DESCRIPTION OF AMENDMENT
PURPOSE: To respond to questions submitted under this solicitation (Part I). Please note that these questions were submitted by the date outlined in Section 10.2 of the solicitation. Unless specifically noted, all specifications remain unchanged.
Part I: Responses to Questions Received Under the solicitation:
1. Pg. 45 Section 10.5 requires the Offeror to provide its latest Negotiated Indirect Cost Rate Agreement. Since the Offeror will be providing commercial services to the Government, and because there is reason to believe that there will be adequate competition to permit the Government to make a determination regarding price reasonableness, can the Government please confirm that Offerors will be exempt from providing the Government with certified cost or pricing data? If so, will the Government remove the indirect rate requirement from Section 10.5?
Please submit all supporting documentation as required by Section 10.5 of the solicitation.
2. While it is understood that this is not a GSA Schedule procurement, since this is a commercial services procurement, can the Government confirm that Offeror may use its approved GSA Schedule to demonstrate its price reasonableness?
Please see the answer to Question No. 1.
3. Pg. 44 of 53, Section 10.2, states: “The Contractor shall submit one electronic copy (via email) of each of their Technical, Past Performance, and Cost/Business Proposals to this office no later than…”. Please provide an email address for “this office.”
Proposals shall be submitted via email to Korriise LaRoche at Korriise.laroche@psc.hhs.gov.
mailto:Korriise.laroche@psc.hhs.gov
4. Pg. 44 of 53, Section 10.3, states: “The offeror shall include a Technical Appendix that will include all attachments, such as transcripts, resumes, letters of commitment,…”. These items are not mentioned later in the Evaluation Criteria for Personnel Qualifications (Section 11.5). Do we need a commitment letter only for the Key Personnel. Please clarify the following:
The offeror shall include a Technical Appendix that will include all attachments (such as transcripts, resumes, letters of commitment). Letters of commitment are usually submitted for any individual that is not currently employed by the prime organization.
5. Please clarify the requirement for transcripts. Are these required for all personnel, or just those designated as key?
Please see the answer to question no. 4.
6. Are letters of commitment only required for employees not currently employed by the offeror? What about subcontractor employees?
Please see the answer to Question No. 4. A letter of commitment from each subcontractor employee is not required.
7. Which of the position is under the SCA?
The Service Contract Act is applicable to all positions that are identified in the Wage Determination.
