AMENDMENT #2 – Clarification

Question: There is a wet crossing in this pipeline and I’m wondering how to bid that crossing if we have to do a bore on this schedule of items on the bid sheet?

Answer: Section 02229 1.3 C. identifies that subsurface water and caving soils may also exist along the alignment. Trenching, pulling or plowing pipe through water or caving soils will be considered as trenching/plowing (common), except if conditions require the use of a backhow or excavator to install pipe to the proper installation depth which will be paid for under trenching/plowing (rock). (Please full set of specifications for all details)

To clarify: A contractor can choose to trench or bore this area. BLM does not have a preference as it is part of the linear feet quantities. To keep everyone on the same page, include trenching and/or boring costs associated with this area to line-item number 3. Do not add additional items or quantities to the schedule.

It is important to emphasize that the best value quote will result in a firm-fixed price contract. The quantities listed on the schedule of items are estimated quantities only. Only quote the quantities listed. Any quantities that decrease or increase within a 15% barrier either way, will be paid at the unit price quoted on the Schedule of Items but must be pre-approved by the Contracting Officer. Any quantities outside of the estimated quantities on the Schedule of Items must be pre-approved by the Contracting Officer and, if approved, the price will be negotiated between the Contracting Officer and the Contractor.
