EROS Science Center Purchase of a 10000 Gallon Diesel Above Ground Bulk Storage Container

List of Salient Characteristics

I. DESCRIPTION

The Department of Interior, USGS/Earth Resources Observation and Science (EROS) Center, Sioux Falls, South Dakota has a requirement to add a fourth generator to the generator plant at EROS. The plant has been in operation since 2005 and is used for emergency and power peak shaving. A 5000-gallon rectangular tank was installed above ground at that time.

We shall require the Contractor to provide site work, concrete pad, bollards, setting the tank and providing the pipe and venting, leak detection to the tank and to the controllers in the Generator Building.

Above-ground or under-ground regulations are outlined in The American Petroleum Institute (API) Standard 650. This standard outlines the regulations and requirements for welded steel tanks used for petroleum material storage. This standard established minimum requirements for material, design, fabrication, erection, and testing for vertical, cylindrical, above-ground, closed- and open-top, welded carbon or stainless steel storage tanks in various sizes and capacities. Storage tanks (AST’s or UST’s) can be used for storage of fuel supplies.

Provide a 10,000-gallon tank painted white that will meet Federal Requirements for the term Bulk Storage Containers. Regulated by 40CFR 112.

Leak detection system shall be included with the tank, the offeror will specify the brand and the reporting capabilities of the detection system. (for our current tank we have a VeederRoot mfg.) Provide cut sheet data showing the brand, monitoring, alarms, that will meet the requirement for 40CFR 112.

The tank shall be welded seams, double wall with concrete or foam filled in between the layers. Provide cut sheet data to show the lids and other pipe routings that are on the tank.

Provide data that may provide information on site preparation and placement of the tank.

5.12 OIL AND GASOLINE SUPPLY SYSTEMS Provide to serve emergency generators, vehicles, and equipment requiring fuel. Show tank, piping (from tank to building or tank to fuel dispensers), tank and piping monitoring, pumps, and dispensers on "W-Series" drawings. Tanks, piping, pumps, and monitoring are described in Master Specification 23 10 00, FACILITY FUEL SYSTEMS. Interior requirements for emergency generators shall be shown on electrical drawings and are described in Master Specification 26 32 13, ENGINE GENERATORS. 5.13 FUEL STORAGE FACILITIES Above-ground or under-ground regulations are outlined in The American Petroleum Institute (API) Standard 650. The design of Above-ground fuel storage 5.13.1 Above-Grade Fuel Storage (AST’s) Due to the legal regulations surrounding aboveground storage tanks from federal, state, and local governments, there are a number of requirements for AST’s even prior to the placement of the tank at its location. Some of the requirements include a Phase 1 site assessment (testing the site and surrounding areas for undiscovered environmental issues), a geotechnical investigation, a report on drainage issues, and an overview of permit compliance issues. Figure 5-5 shows an AST. 5.13.1.1 Storage Tank Design: The materials used in the design and construction of an aboveground fuel storage tank must be compatible with the fuel and must be able to withstand any temperature and pressure effects. There must be a containment area surrounding the storage tank that is capable FIGURE 5- CHAPTER 5: SITE UTILITY SYSTEMS Site Development Design Manual-February 2013 Page 5-22 of holding the entire capacity of the vessel. Tanks used for fuel storage shall be designed with high liquid level alarms and controls to avoid overfilling. A method (mechanical, electrical, or human intervention) to disable or divert supply pumps before overfilling is also a requirement. 5.13.1.2 Operation and Management: All low pressure or atmospheric pressure fuel storage tanks shall have vents to relieve any built-up vapors. The tanks shall be operated (filled) to 80 to 90 percent capacity to avoid overfilling or liquid expansion. Materials that require internal heating elements (usually using steam to heat) shall be closely monitored and checked to ensure that exhaust lines do not leak fuel into the steam and condensate lines which could end up in waste-water ponds. 5.13.1.3 Testing and Inspection: Above-ground fuel storage vessels must be regularly tested for structural integrity on a periodic basis. If any wear or damage is evident, repairs must be made. The frequency and type of structural integrity testing is based on the design and size of the tank. The use of hydrostatic, ultrasonic, and radiographic testing is required for nondestructive determinations of structural integrity.

Records must be kept and personnel shall frequently examine the outer hull of the vessel for signs of leakage or damage.
