EWP - Jasper County, Texas
This amendment serves to provide additional Questions received through Friday, April 5, 2019 and their Response. It also serves to provide a revised page 3 to Construction Specification 9-Traffic Control, to clarify handling road closures on roads designated to remain open.
The time and date set for receipt of bids has been extended to FRIDAY, APRIL 12, 2019 at 12:00 noon central time. Call-in information for participating in the bid opening remains unchanged.
Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
Additional Questions
Solicitation – 12FPC219B0004 EWP – Jasper County, Texas
Question:
1. Site JA2-03 is located on County Road 346 with one way in and one way out. Residences are located beyond the work zone. This road will require closing for some portion of the construction. The note on the drawing says to coordinate with the county for road closings. Will the contractor be limited to how long the road can be closed at this location? If so, how long?
2. Site JA2-09 is located on County Road 331 with one way in and one way out. There is at least one residence located beyond the work area. This road will require closing for some portion of the construction. There is no note on the drawing addressing this. Will the contractor be limited to how long the road can be closed at this location? If so, how long?
3. Site JA1-11 is located on County Road 218 with a note on the drawing that indicates that this road must remain open to vehicular traffic. With timber headwall construction the cable connections above the culverts require that the road be completely opened up during construction. This means that traffic will have to be closed at this location while this portion of the construction is completed. Will USDA consider making a provision for some time to close this road while this part of the construction is completed?
4. Site JA2-01 is located on County Road 201 with a note on the drawing that indicates that this road must remain open to vehicular traffic. Both sides of the road are low lying wetland areas. With timber headwall construction the cable connections above the culverts require that the road be completely opened up during construction. This means that traffic will have to be closed at this location while this portion of the construction is completed. Will USDA consider making a provision for some time to close this road while this part of the construction is completed?
5. Site JA2-11 is located on County Road 317 with a note on the drawing that indicates that this road must remain open to vehicular traffic. Both sides of the road are low lying wetland areas. Will USDA consider making a provision for some time to close this road while this part of the construction is completed?
Solicitation # 12FPC219B0004 Emergency Watershed Protection; Jasper County, Texas
Answer – Questions 1-6:
The specification for traffic control addresses this in the last section paragraph 7.a.(1) (open section). “For roads that are to remain open....” it does permit closure of these roads without “excessive delay”. Please see the attached revised page 3 to Construction Specification 9, Traffic Control which has been changed to clarify.
The note on the drawing that reads “the roads are to remain open to vehicular traffic” was written to keep the road open as much as possible. We know the road will be closed for short times during cable installation.
The contractor is responsible for communicating with local officials before closing the road, so that local landowners and emergency services can be properly advised and notified.
7. Solicitation indicates that the work must be started within 5 days of notice to proceed. Will notice to proceed be held by USDA until all the pre-job submittals are in and approved? Several of the material line items will require at least 2- weeks or more lead time to get delivered. Having two weeks lost in 130 day project calendar would be significant.
Answer:
The notice to proceed will not be issued until the successful bidder has provided all the required submittals. However, this does not include time for actual material delivery. Sequencing or scheduling of work should take material delivery into consideration.
7. Items of Work and Construction Details
Items of work to be performed in conformance with this specification and the construction details therefore are:

For roads that are designated to remain open, the Contractor shall provide a traffic control system that routes traffic through the construction area without excessive delay.
These roads shall remain open to the maximum extent possible during construction.
As a part of this item the Contractor shall furnish, install and maintain all barricades, warning signs, traffic control devices, etc. necessary to control traffic and provide for public safety. The Contractor's traffic control system shall comply with the requirements of the Texas Manual on Uniform Traffic Control Devices for Streets and Highways, as well as the requirements of Jasper County, Texas.
The Contractor's written plan for traffic control shall be approved prior to the start of construction operations. Written plan shall at a minimum include the area(s) or extents proposed for use at each site, duration of road closures, temporary barricades and signage, and coordination with local officials.
Construction of multiple sites in close vicinity shall not prohibit landowner access between sites.
(5) Separate payment will not be made for this item of work. Compensation of this item will be included in the payment for the bid item Mobilization and Demobilization.
