About this file

This document is an amendment to a solicitation for exhibit fabrication services for Hot Springs National Park. The National Park Service is seeking proposals to fabricate exhibits for the park, with a proposal submission deadline of August 27, 2021. The amendment provides responses to four questions received from potential offerors. It clarifies that exhibit fabrication drawings must be included within the 60-page limit for proposals. It provides guidance on the desired style and color for figure models. It notes that higher resolution replacement photos will need to be taken for two images, and drones are not permitted to be used within the park but may be used outside park boundaries with approval. A revised Attachment 16 cost estimate form is also attached with the amendment to correct listed materials.

Solicitation Number 140P2121R0054 Amendment 0001

THEREFORE:

The following questions were received in response to the above referenced solicitation. The government response is provided below each question in bold.

1. Question: Solicitation Paragraph 14.1.1.A.4 - Exhibit Fabrication Drawings: Is the exhibit fabrication drawing set (or excerpt) exempt from the 60 page limit for Volume I, Factor 1?

Government Response:

The 60-page limit for Volume 1, Factor 1 is not exempt. The offeror shall include the fabrication drawing set or an excerpt in the 60-page limit.

2. Question: Attachment 12, Reference Package - Figure Models CE-03.01-410, CE-03.01.411, CE- 03.02-413, CE-03.04-415 and CE-03.06-419 are specified with an intended style of “Duochromatic, neutral color.” The Pantone reference provided is clear regarding the desired neutral color, but can the designers provide more information on what they mean by “duochromatic” in regards to these models?

Government Response:

The designers suggested that the duochromatic neutral color be similar to the style references, but warmer in tone, such as Pantone 466. However, the contractor shall propose the actual duochromatic, neutral color that will be used for the figure models. The color shall be included as a sample and shall be discussed and reviewed by the COR and park for acceptance.

3. Question: Attachment 12, Reference Package - IM-01.05-101 and IM-02.02-121. Our interpretation of the reference package is that these photographs are not available at the required resolution, and it is in the fabricator’s scope to commission them. If that is correct, are drones permitted in the Park & surrounding areas for taking aerial photographs?

Government Response:

The reference photos for IM-01.05-101 and IM-02.02-121 are not available at the required resolution so new photos will need to be taken.

Drones are not permitted to launch or land in the park. The easiest way to obtain new photographs to replace IM-01.05-101 and IM-02.02-121 is to photograph the same scenes from the observation deck of the Hot Springs Mountain Tower. It is possible to go up there and take new photos.

If you want to use a drone to take the shots, the drone needs to launch and land outside the park with proper approval from the city/FAA. Be aware that the park does not want a drone flying near the Mountain Tower.

4. Question: Attachment 16, cost estimate form - this form doesn’t appear to match the exhibit drawings. Could an updated cost estimate form be provided?

Government Response:

A revised copy of Attachment 16 is attached to this amendment to correct the materials listed.
