This solicitation requests proposals for a design-build project to rehabilitate approximately 54 miles of Skyline Drive and 19 overlooks in Shenandoah National Park. Offerors will provide design and construction services including surface treatments of crack sealing, chip sealing, or thin asphalt overlays on 54 miles of Skyline Drive as well as full and partial depth pavement patching. An additional 19 miles will receive a 2-inch mill and asphalt overlay. All pavement will be re-striped and road shoulders stabilized. Phase 1 proposals are due by the date specified in the SF1442. Phase 1 evaluation will assess offerors' technical qualifications, key personnel, and technical and safety approaches. Phase 2 will be by invitation only and involve more detailed proposals assessed across these same factors.

SHEN 312442 – Rehabilitate Skyline Drive *Design-Build*
b. Phase 2: The Government will notify the selected Phase 2 offerors and request submission of a Phase 2 proposal that addresses the phase 2 evaluation criteria. The Government will only accept proposals from offerors selected to proceed on to Phase 2.
B. QUESTIONS
Pre-proposal questions shall be submitted a minimum of 7 days prior to the due date and time for proposals.
Submit questions only though email to both of the following:
Contracting Officer, Jeremiah Rogers, Jeremiah_rogers@nps.gov
Contract Specialist, Damon Griffin, damon_griffin@nps.gov
C. OFFER DUE DATE AND LOCATION
1. To be considered for award, proposals must be received no later than the date and time noted in Block 13.a of the SF1442 contained in this solicitation.
CI. SUBMISSION REQUIREMENTS
1. Proposals shall be submitted via email. Proposals submitted via any means other than email shall not be accepted.
2. Proposals shall be sent to all of the following:
a. Contracting Officer, Jeremiah Rogers, Jeremiah_rogers@nps.gov
b. Contract Specialist, Damon Griffin, damon_griffin@nps.gov
c. CS_DSC_Proposal_Submission@nps.gov
3. Title subject line for all proposal submissions shall contain the solicitation number, Park-PMIS, and number of total emails, per the following example:

4. Submit Phase 1 proposal as one volume. Submit Phase 2 proposals in separate volumes (I and II) in the FORMATS specified, containing CONTENTS required. Each volume shall be submitted in separate email attachments. Submit only Phase 1 requirements. Phase 2 will be by invitation only at a later date.
5. Size limits:
a. Individual email attachments shall be no larger than 38 MB.
b. Each email shall be no larger than 100 MB
c. Technical Proposal Total Page Count: 30 pages for phase I, 40 pages for phase II.
i. The following are not included in the total page count:
1. Gant Chart
2. Project Experience Questionnaires
3. Resumes
4. Past Performance Questionnaires/CPARS
5. SF 330
6. Offerors shall verify receipt of proposals.
PHASE 1, TECHNICAL PROPOSAL – FORMAT, ORGANIZATION, CONTENTS
1. FORMAT: Submit (1) one electronic copy. No hard copies shall be submitted.
2. ORGANIZATION: Include folders and files for electronic formats named as follows:
