4 REQUIREMENTS
4.1 The contractor shall furnish all plans, labor, and materials required to dock and undock the ship in a safe and satisfactory manner and perform the work and associated services, including inspections and reports, outlined herein and/or required in other specification items. The dry dock must be certified in accordance with reference 2.3, S0700-3. Before drydocking and undocking, the contractor's dockmaster shall hold a drydocking/undocking conference to advise the ship's personnel what will be expected of them.
4.1.1 As documentation of the drydock’s certification status submit the Drydocking Worksheet attached to reference 2.3 with the solicitation. If the contractor may put the ship into more than one drydock, submit Drydocking Worksheet for all drydocks the contractor may use.
4.1.2 The ship may be dry docked with another vessel. The contractor shall ensure that the Reuben Lasker will not be delayed when exiting the drydock or the contractor will be assessed liquidated damages. If the contractor plans to dual dock they shall provide information in their production plan or schedule.
4.2 Within the first 10% of the period of performance, the ship shall be lifted in a suitable drydock or marine railway, in accordance with reference 2.1. Blocks and shoring shall be placed clear of obstruction so as to support the ship without strain or distortion. The ship shall be hauled without list.
The ship shall be docked in docking position 1 as shown on reference 2.1.
***** CHECKPOINT *****
4.2.1 Immediately before drydocking, inspect blocking system with the COR. Present the COR with a list of blocks left out. Demonstrate the marking of the Stern Reference Point and the centering devices.
Prove the distance from the Stern Reference Point to the first keel block. Demonstrate the position and height of blocks randomly selected by the COR. Demonstrate that all blocks in the list of blocks to be left out are, indeed, not present.
4.3 After the ship is hauled, service lines shall be provided and hooked up. Staging shall be erected, as required, to accomplish the underbody work and inspection. Two suitable gangways shall be furnished and maintained to provide access to the ship at all times.
4.3.1 Some discharges, such as cooling water and ballast pump overboard, discharge directly over the side. If it is not acceptable for this discharge to go into the drydock basin, provide a means to capture them and dispose of them in an appropriate manner.
4.4 Water wash - Within 4 hours after drydocking begin washing the entire underwater body including the propeller, centerboard and trunk, sea chest intakes and intake piping up to and including the strainer baskets, and boot-top are to be water washed with fresh water to remove all dirt, slime and marine growth. Sonic projectors (transducers) shall be cleaned of all marine growth with plastic scrapers and scrubbing pads. Upon cleaning they shall be rinsed with low pressure water and protected from the full hose blast. The water wash shall meet the following minimum requirements:
The most heavily slimed areas shall be washed within the first hour.
Hose pressure shall be 100 PSI minimum Hose size shall be 1-1/2" minimum
Use of a high-pressure wash is not required but is acceptable to the Government.
4.5 After docking, the contractor and Contracting Officer's Representative (COR) shall jointly inspect the hull. Particular attention shall be given to docking damage. The contractor shall submit a report within 24 hours detailing damage found and recommending required repairs. No remedial work, except that specified in other items of this contract, shall commence until authorized in writing by the Contacting Officer.
4.6 The ship will remain out of the water until all work required under the contract, which requires drydocking, has been completed. All required painting of the interior shell plating surfaces that would be below the waterline after undocking must be completed while in drydock. Upon completion of the underwater work and approval by the COR, the ship will be undocked. During the entire docking and undocking procedure and while the ship is out of the water, special care shall be taken to protect the ship from damage or fire.
4.7 In undocking the ship, the dock shall be flooded or the railway lowered, as the case may be, until as many underwater openings as possible are covered without lifting the ship off the blocks. An adequate watch shall be posted to check for leaks. If no leaks are found, and upon permission of the COR, the undocking may continue. Reference sighting marks for longitudinal and transverse positioning shall be provided so that the ship may be re-landed if necessary.
4.8 After the ship is undocked, the contractor must submit a docking report in accordance with reference
2.2. The contractor is advised that, although the report is not required until after undocking, the information necessary to complete the report must be gathered while the ship is in drydock.
5 QUALITY ASSURANCE
