About this file
This is Addendum No. 1 to a Request for Proposal issued by Hillsborough County, Florida for Construction Manager At-Risk (CMAR) Services for the South County Drinking Water Facility Project (Solicitation Number CMAR-26-00264). The addendum, issued on July 20, 2026, modifies the evaluation criteria and adds supporting documentation to the original solicitation. The project involves pre-construction and construction services for delivery of a new South County Drinking Water Facility with an estimated project value of $145,000,000. Proposers must submit qualifications demonstrating experience with similar projects and are subject to a Cone of Silence restriction preventing communications with county employees and board members during the procurement process, except with designated procurement and legal staff.
The addendum revises Evaluation Criteria No. 2 to require proposers to demonstrate successful experience constructing a minimum of two completed water or reclaimed water pump station projects with a peak firm capacity of at least 20 megagallons per day (mgd), clarifying that while a 50 mgd or greater facility would demonstrate similar scale to the South County project, the minimum requirement is 20 mgd. The addendum adds Attachment F (Construction Manager At-Risk Agreement) to the supporting documentation and provides questions and answers addressing clarifications on project experience requirements and the anticipated timeline for interviews, which are expected to occur approximately two weeks following the evaluation committee meeting. Proposers must acknowledge the addendum electronically and resubmit proposals through Hillsborough County's electronic bidding system.

Questions and Answers
1. Question: In Section 4.1.2 Evaluation Criteria No. 2: CMAR Firm's Experience Projects of a Similar Size and Type, under relevant similarities it states "... pump station size (water, firm capacity of 50 MGD or greater)", however, following that it then states "Two (2) completed projects that demonstrate successful experience designing a water or reclaimed water pump station with a peak, firm capacity of at 20 MGD."
Can you please clarify if we should be providing experience on facilities greater than 20 MGD or greater than 50 MGD?
Response: For the minimum experience requirement, water or reclaimed water pump station projects with a firm capacity of 20 MGD or greater are acceptable. A pump station of 50 MGD or greater would be of similar scale to the South County Drinking Water Facility Project but it is not the minimum experience requirement.
2. Question: When do you anticipate interviews being held?
Response: Interviews are anticipated to be held approximately two weeks after the evaluation committee meeting schedules permitting.
