RFQ #1305M220QNMAN0010

QUESTIONS

1. QUESTION: Item 10115 Tank Preservation. Can you provide a list of tanks that are to be preserved?

ANSWER: Tanks subject to paint touch-up are listed in item #10103, section 6.5, which includes tank details and a diagram identifying the tank locations.

Voids will not be painted.

2. QUESTION: Can you send NOAA Standard Spec S-533-1 Potable Water Tank Disinfection?

ANSWER: AMC-533-1 replaces S-533-1 and is now posted to FBO.

3. QUESTION: Item 10101 ROUTINE DRYDOCKING - 1)Could NOAA provide a specific list of the services required during drydocking (para 4.3, “service lines shall be provided and hooked up” 2).There is no specific reference to hook-up and disconnect of temporary services while pier side, before and after drydocking. What does NOAA intend?

ANSWER: Detailed requirements are listed for pier-side and dry dock in SOW item 10122.

4. QUESTION: Item 10102 UNDERWATER BODY INSPECTIONS & REPAIRS - We are under the impression that NOAA will be contracting directly with ABS for their services. If this is the case, in paragraph 4.8.1, is the contractor to coordinate the inspections performed by the NOAA contracted ABS representative?

ANSWER: NOAA will pay all ABS cost associated with the required inspections. The vendor is responsible for scheduling the inspections based on the production schedule and accessibility of inspection items. The vendor is responsible for ABS cost associated with any required inspections other than the inspections listed in item 10102.

5. QUESTION: Item 10113 FREEBOARD PRESERVATION - Inspection from the pier and close inspection after high pressure water washing may reveal different degrees of required mechanical surface preparation. Can NOAA specify the percentage of freeboard coatings that will require mechanical preparation (i.e.: 5%, 10% or 15%)?

ANSWER: Assume 10% of the freeboard will require mechanical preparation where the coating system has failed or shows signs of rust.

6. QUESTION: 10115 TANK PRESERVATION - Can NOAA provide bidders details regarding the current coatings in each tank to be preserved (mfg., product name, coating millage). ANSWER: Reference Drawing FSV6-631-01 Rev B – Paint Schedule lists the coating materials used throughout the ship. Millages were applied per manufacturer requirements. NOTE - The item specifies the paint system to be used for touch-up painting

7. QUESTION: 10110 GROUND TACKLE - Can you provide the reference document listed for 2.3?

ANSWER: See Attached Drawing FSV6-581-01 B

8. QUESTION: Item 10122 Utilities and Services, Daily Rates While Moored & in Drydock

6.1 states total cost for this item shall be derived by multiplying the daily rate by the number of days the ship is at the contractor’s facility.

6.2 states that this daily rate will be used to calculate services if the drydocking is extended.

These are two separate daily rates, lay day rate for use of the drydock, and a day rate for temporary services.

The price for this item should be for all temporary services for the period of performance, 61 calendar days.

CLIN 50000 Item 50108 covers the cost of additional lay days in drydock. KTR suggests NOAA add a line item to the CLIN 50000 “Attachment IV Price Schedule” to capture the costs of an additional temp service day.

ANSWER: The intent of the item is to request pricing for when the ship berthed alongside and when in the dry dock as ship requirements are different. The government assumes the cost for utilities when berthed are greater than cost when in the dry dock which have less requirements and does not want to overpay for utilities when in the dry dock. The government realizes that various services are unchanged whether alongside or dry dock, but several items (power/water/etc.) are reduced as the ship is inhabitable when in the dock and should reflect a lower daily cost.

If the vendor wants one average daily rate, the government recommends the vendor establish the daily rates for each occurrence (alongside/in dock), apply these daily costs to the anticipated schedule alongside/ in the dry dock, then divide this number by the number of days in the period of performance to produce an average daily rate which will reflect the utility that the government/ship is actually being provided.

9. QUESTION: Item 10104 Centerboard Maintenance: 4.1.1. Contractor shall provide all services, technical expertise, materials, supervision, rigging, crane lifts and parts to accomplish all work called out in this item. Inspection of all components and installation /operation shall be completed under the direction of the OEM representative who is:

ANSWER: Global Technical Services (GTS) Field Service Engineer: Mark Connor 414 232 0412 mark.connor@gts-mc.com

10. QUESTION: 10102: Underwater Body Inspection & Repairs

a. Paragraph 4.73; specifies to drain the rudder and if water is present, air test the rudder. Is air testing the rudder, if necessary a change order?

ANSWER: The intent is for the vendor to include this cost in the estimate.

a. Paragraph 4.8.2.2; specifies inspection of the shaft seal and if indications show seal replacement is needed, replace the seal. Is seal replacement, if necessary a change order?

