About this file
This document provides questions and answers related to solicitation number 140L0622R0003 for the Grub Dam Rehabilitation project by the Bureau of Land Management. The project involves rehabilitating Grub Dam and is a total small business set-aside under NAICS code 237990. Acceptable materials for the filter sand and drain gravel include those with gradations below the specifications if test reports are submitted. The Montana Gross Receipts Tax is applicable. Both Type L cement and glacial erratics will be allowed for the project. The auxiliary spillway culvert specification is corrected to require a 24-inch diameter dual wall HDPE bell and spigot pipe. No engineer's estimate or CAD files are provided but the price breakout gives quantity information. Attention should be paid to the revised Section K in the updated solicitation continuation document.

Questions and Answers #1
1)Q: Is this project reserved solely for small businesses?
A: Yes, this project is a total small business set-aside under NAICS code 237990.
2)Q: The following proposed materials and gradations have been utilized on previous projects. They represent locally available material. The filter sand is low on the No. 50 and No.100 gradations. The drain gravel is low on the No. 4 gradation. Would these materials still meet the engineering intention and be acceptable products?
https://www.blm.gov/
A: These aggregates would be acceptable for the Filter Sand and Drain Gravel. As required in Section 02300-1.03A, the contractor will be required to submit test reports for materials from off-site sources for formal review and approval.
3)Q: Is the Montana Gross Receipts Tax applicable to this project?
A: In accordance with FAR Clause 52.229-3 of the contract, the price shall include all applicable federal, state, and local taxes/duties. It is the offeror’s duty to determine applicable taxes that must be paid as required by the State of Montana.
4)Q: On page 03300-6 under 2.01 Cementitious Materials, A. Portland Cement it calls for ASTM C 150, Type II or V, grey color. Meet equivalent alkalis requirements of ASTM C150 Table 2. A local supplier has indicated that, “As of December 2021, our cement supplier has switch to strictly a Type L. The DOT and Corp of Engineers have accepted the change. The only real difference is that it is about 5% higher on limestone. Is this something the BLM would be willing to allow? Would Type L be acceptable for the project?
A: Type L cement will be acceptable for this project.
5)Q: On page 2275-1 of the technical specs. 2.01 paragraph A it states, “Glacial erratics will not be accepted.” All locally available rock that I have been able to source is a Glacial Erratic. Could you please confirm that Glacial Erratics will not be acceptable Rip Rap?
A: Glacial erratics will be acceptable for rip rap on this project. The rock property specifications of Section 02275-2.01 still apply to glacial erratics.
6)Q: Will the BLM be posting an addendum that addresses questions that were asked at this meeting?
Will the sign-in sheet of attendees be posted?
A: Available information is attached to this amendment.
7)Q: On Page AS2 for the Auxiliary Spillway Culvert it calls out for 24” HDPE DR11 at 55 LF. This type of pipe is very expensive and only comes in 40 or 50 LF sticks and would generate a lot of waste.
Also, this pipe will have to be Butt Fused. My question would be if there is a possibility to shorten the length of the 24” HDPE DR11 to 50 LF or if we could change the pipe to 24” ADS N-12 Corrugated bell and spigot pipe.
A: The culvert material DR-11 label on the drawing is an error. The auxiliary spillway culvert is to be a 24-inch diameter dual wall HDPE bell and spigot pipe, ADS N-12 WT or approved equal.
8)Q: Can you provide the engineer's estimate?
A: The government does not provide the engineer’s estimate, but please refer to the general statement of magnitude on the first page of the 1442 continuation document ($1M-$5M).
9)Q: Does the government anticipate that performance will take place in 2022 or 2023?
A: 2022
10)Q: Can the CAD files of the Grub Dam Rehab project be provided to assist with estimating?
A: No, but please refer to the “price breakout” for more information regarding quantities.
11)Special Note: The solicitation continuation document has been updated. Pay special attention to the revised Section K (pages 27-32) and be sure to submit the amended version with proposal submissions.
