About this file

This document package includes a request for information (RFI) response and statement of work for interior repair projects at six facilities within Fort Pickens Gulf Islands National Seashore. The RFI response provides clarification on project scope details such as replacement of windows and sinks, as well as requirements for lead surveys, hazardous material protocols, and certified payroll. The related federal contract opportunity outlines a firm-fixed-price construction project with an estimated value between $100,000 and $2,500,000. The work includes restoring floors, walls and ceilings to pre-disaster conditions following a major disaster declaration, as well as renovating two restroom interiors. The solicitation is set aside for small businesses located in specific Florida counties. The National Park Service Southeast Region is the contracting agency.

EPA’s 2008 Lead-Based Paint Renovation, Repair and Painting (RRP) Rule (as amended in 2010 and 2011), aims to protect the public from lead-based paint hazards associated with renovation, repair and painting activities. These activities can create hazardous lead dust when surfaces with lead paint, even from many decades ago, are disturbed.

The rule requires workers to be certified and trained in the use of lead-safe work practices, and requires renovation, repair, and painting firms to be EPA-certified. These requirements became fully effective April 22, 2010.

February 10, 2016 -- EPA finalized revisions to the Lead-based Paint program to reduce burden and costs to industry and clarify language for training providers. A key component of the final rule allows on-line training for every other recertification. Renovators who take online training will be certified for three years; renovators who take the hands-on training will be certified for five years.

Training, Certification, and Work Practice Requirements.

• All firms must be certified (even sole-proprietors).

• All renovators must be trained.

• Lead-safe work practices must be followed. Examples of these practices include:

• Work-area containment to prevent dust and debris from leaving the work area.

• Prohibition of certain work practices like open-flame burning and the use of power tools without HEPA exhaust control.

• Thorough clean up followed by a verification procedure to minimize exposure to lead-based paint hazards.