ANSWER: The intent is for the vendor to include this cost in the estimate.

a. Could the contractor assume that the replacement of the shaft seal would be installing the existing spare shaft seal that is already on the shaft?

ANSWER: Yes, two replacement seals are already installed on the shaft.

11. QUESTION: 10104 Centerboard Maintenance

Paragraph 4.2.3 specifies that the Ship’s ET is to disconnect all centerboard transducers from equipment, will ships ET hook up equipment upon reinstallation?

Paragraph 4.2.4 specifies that the contractor is to pull cables back to transducers.

Paragraph 4.2.7 specifies that the Contractor is to unbolt and remove Transducers

Paragraph 4.9 specifies that the Ship’s ET is to reinstall centerboard Transducers.

a. Are we correct in our understanding that the Ship’s ET will disconnect, reinstall and hook-up the centerboard transducers, while the contractor is only responsible for pulling back the existing transducer cables and removing the existing transducers from the centerboard?

ANSWER: The ships ET will disconnect/reconnect the transducer cabling at the bitter end where it attached to system components. The contractor is responsible for all remaining cable and transducer removals/installs from this point forward. Paragraph 4.9 states - “4.9. Transducer Installation - Coordinate with the COR, Ships’ ET to reinstall all Centerboard transducers". There is no verbiage in this paragraph indicating the ships ET will install the transducer. It requires the vendor to coordinate the install with the COR/ET to ensure the transducers are ready for installation.

12. QUESTION: 10107:Propeller, Clean and Polish – Paragraph 4.3; the specifications suggest that inspections and repairs are to be performed in place, with the propeller installed on the shaft.

a. While the propeller blades can be track tested while installed on the ship, a pitch check and minor adjustment of propeller pitch cannot be performed with the propeller in place. Can NOAA confirm that specified cleaning and track testing will satisfy the requirements of the specifications?

ANSWER: The government acknowledges that cleaning and track testing will satisfy the requirement.

13. QUESTION: 10113 Freeboard Preservation Paragraph 4.3.3 specifies to apply two coats of high build high solids low temperature curing re-coatable epoxy (PPG Mercoat 385, 5 mils) to areas painted in 4.3.1.

a. Is the contractor correct in understanding that the coatings referenced in 4.3.3 are to be applied over the surface described in 4.2.2 (10% of hull) after application of coatings applied in 4.3.2?

ANSWER: Paragraph 4.2.2 describe areas that need preparation after basic washing and solvent cleaning to areas of the freeboard where the coating system has failed or shows signs of rust. Areas shall include but not be limited to; any scratches in the freeboard; port lights; fenders; anchor pockets; the stern ramp; and trawl door pockets. The government has previously indicated that bidders should assume 10% of the freeboard area as described will require this level of preparation and prime/base coats prior to the top coat. Paragraph identifies the areas that will require preparation to bare metal and paragraph 4.3 specifies the paint system for these areas prior to the top coat.

14. QUESTION: 10116: Clean and Test Heat Exchangers Paragraph 4.5 suggests a process common to tube style heat exchangers. The referenced tech manual(s) for the generators suggest that the attached coolers are "plate" style coolers.

a. A Can NOAA confirm that the coolers are plate style coolers?

b. Can NOAA supply the contractor the DATA PLATE information off all four (4) heat exchangers (model no., serial no.)

ANSWER: The item assumed that the heat exchangers were tubed which was a mistake. They heat exchangers are plate type. Information regarding the two types are as follows:

CAT 3500's - S/N's: 30113-89458, 30113-89459 - M10-MFG - Area 106.6 sq ft

CAT C32's: - S/N: 30113-89060, 30113-89061- M10-MFG- Area 45 sq ft

ANSWER: Also attached is the tech manual (0120-256-01-00003-010). Cleaning of the heat exchangers should follow procedures in the tech manual, chapter 11, Maintenance, for a manual cleaning which requires disassembly.

15. QUESTION: 10117: Maintenance & Repairs to Aft Deck Crane Paragraph 4.9.2;

a. Can NOAA tell the contractor what percentage of prepping on the crane to bare steel will be required (5%, 10%, 15%, 20% or more) so all bidders are bidding the same amount of prep on the crane?

ANSWER: Assume 25% of the crane and components will have areas where the coating system has failed or shows signs of rust.

b. QUESTION: Paragraph 4.10.1 Is the intention of NOAA to just coat the Zinc Rich Epoxy Primer in just the areas prepped to bare steel only, not a full coat to the entire crane as stated?

ANSWER: The complete coating schedule (zinc/epoxy prior to topcoat) shall be used on areas of prepared in paragraph 2.9.2.

c. QUESTION: Paragraph 4.10.2 The specification refers to 4.8.1, should that read 4.10.1?

d. QUESTION: Paragraph 4.10.3 The specification refers to 4.8.3, should that read 4.10.2?
