About this file
This is a Questions and Answers document for solicitation 140L6225Q0006 regarding the Willow Lake Elk Fence project. The document addresses 10 technical questions about fence specifications, equipment usage, and materials requirements. Key clarifications include: existing fence posts are 5" diameter treated wood, skid steers and trailers are permitted along the fence line, no bonds are required but alternative payment protections apply per clause 52.228-13, and specifications for wire gauge were modified to allow 9-gauge top and bottom wires with 11-gauge filler wires in a 4"x4" square pattern.
The related solicitation indicates this is for removing approximately 3,500 linear feet of existing 8-foot-tall elk fencing and constructing 3,000 linear feet of new elk fencing with four stress panels, four end panels, one 5-post corner, and two 8-foot-tall metal gates. Questions are due December 27, 2024, and quotes are due January 13, 2025. The period of performance is June 1, 2025 to October 1, 2025. The project is being managed by the Bureau of Land Management Wyoming Region, with Crystal Martinez as the Contracting Officer.

Questions Addressed Solicitation: 140L6225Q0006 IRA Willow Lake Elk Fence
1. The fence that will be removed, what posts are used between Stress Panels, Post Corners and Gates?
a. 5” diameter treated wood posts.
2. What heavy equipment is permitted on the BLM land? Can we use Skid Steers, Trailers? Will grading be requested at any part of the fence for smoother transitions of the landscape?
a. Skid steers and trailers are allowed along the fence line.
3. Will we be able to be in contact with any Rancher/Livestock owner to ensure the smoothest way to keep animals where they should be and safe.
a. All correspondence will need to be with the Contracting Officer’s representative.
4. I also was hoping for some clarification for the new fence. Per the picture of the fence Will all posts between Stress Panels, Post Corners and Gates be 5" posts at 6'-8'?. I just want to ensure we bid for the correct posts and if 8' is acceptable or 12' is desired we don't over-price thinking they should be 6'.
a. See attachment named Elk Fence Drawings.
5. Confirm that there is no bond requirement. Section 12a of the Sol_140L6225Q0006.pdf document has a No selected.
a. Bonds are not required however alternative payment protections are required. Please see clause 52.228-13.
6. The Scope of Work specifies that the fencing should be wildlife-friendly, with only the bottom wire being barbless. However, our understanding of wildlife-friendly fencing typically includes both the top and bottom wires being barbless, the first with visual cues and barbed intermediate wires.
To better illustrate this point, I have attached a reference image. Could you kindly confirm whether we should prepare our cost estimates based on the details provided in the Scope of Work or as depicted in the attached image?
a. See attachment named Elk Fence Drawings.
7. I'm planning to run up and look at these fences in person in the next ten days or so. I just want to make sure that there's no private property blocking access to the projects before I head up there.
a. There is legal access to the fenceline.
8. I would like to discuss the specifications for the elk fence. The specified 9-gauge woven wire does not exist, and the 4-gauge option for the brace wires is not practical. Could you please clarify the square spacings for the woven wire, such as 2x4, 4x4, 3x3, etc.? For reference, we typically use 12.5-gauge high tensile wire for the woven wire and 9-gauge smooth wire for the brace wire.
a. 9-gauge top and bottom wire with 11-guage filler wire will be acceptable. 4”x4” square for filler wire is acceptable.
Brace wire shall be:
A strand of two (2) 121/2gauge galvanized barbless wires twisted together. Wire shall be zinccoated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lbforce. The barbless wire shall conform to ASTM A 121.
9. "Elk fence shall consist of one course, 47-inch 9-gauge woven wire; plus one course 26-inch 9-gauge woven wire; plus two strands barbed wire." Woven wire has top and bottom wires, and then filler wires in the middle. "11 gauge" field fence has 9 gauge top and bottom wires, and 11 gauge filler wires. Is this what you are asking for? If you need 9 gauge filler wires, this would be a custom run product from the mill and much more expensive. In my 8 years of working here, we have sold lots of field fence for WY DOT jobs, and never used 9 gauge filler wires. An example of what would normally be used is below.
726-6-11 47" field fence) 726-6-11 (26" field fence) Both of these are the heights you are asking for, with 9 gauge top and bottom wires and 11 gauge filler wires.
a. 9-gauge top and bottom wires with 11-gauge filler wires will be acceptable.
10. The fence on the drawing is called out as all 9ga wire. After calling a few vendors, I only found one that makes it in all 9 ga in the 47", and the 26" would be custom made. Are there any alternatives for this product or a specific manufacturer? I wanted to make sure I checked with you before I gave up on the wire search. High Tensile wire is another standard option.
a. See above.
