AMENDMENT 0004:
The purpose of this amendment is to respond to vendor questions, #48-51:
Question #48:
In Amendment 0001 (Q and A), Question 45 states about protecting the contractor against excessive snow removal. During 2021, the National Capitol Region had an unusual snow fall for January – February. Can the Government please explain why there is no “Limit of Liability” to protect the contractor against unexpected/excessive snow fall since pricing future weather patterns for snow removal on a five-year contract is unpredictable?
Response: The table within the PWS for snow removal covers the normal range of snow fall within the region. Anything outside of what is listed in the table for removal times will be considered unusual and removal times will be adjusted as needed and coordinated with the COR for each unusual event.
Question #49:
In Amendment 0001 (Q and A), Question 39 states that plants do not come with a warranty. During the site visit, our personnel noted that there was approximately 10,000-15,000 dead or missing plants in and around the WWI Memorial complex. Is the contractor expected to replace these 10,000-15,000 plants at their expense if awarded this contract?
Response: Currently the Doughboy Foundation is working on the replacement of these plants which was due to improper maintenance. It will not be the contractor's responsibility for this initial replanting.
Question #50:
Will the Contractor be afforded an opportunity to conduct a post award inspection of the facility with the Government to identify issues associated with the WWI Memorial? Further, how will any issues that were identified during this inspection be addressed so that these issues do not have an adverse effect on the contractor’s ability to successfully run this contract? Finally, will these issues be at the Government’s expense, or will the contractor be responsible for unexpected costs that were not addressed in the PWS or at the site visit?
Response: Yes, a deficiency list can be submitted and shall be submitted within 30 days of contract award. Any repairs identified (other than contractor negligence or lack of performance) shall be at the expense of the government . As a part of the PWS, it is the responsibility of the contractor to notify the COR and provide a written detailed and itemized proposal for any repair needed.
Preserving unimpaired the natural and cultural resources and values of the national park system for the enjoyment, education, and inspiration of this and future generations.
Question #51:
In Amendment 001 (Q and A), Question 38 states that the PWS requires daily maintenance of the pool to prevent any calcium deposit or efflorescence buildup. During the site visit, it was identified that the pool had excessive buildup of efflorescence. Is the contractor expected to completely remove the efflorescence or maintain it in the current state? Does the Government know what is causing the excessive buildup of efflorescence since maintaining it is a cost to the contractor?
Response: The excessive buildup has been removed and is currently being maintained.
