Amendment A0002 makes the following changes:
1. Delete pages 48 and 49 of the RFP, and replace with new pages 48 and 49. Within clause 52.236-27, the date of the virtual site visit has been revised.
2. Within clause 52.236-27, a minor spelling error has been corrected.

Document Title SHEN 312442 – Rehabilitate Skyline Drive *Design-Build* irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return proposal guarantees, other than proposal bonds—
(1) To unsuccessful offerors as soon as practicable after the contract award; and
(2) To the successful offeror upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the proposal as accepted.
(c) The amount of the proposal guarantee shall be 20% of the total proposal price or $3,000,000 whichever is less.
(d) If the successful offeror, upon acceptance of its proposal by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the offeror, the Contracting Officer may terminate the contract for default.
(e) In the event the contract is terminated for default, the offeror is liable for any cost of acquiring the work that exceeds the amount of its proposal, and the proposal guarantee is available to offset the difference.

52.233-2 SERVICE OF PROTEST DEPARTMENT OF THE INTERIOR (SEPT 2006) (DEVIATION)

(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from National Park Service, Denver Service Center, Attn: Contracting Officer, Contracting Services Group, 12795 W. Alameda Parkway, P. O. Box 25287 DSC-CS, Denver, Colorado 80225-0287.
(b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the
GAO.
(c) A copy of the protest served on the Contracting Officer shall be simultaneously furnished by the protester to the Department of the Interior Assistant Solicitor, Acquisitions and Intellectual Property, 1849 C Street, NW, Room 6511, Washington, DC 20240.

52.236-27 SITE VISIT (CONSTRUCTION) – ALTERNATE I (FEB 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) An organized virtual site visit and pre-proposal conference is scheduled for:

To participate in the virtual site visit, send an email to Submit RSVP to damon_griffin@nps.gov and jeremiah_rogers@nps.gov for site visit attendees by January 17, 2022, at 5pm ET. Include the following information:
• Email title: “SHEN 312442 Solicitation Number 140P2022R0050, Request for Virtual Preproposal Conference Participation”
• The email shall contain: The name of the participant, company name, trade, and the email address the invitation is to be sent to.
The Government will host the virtual preproposal conference using Microsoft Teams. Microsoft Teams may be downloaded to a desktop computer or smartphone at no cost prior to the conference.
At the date and time set for the conference participants will select the “join” tab in the invitation, enter their name when prompted, and will join as a participant the conference.
THE CONFERENCE WILL NOT BE DELAYED OR RESCHEDULED DUE TO PARTICIPATNTS CONNECTION OR SOFTWARE ISSUES. The Government will reocrd record the conference and make it available until the solicitation closes. Requests to review the recorded conference can be made to the CO / CS no later than due date specified for receipt of solicitation questions.
The park is open for visitors and the roadways are available for inspection and/or contractors to visit the site on their own accord. Please be mindful of parking locations and do not park in non-parking areas, as this can cause damage to the Park which can be a compensable offense. Also be mindful of traffic and safety while driving the project site.
You are encouraged to call prior to visiting and check the conditions as weather can change things quickly. The phone number for road conditions is: 540-999-3500 #8.

52.236-28 PREPARATION OF PROPOSALS—CONSTRUCTION (OCT 1997)
(a) Proposals must be (1) submitted on the forms furnished by the Government or on copies of those forms; and
(2) manually signed. The person signing a proposal must initial each erasure or change appearing on any proposal form.
(b) The proposal form may require offerors to submit proposed prices for one or more items on various bases, including—
(1) Lump sum price;
(2) Alternate prices;
(3) Units of construction; or
(4) Any combination of paragraphs (b)(1) through (b)(3) of this provision.
(c) If the solicitation requires submission of a proposal on all items, failure to do so may result in the proposal being rejected without further consideration. If a proposal on all items is not required, offerors should insert the words “no proposal” in the space provided for any item on which no price is submitted.
(d) Alternate proposals will not be considered unless this solicitation authorizes their submission.
