Site Visit Hand-out -- Wind Cave Bison Corral Construction – IFB 140P6320B0009
Site visit held on July 22 at 9AM.
Details of IFB solicitation related to the project:
1) Magnitude of Construction between $1,000,000 and $5,000,000.
2) The associated NAICS code is 238990 with a size standard of $16.5 million.
3) This project is set aside 100% for HUBZone certified businesses. Contractors bidding must ensure they comply with the HUBZone clause included in the solicitation to include prime/subcontractor labor requirements/percentages as per FAR 52.219-3/Alternate 1 during contract performance.
4) Government anticipates that the 300 calendar day period of performance will begin during the September/October 2020 timeframe depending on final contract reviews and a notice to proceed.
Even though there may be some limitations due to weather at times, contractors are expected to work during winter months. The start date may vary slightly dependent on final award timelines and the Notice to Proceed.
5) Questions must be submitted in writing. Please be sure to identify the specific area/page/section of the solicitation that the question relates to when submitting. All questions must be received not later than July 28th. All questions should be sent via email to ron_kesterson@nps.gov. A solicitation amendment will then follow with responses if needed.
6) Invitation for Bids – Sealed Bids/Hard Copies/Bid Guarantee Required. Only Hard Copies will be accepted and will be opened on the date/time specified and must be delivered to the NEKOTA MABO Contracting Office, 24290 Doane Mountain Road, Keystone, SD, 57751. Contractors are responsible to ensure Bids are delivered prior to the Bid opening date/time specified. A Contracting Officer will be working in the Keystone contracting office between the hours of 9AM and 3PM on the day that bids are due. Due to the COVID19 situation where the contracting officer is working limited hours in the contracting office, contractors should use the United States Postal Service for mail and/or delivery of Sealed Bids that will be opened on the date/time specified or ensure delivery on date of bid opening per the instructions above. The current Bid Due Date is 8/7/2020. If an amendment is issued, contractors should closely review amendment details to ensure they understand the date and time final bids are due.
7) Contractors must ensure they acknowledge all amendments published when submitting final bid documents in response to the solicitation. Contractors should closely review the current solicitation/amendment information using the SAM.gov site. Please be aware that the DOI will cease using FedConnect.net at the end of July, and all solicitation information will be available on SAM.gov.
