Basin View Pipeline - 1510-056 Site Inspection Tour/Prebid Conference – Questions and
Answers
Question Answer
Will compaction be required for the trenches? Specification Section 02229 Part 3.2.D states, “All backfill shall be compacted by wheel or other equivalent equipment to reduce the amount of settlement.”
The BLM understands there is no practical way to compact trenches 6” wide, therefore, The BLM will accept backfill for the trenches 6” wide without effort of compaction by the wheel or other equivalent equipment.
How will progress payments be made? When can materials be paid? Can materials be paid up front at time of Contractor purchase?
Materials are not paid upfront. This project is for materials installed. Progress payments will be made upon agreement with Contracting Officer but not prior to less than 25% of project installed, inspected and accepted.
Will the quantities provided in the Schedule of Items be paid at that amount regardless of quantities installed? For example, if more or less footage of pipe are installed compared to the estimated quantity.
The quantities in the Schedule of Items are estimated. The lump sum Pay Items on the Schedule of Items will be paid for as lump sum, there will be no approved changes for the lump sum quantities. The estimated quantities (Pay Items with Pay Units such as “Linear Feet” and “Each”) will be paid by actual units installed.
The contract allows for a 15% variance decrease or increase per clause 52.211-18- Variation of Estimated Quantities. Any changes within the 15% variance shall be pre-approved by the Contracting Officer and increased/decreased at the Schedule of Items rate.
Quantity changes outside of the 15% variance shall be pre-approved and negotiated by the contracting officer.
What level of effort is required for seeding? Will the mound over the trench be seeded? Will the mound be raked or chained?
For larger disturbance areas drill seeding may be necessary to properly establish the seed, however, the BLM anticipates the most smaller disturbance areas (fused or transitional fitting tie-in locations, fused tie-in locations, hydrants, air valves, curb stops, and similar locations) will be broadcast seeded and raked or chained in as possible.
The mound left over the trench shall be broadcast seeded but not raked or chained, which may compromise the purpose of mounding over the trench.
Would the BLM provide a shapefile/electronic copy of the route?
Shapefile/electronic copy of route shall be made available upon request at least 7 days prior to closing of RFQ.
How will the water in existing pipeline be handled? Will the Contractor be responsible for dewatering the pipeline prior to tying into the existing pipeline?
The BLM will coordinate emptying the water from the existing pipeline with the current lease holder.
Would the BLM want to add mainline valves to the pipeline?
The Contractor shall follow the drawings and specifications for valve installation. No additional valves shall be installed.
Are the curb boxes for the curb stops similar to the city style curb boxes? Where will the keys be
The curb stop valves shall have a riser pipe & cap and curb stop rod installed according to Specification Section 02665 Part 2.1.F and Part 2.1.G.
left and how many keys are required? What type of key is desired?
Curb stop keys shall be built according to Specification Section 02665 Part 2.1.H. 1 key will be furnished for this project and provided to the BLM.
Follow the Drawings and Specifications when constructing curb stops, risers, curb stop rods, and curb stop keys.
Will DEQ permits be required on this project? Per the DEQ requirements: “Storm water discharges associated with construction activity is a discharge of storm water from construction activities including clearing, grading, and excavation that result in the disturbance of equal to or greater than one acre of total land area.”
The BLM estimates total disturbance:
19,829 ft x 6” = 9,914.5 sq ft ~15 excavation holes = 1,500 sq ft
Total estimated disturbance would be 11,414.5 sq ft = 0.262 acres
The estimate above is an example using quantities from the drawings sheet 3 and the BLM would suggest no DEQ Stormwater permit to be required. However, the Contractor shall have responsibility for understanding the DEQ permitting requirements and adhering to the DEQ permit requirements.
Completion date for the project? Per Solicitation: The Period of Performance is 108 calendar days after the notice to proceed. The project cannot begin prior to July 16 for nesting bird restrictions.
What amount of erosion controls (straw wattles, erosion blankets, etc.) will be required on this project?
The BLM estimates no more than 450 sq ft of erosion blankets to be installed, any additional erosion blankets will be installed by the BLM. The BLM estimates no more the 100 ft of straw wattles, any additional straw wattles will be installed by the BLM. These erosion controls will only be used if standard methods (such as water bars) will not be sufficient to stabilize drainages and slopes.
Could compression fittings be used instead of fused fittings?
The compression fittings shall provide equal pressure rating, equivalent quality, no corrosion, etc. as the fused fittings. The Contractor shall submit (per Specification 02665 Part 1.3) to the BLM for review as part of the submittal process to ensure similar quality is being met with the compression fittings. The BLM will accept the use of compression fittings if the compression fittings are equivalent to fused fittings.
Are the Air Relief Valves (Bermad Model A30 or equal) 1” or 2”?
The Air Relief Valves called out in Specification 02665 Part 2.1.D are 1” size.
