Questions and Answers Towpath Resurfacing Solicitation #140P3021R0011

1. Stockpile areas 81, 85.4 and 116.75 are not visible in the provided drawings. Thus, a whole plan sheet must be missing, please provide it.

Answer: The Drawings have been revised to include the map for areas 81 and 85.4. The stockpile at 116.75 has been eliminated and we will only be using the stockpile at 122.6 for the option portion of this contract.

2. At entrance and stockpile area 76.65, there is a bridge with weight restrictions, please provide the precise tonnage restriction of the bridge.

Answer: This bridge has a H46 inventory rating. Bridge inspection report can be supplied to winning bidder upon request.

3. At the pre-bid meeting onsite, it was discussed that a mile, or part of a mile of the path needed additional base material. Please provide specifics about this field directive.

Answer: Mile 84.4-85.4 will require additional base material and has been added to the drawings.

4. What is the available square footage for stone storage at each stockpile area?

Answer: Each stockpile location varies in size. All locations will hold approximately 200 tons of material.

5. 5. The specifications state: "Restore damaged areas repairing or replacing damaged trees and planted, at no additional expense to the Government." The drawings also state: "roots to be removed" and "remove all vegetation and roots within 4'-5' of centerline of towpath". Tearing, ripping, removing, and grubbing tree roots absolutely causes "damage" to trees. This is widely known. ISA Certified Arborists are typically required to perform root pruning to ensure industry standards are followed to not cause undue "damage" to trees. The plans do not presently call for an ISA Certified Arborist to prune any roots.

a. Please confirm whether an ISA Certified Arborist will be required to prune the roots, or, if by omitting this requirement, the government is stating that non-arborist contractors can decide where and how to cut and remove the tree roots.

Answer: Only the roots protruding from the trail surface will be removed. Non-arborist contractors can decide where and how to cut and remove the tree roots. The amount of roots to be removed is very small.

b. Please also provide assurance that if roots are pruned by a licensed ISA Certified Arborist using industry standards, that any decline or impact to the associated trees will not be considered "damage" to the trees.

Answer: The park will not hold anyone accountable for damage to trees caused by root removal.

6. Detail #4 Calls for using CR-8 Stone for leveling purposes like in detail #5, however, the thickness is not specified. should we consider 3" thickness like in detail #5?

Answer: The sections covered under Detail #4 have a good sub-base and only require filling and leveling of pot holes and low areas. Detail #4 does not require a 3” sub-base material.

7. From the solicitation in Part I - The Schedule, Section B, Base Line Item #50 Sub-Base Repair, gives a quantity of "1,410" and the unit is "L.S." however it should have a unit like SY or LF. Please clarify the unit of measure for this item.

Answer: Line item #50 Sub-Base Repair should be 1410 Tons and has been changed in the solicitation.

8. Please confirm that in Detail #4 Aggregate #10 is to be 3" thick instead of 2" as it is shown in details #5 and #6.

Answer: Detail #4 is 3” of AASHTO #10

9. It looks like there is a mistake in the area specified for Detail #5. According to mileage and width, it should be 6,453.3 SY instead of the indicated quantity of 6,336 SY. Please confirm the correct quantity.

Answer: 6,453 SY is the correct quantity and changes have been made to the solicitation.

10. Please provide a map with information from the stretch 81 to 86.9 indicating locations of stockpiles, culverts, and waste weirs. This section seems to be missing from the information provided.

Answer: The map for this section has been added to the drawings sheet C4A.

11. Please confirm Attachment 1 – Specifications Revised (attached) are the only specifications provided for this project.

Answer: The Specifications have been revised in the past and are the only specifications provided for this contract.

12. Would you please provide us a past experience questionnaire form?
