About this file

This document contains questions and answers related to a solicitation for construction services to rehabilitate the south unit wastewater system at Badlands National Park. The solicitation requires contractors to hire and provide an archeological monitor approved by the park to supervise all ground disturbance work. Contractors must also comply with Tribal Employment Rights Office requirements and include associated costs in their bids. The park will not provide power, water, or an area for material laydown. Contractors are responsible for erosion control, seeding, and compaction testing. Work hours are restricted due to the project's proximity to residential areas and to protect wildlife. One supervisor is required to be onsite during normal operations. An unexploded ordnance monitor will review excavation areas before work begins but is separate from the archeological monitoring role.

8 Can we get water for compaction from the White River?

No

9 Does the cost of water get paid to OST Natural Resources?

No- if water is taken from the access in the park from the parks facilities the park will incorporate the costs. If you are wanting to have larger/close access from the fire hydrant at the location this would be a private agreement between the contractor and West River Lineman Jones (utility owner at this location). If the contractor decides to bring in their own water or water from a different source location, then the costs would be incumbent on the contractor.

10 Disposal Area for Excess Excavation Material? Available on Site and/or location?

None. As written all material “removed” to form the lagoons should be repurposed for use in the berms around the lagoons and surrounding area.

11 Erosion Control for Waste Area during Construction?

Yes, see Plan Sheet C12

24 Will the owner be providing water to the site?

No- if water is taken from the access in the park from the parks facilities the park will incorporate the costs. If you are wanting to have larger/close access from the fire hydrant at the location this would be a private agreement between the contractor and West River Lineman Jones (utility owner at this location). If the contractor decides to bring in their own water or water from a different source location, then the costs would be incumbent on the contractor.

25 Are we able to work federal holidays?

Any work during either Weekends or Federal Holidays is not Regularly Approved. Exceptions Can be made on a case-by-case basses and must be formally requested in writing at least 72 business day hours before work on these days is to begin.

26 Are we able to accelerate and work nights if needed?

The area of work on the west side of the Road is within 100 yards of a residential area and work in this area is restricted to between the hours of 8AM and 5PM. On the East Side of the Road (area of the Lagoon) work is limited to between 1 hour after Sunrise and 1 hour before sunset. This is BADL regulation for wildlife preservation of Endangered and Threatened Species that are in the park.

27 Is an OSHA 10 certification required for all employees on site?

No. One person on site during normal operations needs to be (recommend that this person be a supervisor or superintended of work site)

28 Please Conform that the contractor is required to include an archeological Monitor for the duration of the project

The Contractor is responsible for Hiring/Providing a Monitor to supervise any and all ground disturbance including but not limited to:

Digging, Trenching, and Boring. All Monitors must be approved by the Park. Additional Information on this is being Provided. A list of previously used Companies and Personnel for this sort of Monitoring is being provided. You are not required to use one of these, they are listed for convenience.

One person (Recommend Project Superintendent, and/or supervisor be this one person) needs to be on site during all normal operations.

33 Is the SSHO required? SSHO is not named in the specifications

Not Required, would recommend, could be the same as either Superintendent and/or supervisor.

34 Can the Superintendent dual or triple hat and cover the Environmental manager, QC and SSHO

Yes

35 Are there any other requirements for supervision?

Project Manager, and Superintendent are the only requirements.

Recommend naming an alternate supervisor in advance to cover times when Superintendent is not available.

36 The plans call for a grade of 0.09% over a 1700’ span. Typically, the tightest you would run is 0.5% with a variance of 0.1-1.0%. Can the grade be adjusted?

Follow the plan of profile.

37 The specs mention pulling a mandrel or pig through the line. 2” HDPE/POLY usually has a fair amount of deflection from the factory and a bore of this length with a curve will not help. I would like to use a soft pig and an air compressor if this is necessary.

A soft pig run with compressed air would be an acceptable alternative

38 It was brought to my attention that there may need to be a UXO monitor for the Badlands National Park south unit wastewater system rehabilitation project. For clarification, are we to hire one or is that something that will be investigated by the government prior to the start of construction?

Surface investigation has already happened. It is required to notify the South Units UXO before excavating material on the east side of the road for them to review the area before dirt work begins. UXO will determine if they need to be on site for the entire excavation of materials. This is not the same as an Archeological monitor and the two rolls are not interchangeable/combinable. Park will provide contact for UXO before any onsite work is to begin.

39 the lagoon liner subgrade looks, according to the legend, to be sandstone. Is that correct?

The Earth/soil below the liner is institute unconsolidated earth.

File details come from the government source that posted it. Updated .
