Attachment E – Section 508 Template
Section 508 of the Act requires that, unless an exception applies, all communications products and services that require a contractor or consultant to produce content in any format that is specifically intended for publication on, or delivery via, a federally owned or federally funded website permit the following:
(1) Federal employees with disabilities to have access to and use information and data that is comparable to the access and use of information and data by federal employees who are not individuals with disabilities.
(2) Members of the public with disabilities seeking information or services from a federal agency to have access to and use of information and data that is comparable to the access and use of information and data by members of the public who are not individuals with disabilities.
The scope of work does not include design, development, or integration of any software or systems. The contractor will be using Government-provided systems such as the ACF grants management computer system (Grants Administration, Tracking and Evaluation System – GATES) and commercial applications such as Microsoft Word, Excel, PowerPoint, and Access). The compliance of these systems/applications is outside the scope and responsibility of the contractor.
Since the contractor is not asked design and develop web pages, how does Section 1194.22 "Web-based Internet information and applications" apply to the scope of work?
Alternatively, please clarify how Section 508 applies;
specifically, what deliverables or other artifacts to be created by the contractor must conform to these requirements?
Section 508 should be applicable to this acquisition as the contractor does maintain and use services such as the databases and information that is provided on public sites such as ECKLC.
