYVC tank that provided any information. Attached is a copy of the plan sheet showing the tank. It would appear that the tank in the drawing was not specified prior to construction. This plan sheet is provided for reference only and may not fully represent the as-built condition. We were not able to locate any information on the Drakesbad tank, but assume that it is similar to the KYVC tank.

13. Question: Is contractor to provide a Geotech report? Answer: No. Geotech only needs to be completed to the point required per the tank manufacturer. No need to submit a report.

14. Question: Will an electrical and mechanical engineer be responsible for putting MEP drawings together? Answer: No. The plans provided are adequate. Electrical load is essentially limited to lighting.

15. Question: Please confirm contractor will need a civil engineer to design the concrete pad for the tanks. Answer: Yes, see answer to Question #1 from the prebid meeting.

16. Question: Please confirm that Gov’t will require cathodic protection for both tanks.

Answer: That is correct. See specification 33 16 13.13

17. Question: Will this work be phased or can work being going on at the same time for the tanks. Answer: Work can occur simultaneously on both tanks. It is envisioned that the schedule will largely be driven by the manufacturing lead time for the tanks.

18. Question: Is contractor to provide temp water while tanks are being demoed and replaced.

Answer: No. The NPS will handle the temp systems.

19. Question: Will all the pumps be ran off the electrical from the treatment plant or is there another source of power at the sites? Answer: Both of these systems are gravity driven.

There are no pumps. The source water elevation is considerably higher than both of these tanks and the entire system flows via gravity. There is no power at these sites, with the exception of a few spare circuits at the KYVC site. These circuits could foreseeably be used for low power controls and communications, but not to run equipment.

20. Question: Is there construction water onsite or is Contractor responsible for construction water. Answer: There is non-potable construction water available. The source water is from a nearby spring and runs via a pipe to a location near the treatment building. This water is of excellent quality and would likely meet drinking water standards without treatment.

21. Question: Will tanks require to be chlorinated? Answer: That is correct. See specification 33 16 13.13 Part 3.3. Depending on when the tank is completed however, the NPS may choose to waive this requirement for the Drakesbad tank only. The Drakesbad tank operates seasonally, and there will be no need to disinfect should the tank get completed late in the season. In this case the NPS would disinfect the following spring as part of the normal start-up procedure.

22. Question: Please confirm that we are not to replace any supply pipes coming on to the vault. Answer: Yes, that is correct.

23. Question: Please confirm that Contractor is responsible for replacing with new piping from the tank to the Valve Vault. Answer: Yes, that is correct.

24. Question: Sheet 4, drawings 111/186301 calls out for site demolition by others. Is the demolition of the tanks for this site to be done by others? Answer: No. See response to Question #7, and Amendment Items below.

25. Question: Is contractor to exclude all demolition for Drakesbad project site? Answer: No.

26. Question: Is there any information on lead paint at the KYVC tank? Answer: Yes, the KYVC tank was tested, and the results show non-regulated levels of lead present.

27. Question: In basic electrical requirements, for products it is referring to section 26 05 00.

I am unable to find that section in given package. From where I can get those specifications/section? It is also related to electrical works as there is no drawing for electrical work in bid package. PV System drawings are given there but those are also not with full specs to calculate load and transmission. Please advise. Answer: Section 26 05 00 is available in the Specifications document. The product reference to Division 26 means to see the other specs in the section for specific product requirements. The PV specification section 26 31 01 in particular covers all of those products. To clarify further, there is no load at this building. The PV system’s primary function is to provide lighting, and at most the lights will consume a few watts (estimated at <1Kwh per day).

There is a convenance receptacle to potentially run a low power chemical meter pump if the need ever arises in the future. Again, this is low wattage. The PV system is also required to maintain flexibility should the need ever arise to add monitoring equipment.

If that happens, the load will be very small. It is acceptable to use, as an example, minimum 20amp circuits for the two circuits in the building. Specification section 26 31 01 Parts 1.1B and 1.2E are not applicable as this system is not grid tied. Also see response to Question # 14 and 19, and Amendment Items below.

28. Question: On page 3 [of the SF 1442 form], it states, “The North American Industry Classification System (NAICS) code for this requirement is 237110, with a corresponding size standard of $45 Million in annual gross receipts for the past three years.”

Further down on the same page, the paragraph reads, “This acquisition is a Historically Underutilized Business Zone (HUBZone) Set Aside. Offers are solicited only from HUBZone small business concerns. Offers received from concerns that are not HUBZone small business concerns will not be considered.”

Are these both required in order to bid this project? Answer: For this acquisition, quotes are solicited only from HUBZone small business concerns. The small business size standard is determined by the NAICS code. For this solicitation, the NAICS code is 237110. Your company’s “Reps & Certs” within your active SAM.gov profile will be used to verify whether or not you are a small business concern under the NAICS code that applies to this acquisition. You can verify if your company is a small business under the , solicitation’s NAICS code by using the SBA’s Size Standards Tool available online:

HUBZONE SMALL BUSINESS STATUS. For this acquisition, this includes verification that the offeror is a HUBZone small business concern, as defined as a small business concern, certified by the Small Business Administration (SBA), that appears on the List of Qualified HUBZone Small Business Concerns maintained by the SBA.

AMENDMENT ITEMS:

The bidder shall make the following changes, modifications and additions to the pertinent sheets, pages and paragraphs of the specifications and drawings, and shall take the same into consideration in the bid prices:

1. Plan Sheet 7: The typical drawing indicates that only one vent is required. The KYVC tank shall be designed and constructed to include a secondary vent.

2. Specification Section 01 11 00 Part 1.3 B.2. Remove sentence regarding concurrent contract to demolish the Drakesbad tank and building. The contractor for this project will be required to complete all demolition work at the Drakesbad site, with the exception of hazardous material abatement.

3. Specification Section 01 27 00: Change the Definition of Contract Line Item, for Schedule 2 (Drakesbad Site) to read:

Contract Line Item Number 0002: Demolition and Removals

1. This item consists of all required demolition and removals at the site.

2. A portion of the demolition work for this site will be completed under a separate contract associated with fire recovery efforts. Prior inspection revealed elevated levels of lead in the ashes of treatment building (likely from lead paint). The separate demolition project will remove and properly dispose of on-site hazardous materials.

3. The work under this contract will remove what remains of the existing treatment building (including foundation), the existing steel water tank, tank foundation and most ancillary piping.

4. The NPS was not able to test the underlying paint material for lead at the Drakesbad site. The NPS will conduct a test in or around June 2023. If there is lead present the tank will be abated (prior to the start of this contract) under the same contract that is doing the rest of the abatement.

5. Measurement for payment: Measurement shall be on a lump sum basis.

6. Payment will be made at the contract lump sum price.

4. Specification Section 26 31 01 Part 1.1B and 1.2E are not applicable (and can be considered deleted) as this system is not grid tied.

5. Specification Section 33 16 13.13 Part 2.3 M.7: The tanks are not required to have insulation.

6. Specification Section 33 16 13.13 Part 2.3 J.4.The tanks may be designed for 0” wc pressure.

7. Specification Section 33 16 13.13 Part 2.3 J: In addition to a knuckle roof, a domed roof shall also be acceptable.

8. This Amendment 0001 incorporates a recent wage modification to General Decision

Number CA20230007. As such, the list of solicitation attachments has been updated as follows: B08_Attachment_3_140P8423R0004_Wage_Determination.pdf is replaced with:
