2. QUESTIONS AND ANSWERS:

All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.

A. QUESTION: 3.8 Item 16313 MMR Intake Trunk Preservation: Does the entire interior surface of the intake trunk need to be 100% renewed?

ANSWER: For bidding purposes of this solicitation, yes. However, the intake trunk has a large amount of thermal and fire insulation on the blkhds, and if a joint inspection/survey between the COR and Contractor can prove that the existing coating underneath the insulation is still fully intact, then the work item can be descoped.

Insulation cutouts for inspection would need to be repaired, and all insulation would need to be cleaned prior to applying any coating in the trunk.

B. QUESTION: 3.10 Item 16315: Deck Preservation: Does deck preservation include coating equipment such as bitts, chocks, bulwarks, winches, A-frames, aft gallows, etc?

ANSWER: Yes. As the work item is written it states “The surfaces to include in this work item are the entire main deck working area, the exterior 01 level working deck aft of frame 47, the 04 level and deck machinery, including bitts, winches, A-frames, etc. in these areas.”

C. QUESTION: 3.32 Item 15910: Trawl Ramp Platform Support Modifications: Do the existing acorn nuts need to be removed and the next nominal larger size installed?

ANSWER: For bidding purposes of this solicitation, yes. However, the existing doubler plate is not threaded and therefore only the acorn nuts are. If the Contractor can demonstrate that by slightly drilling out the acorn nut damaged threads, and tapping both the doubler plate and acorn nuts to another nominal thread size can be accomplished without improvising the watertight integrity of the current installation, then that would be acceptable with COR approval.

D. QUESTION: 3.18 Item 14050: Topside Antenna Inspection and Maintenance: Mast Scaffolding: Will NOAA personnel be performing antennae inspection and maintenance, or will the Contractor?

ANSWER: All antennae inspection, maintenance, removal/installation will be performed by NOAA personnel unless the Contractor is asked to provide a CFR to perform such work. Furthermore, the 45 days of weather-wrapped scaffolding requirement shall be unimpeded for Government use. In other words, if the Contractor elects to use the scaffolding and weather wrap to perform mast painting, then the 45 day requirement for NOAA access will begin after painting is complete.

E. QUESTION: 3.14 Item 12431: Line Cutter Installation and Rope Guard Modifications:

Clarification.

ANSWER: The original line cutter stationary box and blade are no longer present and therefore will not need to be removed. If there is significant plate damage or wastage in the installation area, then it will need to be renewed to meet the Spurs Representative requirements IAW the work item as written.

F. QUESTION: 8.3 Item 66400: Chemistry Lab Countertops: Can the existing carbon steel countertops have the chemical resistant laminate remove and new CRES 304 laminate be installed.

ANSWER: No. The existing countertops may not be reused in any way except for templates. The new countertops shall conform to the requirements as stated in the SOW.

G. QUESTION: Item 26510 Galley and Storage Modifications: the specifications for the Galley storage modifications do not list any reference drawing, so I perused the drawing index hoping to find a galley drawing or reefer drawing. I am trying to find some information on the arrangement of the Freeze Room along with information on the existing shelving in that compartment. Perhaps a Galley arrangement might help as well. The Galley Drawing or possibly the Joiner arrangement would also be helpful to the shipyard for location of a hot water wash down connection and hose to the galley area we will be accomplishing. Is it possible to get these references? We would also appreciate the Joiner arrangement drawing SH-640-FA27 and the food services drawing SH-655-

FZ03.

ANSWER: The Galley arrangement is shown in the Food Service arrangement drawing, and is mostly correct, but not 100%. An approximate hand sketch of the galley island is attached.

The Scullery arrangement is not correct and there is a pass through dishwasher installed about the middle of the aft countertop in the scullery. For the hot water washdown, there is a booster heater in the fan room directly fwd of the scullery, and that is the water supply to be used. It should be possible to tee off of that hot water supply inside the scullery without creating a new blkhd penetration.

There is no drawing that shows the shelving arrangement in the freeze room. There are two photos attached, the one that shows orange netting is the inbd blkhd and is about 24- 30” short of the aft blkhd. The new shelving should more match the fwd and aft blkhd shelving, with similar spacing as shown. Galvanized, or powder coated materials are acceptable.

In the outbd blkhd photo that shows the evaporators coils, you can see a dead space on the fwd and aft corners of the small shelf that is currently installed. The intent is to have a two tier shelf that utilizes that entire blkhd, and each current dead space is approximately 24-30”. Also, attached are additional reference drawings.

H. QUESTION: Item 15050 Piping Repairs and Modifications: The referenced drawings are diagrams and footages and sizes are not provided in many line items:

Section A - 3. Requirements: Provide and install drain lines in the Wet lab fwd.

QAWTD pocket and the Hydrographic lab aft QAWTD pocket. Drain lines shall be sized as large as practicable, and tied into existing ovbd. drain lines that are nearby. Does NOAA have a more detailed DWG that might provide the Size, length of run, and material?

Section B: The entire section is about rerouting drain piping but gives no information other than from point a to point b. Would NOAA have a more detailed DWG that might provide the Size, length of run, and material? Major interferences? Type of decking?

Section E – 2 Install the necessary fittings to convert from BSP, or metric threads, to standard SAE threaded connections at the thrust bearing. The number of fitting shall be kept to an absolute minimum, and may be manufactured out of Cu-Ni, or Monel accordingly. Install new hoses, of the same size and style as the existing, and the GFE isolation valves to the thrust bearing.

The valves are 1” so shall I assume everything is 1”? How many fittings, how much pipe, hose length and type of fittings, CUNI or Monel Accordingly? Either?

Section F. Replace the drain piping from the backup split A/C system in the Computer/Acoustic Lab with minimum 1 inch nominal piping. The drain piping shall be replaced in its’ entirety up to the connection to the grey water header. Size, approximate length of run?

ANSWER: Section A-3. Requirements: No there are no detailed drawings that show drain line routing. Sizes are given except for the drain lines in the door pockets, and from the relatively short width of these pockets it would be safe to assume 1” to 1-1/4” NPS. The three deck drains at the aft blkhd of the Hydrographic lab will be in the ovhd of the aft most stbd SR on 2nd deck, which is also where the existing drains in the Hydro lab should be located. The drain near frame 52 and the Wet Lab QAWTD pocket drain will be located in the MMR and should be tied into SW sampling line as noted, or the nearest deck drain in the Wet lab which goes directly ovbd. Lengths can be assumed to be 20’ or less. Material is plain CS throughout for drains.

Section B: No there are no detailed drawings that show drain line routing. The descriptions given in the SOW should be adequate for estimating purposes, and sizes should be given in the references.

Section E – 2: For the fitting conversion it will only be from the HX/water cooler on the thrust bearing directly to a valve or hose connection. It is assumed fittings in the 1” size range are only available in machined block Monel. The existing connections on the HX are not known exactly as the tech manual does not state the connection type. The tech manual is provided for reference, however a ship check would be the best way to determine the exact size and type of the connections.

Section F: The dedicated split A/C in the Computer/Acoustic Lab is located in approximately the middle of the lab in the ovhd. There is a drain on either end of the coil drip pan, approximately 4’ long and come together in a tee. From there it goes outbd, behind the joiner panel and into the ovhd of the aft most port SR on 2nd deck. The closest grey water header to tie into with the larger size is near the inbd blkhd of the SR.

I. QUESTION: Item 65560: Mission HPU Pipe Installation: The scope of work is to install hard piping for the Mission HPU and it tells us to remove and discard the existing hoses.

It also tells us to install flexible hose connections at both ends. Since we have no drawings, please clarify why were are tasked to hard pipe but install hose connections. It states in c. Install one inch Sch 80, 304L CRES piping from the HPU to the deck connections, with appropriate flexible hose connections at both ends.

This does not give us the length of the pipe nor does it give us the type of hose connections required at each end of the pipe. It does not tell us if the pipe is straight or bent or needs elbow fittings.

If we are hard piping and discarding the old hoses and not providing new hoses but are putting on hose connections on the ends, what are we connecting to?

ANSWER: The HPU is on the port side 2nd deck and it serves equipment on the stbd side of main deck. The current hoses span the breadth of the ship and are approximately 50 feet long and are simply tied in place. Hoses of this length are considered unsafe and do not meet USCG regulations. The term “flexible hose connection” should have been “flexible hose assemblies”. It’s common practice to install flexible hoses at the HPU, deck penetrations and the equipment served to absorb shock and prevent cracking. The required hoses would only need to be about 12-15” long (4 total).

The new pipes will need to go directly athwart ship in the ovhd, and up to the deck connections. We would like to maintain a 7’-3” clear head room in walking and working areas, which was the requirement during construction. There are several longitudinal deep girders that we may need to go around, or through, so for bidding purposes please assume 6 elbows for each pipe and up to 4 beam penetrations with collars.

J. QUESTION: Item 15550 Fire Inspection and Hydrostatic Testing: The specification intent is to perform the annual inspections of all fire detection, suppression and firefighting systems and equipment, as well perform hydrostatic testing of high pressure cylinders. Please provide copies of previous year’s certification of firefighting equipment, or a spreadsheet showing the most current hydrostatic test dates of the fixed system cylinders and portable fire extinguishers? Please provide specific details regarding cylinder quantities and sizes for fixed fire systems and portable fire extinguishers?

ANSWER: Attached with this amendment are the requested documents that will answer this question.

3. Except for the changes stated herein, all else remains unchanged in the RFQ
