Amendment 0002

1. THE REQUEST FOR QUOATATION (RFQ) 1305M219QNMAN0237 IS AMENDED

AS FOLLOWS:

- Revision A of the Statement of Work (SOW) titled “Drydock Repairs & ABS Five Year Special Survey Detail Specifications” is hereby issued. This revision removes Work Item 55910, Hydrographic Winch Wire Maintenance, from the SOW.

- Attachment IV, Price Schedule, is hereby revised to reflect the removal of Work Item 55910 from the SOW.

3. QUESTIONS AND ANSWERS:

All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.

A. QUESTION: Work Item 16310 Underwater Hull Preservation: Specification references SH-631-FF04-Paint Schedule. This reference is from Ameron. Paragraph 3.1.4.28.1. of item 10700: General Requirements, states: Unless otherwise stated in the individual work items, prepare and coat all new steel/Al, all existing steel/Al surfaces identified to be cleaned and painted, and any paint system disturbed while accomplishing work items, in accordance with the ships’ paint schedule.

Work Item 10700 General Requirements for Work Paragraph 3.1.4.28.4: General Requirements, states: Surface preparation and paint application shall be in accordance with the paint manufacturers printed recommendations and instructions for all aspects of surface preparation, and handling, mixing, and application of paint materials.

Since NOAA has previously applied the International Intersleek on this vessel is it possible you can provide the INTERSPEC for this application?

ANSWER: The paint schedule from the Contractor that applied the Intersleek system will be supplied with this response. See attached PDF files to this amendment.

B. QUESTION: NOAA Standard Specification AMC-631-3B, “Underwater Body ablative coating System” is included in the references and appears to conflict with the specifications. The INTERSPEC could resolve this.

1. Line 3.5.4D states that there is currently an Intersleek paint system on the hull.

2. Line 3.5.4L calls for a "maintenance" system over the entire hull. This includes the areas that receive the "complete" system.

3. Line 3.5.4M defines the "maintenance" system as 2 coats of International #640 A/F.

4. You cannot put #640 A/F over the Intersleek. It will not adhere.

5. Line 3.5.4H calls for a "complete" system to be applied to the spot blasted areas.

6. The "complete" system in the FF04 reference as 2 coats of PPG epoxy and 2 coats of

PPG A/F.

7. Line 3.5.4D contradicts this by stating that only International Paint products shall be used.

Paragraph E, states:

“Reference d shall be used for guidance on hull coating details such as hull coating areas, number of coats and DFT, except that the coating shall be International as noted above.”

As stated above Reference D is an AMERON Spec.

It is also noted that Item 16310:

“All surface preparation and paint application must be done under the supervision of an authorized International manufacturer's representative.”

Is NOAA providing the International REP?

ANSWER: The International 640 A/F is an error. The current system consists of two coats of Intershield 300hs epoxy, one coat of Intersleek 731 tie coat, and two coats of Intersleek 1100SR AF release coating. NOTE – the Contractor should pay special attention to the specific application methods for these International products as it may differ from traditional methods currently being used.

It is intended for the Contractor to provide the International Representative, similar to the Ameron Representative needed for other coating work items as noted below:

Item 16311: Hull Freeboard Preservation:

“Provide the services of an authorized Ameron/PPG marine coating specialist to assess the existing coating system, provide recommendations, and supervise surface preparation and application of coating systems used in this work item.”

Item 16312: Tank Preservation:

“Provide the services of an authorized Ameron/PPG marine coating specialist to assess the existing coating system, provide recommendations, and supervise surface preparation for the application of coating systems used in this work item.”

Item 16313: MMR Intake Trunk Preservation:

“Provide the services of an authorized Ameron/PPG marine coating specialist assess the existing coating system, provide recommendations, and supervise surface preparation for the application of coating systems used in this work item.”

Item 16314: Main Mast Preservation: Same.

Item 16315: Deck Preservation: Same.

Item 16316: Bow Thruster and Oceanographic Winch Room Bilge Deck Preservation.

Same.

Item 16317: Deckhouse and Stack Preservation. Same

C. QUESTION: Paragraph 3 of item 12560 states “Conduct a visual inspection of all spool pieces, flanges, vent pipes, and other areas for evidence of damage or deterioration.

Provide COR with condition report. This shall include all overboard discharges and drain piping discharges which transit all fuel tanks and voids prior to exiting at the shell penetrations. Using neoprene gasket material, replace all check valve flange gaskets on all discharge lines transiting fuel tanks and voids.”

Please provide the following;

Total number of spool pieces to be inspected.

Total number of vent pipes to be inspected.

Total number of overboard discharges and drain piping discharges which transit all fuel tanks and voids prior to exiting at the shell penetrations.

Total number of check valves that will need new gaskets installed?

ANSWER:

- The number of spool pieces is equal to the number of sea valves. The main area to inspect is the overboard spool, and as much of the piping inboard of the valve that can readily be internally inspected.

- The only vent pipes to be inspected under this work item are the sea-chest vents. All other tank vent piping will be inspected under a different work item as part of our Load Line renewal inspection.

- The total number of overboard discharges and drain piping discharges are not readily known and should any repairs need to be made, it will be handled as additional work.

This change has also been noted in the revised SOW.

- The total number of check valves that will need new gaskets installed is not readily known and should any repairs need to be made, it will be handled as additional work.

This change has also been noted in the revised SOW.

D. QUESTION: Item 16312 Tank Preservation Paragraph 3.7.4.a: Paragraph 3.7.4 states

“The intent is to provide the coatings and services necessary to support the preservation of tank coatings”

3.7.4.a directs the contractor the repair all tank coatings that are damaged, or corroding in all of the tanks that are opened in conjunction with the ABS Special Survey.

For estimating purpose the contractor is bidding the following tanks for coating repair,

1. Ballast DB 3P

2. Ballast DB 3S

3. Ballast DB 3C

4. Ballast DB 4C

5. Ballast Forepeak

6. Anti-roll Tank

7. All (4) Voids

Does the (13) Fuel Tanks need to be added for coating repair?

ANSWER: No, there are no coatings in the fuel tanks.

E. QUESTION: Work Item 25051: The specification directs the contractor provide and install all new butterfly valves identified in reference Bell M. Shimada Butterfly Valve List. The listed valves are 26-30 weeks ARO. Please advise.

ANSWER: The Contractor may submit substitution valves and submit to the COR for approval. Any proposed substitute valve must be a form/fit/function replacement of the existing valve as listed. Connection type, pressure rating, valve and trim materials, seals, high/non-high performance rating, etc. must be equivalent.

2. Except for the changes stated herein, all else remains unchanged in the RFQ

1305M219QNMAN0237.
