About this file

This evaluation criteria document outlines the qualifications and proposal requirements for Construction Manager At-Risk (CMAR) services for the South County Drinking Water Facility project in Hillsborough County, Florida, with an estimated project value of $145 million. The project involves preconstruction and construction services for a new drinking water facility. Proposers must submit comprehensive qualification proposals demonstrating experience with similar projects, appropriate staffing, and detailed project delivery approaches. The evaluation process assesses four primary criteria with a total maximum point value of 100: the CMAR firm's ability and professional personnel (40 points), experience with similar-sized and complex projects (35 points), approach to project delivery methodology (20 points), and current and projected workload capacity (5 points). Firms must provide resumes for a minimum of five required key staff positions—CMAR Project Manager, Preconstruction Manager, Construction Manager, Superintendent, and Construction QA/QC Manager—plus up to seven additional key staff resumes for a maximum of twelve total resumes, each detailing relevant experience, professional licenses, certifications, and similar past projects.

The evaluation criteria require proposers to document minimum experience thresholds including at least one completed water or wastewater treatment plant project of 10 million gallons per day or greater, two completed pump station projects with firm capacity of at least 20 million gallons per day, and two completed collaborative delivery method projects using CMAR or design-build approaches. Proposers must provide descriptions of up to eight recent projects (preferably within the last ten years) demonstrating similar scope, size, and complexity, including detailed project information such as title, delivery method, location, owner contact information, construction contract value, completion dates, and team member involvement. The proposal must include a proposal-level schedule, preconstruction and construction service approaches, cost estimating methodology and GMP development process, quality control procedures, and risk management and cost tracking tools. Additionally, firms must demonstrate current capacity and resource availability by detailing workload for the next 24 to 36 months in Florida and confirming adequate staffing to complete all project elements including preconstruction, construction, testing, startup, and commissioning activities on schedule.
