About this file

This document contains questions and answers regarding repairs to the Roan Cabin for federal solicitation number 140L1723R0019 from the Bureau of Land Management Colorado Region. The questions and answers provide clarification on requirements for the exterior stairs railing, need for interior stairs shop drawings, allowance of spiral staircases, contractor lodging and work conditions, bonding requirements, and flexibility on completion dates. Specifically, exterior railings must extend to landings, interior drawings are not required but plans must be demonstrated, spiral staircases do not meet occupational standards, on-site camping may be possible but cabin lodging is still to be determined, bonding is not necessary, and completion dates can be flexible depending on weather or other issues.

Roan Contractor Quesons

1) Do the exterior stairs railing need to extend to the botom of the stairs or do we just need the handrail added? The railing does not quite go the botom of the stairs-this was not in the audit findings.

a. Yes, the railing should connue down to the landing in order to support the new handrail on one side. The railing on the non-handrail side could remain without extension if it meets the standards of these measurements:

2) Do we require a shop drawing for interior stairs for the bid submital?

a. No, not a shop drawing, but some kind of demonstraon of what you plan to do.

3) Can contractor install pre-built spiral staircase for interior stairs?

a. The standard stairs are the best fit for the interior stairs, so the spiral stair is a “no go” according to OSHA for General Industry and our application as sleeping egress.

“1910.25(b)(8) Spiral, ship, or alternating tread-type stairs are used only when the employer can demonstrate that it is not feasible to provide standard stairs.”

4) Are contractors allowed to stay in the cabin while working on it?

a. Camping on-site is possible, but sll to be determined if you can stay in the cabin.

5) Does the contract need to be bonded?

a. No, it does not need to be bonded.

6) Is there a possibility of an extension to the compleon date of the contract due to weather, etc.?

a. Yes, we can be flexible with the mes.

7) If there is a possibility of an extension, what would that be? Extra me, specific due date?

a. We will work with you and will be flexible.
