Pre-Solicitation Notice: The National Park Service, DOI Regions, 3, 4, and 5, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for the demolition and replacement of bison corrals at Wind Cave National Park, Hot Springs, South Dakota. A competitive Invitation for Bids/Sealed Bid process will be used. The solicitation number will be 140P6320B0009.
This project is set-aside for HUBZone certified small business using NAICS Code 238990 with a size standard of $16.5 million.
The magnitude of this project is between $1,000,000 and $5,000,000. The National Park Service, DOI Regions, 3, 4, and 5, NEKOTA MABO, intends to award a firm-fixed price, construction contract in response to the solicitation.
The government intends to issue a formal Solicitation with construction specifications on or about July 6, 2020. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow.
This project will include all mobilization, work, labor, and materials to complete this work to include Prime/Subcontracting oversight as follows: The government anticipates that the work will include removal of existing corral construction consisting of steel posts and footings with metal sheeting attached/welded for pens, alleys and chutes, material recycling and documentation, and surface smoothing/preparation to prepare for new corral installations. The new corrals will be constructed of pipe/recycled well piping, with UV resistant colored plastic sheathing made from recycled plastic to line the walls of the corrals. New gates will also be installed to move bison through the facility. A squeeze chute will be required, installed in the proper position using slab by methods to withstand abuse by large heavy animals. The chute will utilize hydraulic lines/system installed on nearby concrete slab. Contractor will be responsible for the installation of concrete anchors needed to support a scale beneath the chute area. Contractor will also anchor a 150KW generator and resistor bank on the pad. The contractor will also install four (4) new equipment concrete pads and a pre-engineered building foundation/concrete slab floor/stem wall system to support work in/around the squeeze chute area. A 26’ x 26’ slab will be constructed to support a prefabricated building. A 25’ x’25’ pre-engineered metal building or alternative pole barn pre-finished corrugated metal panels will be supplied. All specifications documents/drawings will be provided with a formal solicitation that will follow this notice.
The responses will be due approximately 30 days after the solicitation issue date and it is anticipated that the bid opening date will be scheduled in June. The specific date will be announced in the solicitation that will follow this notice.
A Pre-bid site visit will be scheduled, and this information will be provided with the solicitation. It is anticipated that the site visit will be scheduled using an RSVP/Reservation process in late July (TBD).
The anticipated period of performance will be approximately 300 days, which includes mobilization time. Tentative construction start time of October 2020 is projected. The final performance period start date may be slightly adjusted dependent on the final award process and dates and park schedules.
The solicitation will be available on the betaSAM.gov website at https://beta.sam.gov. The solicitation package, including applicable drawings, plans, etc., will be posted to FedConnect at https://www.fedconnect.net. No hardcopies or email copies will be provided. Offerors must have a DUNS number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award. Bidding documents must be submitted in hard-copy format with bonding as per terms of the solicitation that will follow this notice.
