52.211-18 Variation in Estimated Quantity. (APR 1984)

If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.

Pre-Bid Site Showing

Solicitation – 12FPC219B0004 EWP – Jasper County, Texas

A site showing was held at the Jasper, Texas USDA Service Center (714 W Gibson St, Jasper, TX 75951) on Monday, March 25, 2019 at 10:00AM. The site showing included a visit to 4 out of 30 of the proposed work sites and was attended by representatives of 8 prospective bidders.

The following information was reviewed with the contractors at the showing, which covered the Construction Specifications, Drawings, and the Site Visit. Please use this information along with the question and answer section as warranted for the preparation of any needed amendment to this solicitation.

SOLICITATION

Offers are due at 12 noon, Central Time, 1:00 PM Eastern Time on April 10, 2019. Offers may be modified or withdrawn, in writing, any time prior to bid opening.

Offers must be submitted to Lauri Eipp, Contracting Officer; USDA-FPAC, 441 S. Salina Street, Suite 354, Room 520, Syracuse, NY 13202 – Block 8 of SF1442 form.

Offers will only be accepted in hard copy and must include a 20% bid bond. Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government considering only price and the price-related factors.

Offers must acknowledge receipt of any/all addenda.

Please be sure to completely fill out the Bid Schedule (pages 5-6) and transfer the grand total to the bid form (SF-1442) block 17. Bid acceptance period is 60 days. Any offer providing less than 60 days will be rejected.

52.211-10: Commencement, Prosecution and Completion of Work (Page 10 of 42): Work shall begin within 5 days of Notice to Proceed. Work must be completed no later than 132 calendar days after Notice to Proceed. This includes final cleanup of the premises. The 132 day performance period was estimated using 2 crews operating simultaneously.

ADDITONAL INFORMATION: The following conditions must be meet for the contractor to run two crew simultaneously:

1. Work between the two crews shall be scheduled such that critical points of inspection are not happening simultaneously between sites. The government inspector shall be given enough time to commute between sites between critical points of inspection.

Critical points include driving pilings, tensioning cables, burying deadman anchors, and any other tasks that could be covered up. If something installed does not meet the contract specs or drawings, whether a critical point or not, it must be fixed promptly.

2. If both crews experience weather days on the same day, only 1 weather day will be added to the performance period.

3. Crews shall work simultaneously at sites that are closest in proximity to one another.

4. Both crews shall have a competent QC officer, safety officer, superintendent, first aid certified employee, signage, and any other requirements listed in the contract.

52.211-12: Liquidated Damages – Construction (Page 10 of 42): Liquidated damages are $522.47 for each calendar day over the performance period.

52.211-13: Time Extensions (Page 10 of 42): Time Extensions for contract changes will depend upon the extent, if any, by which the changes cause delay in the completion of the various elements of construction.

ADDITIONAL INFORMATION: Weather at the project site which causes a delay in the completion of the contract was not figured into the performance period. If half of a work day or more is lost due to weather delays on site, an additional day will be added to the performance period at the end of the contract. The full time inspector will keep track of the weather delays as the contract proceeds.

52.236-15: Schedules for Construction Contracts (Page 10 of 42): The Contractor shall, within five days after the work commences on the contract or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval three copies of a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

ADDITIONAL INFORMATION:

Maximum Workweek: The maximum workweek for this contract is 10 hours per day, 6 days per week, Monday through Saturday.

Work Performance on Holidays: The Contractor shall not perform work on the following holidays except in the case of emergency as permitted elsewhere in this contract:

The Contractor may be permitted to work the following remaining designated Federal holidays provided that he/she submits a letter of request to the Contracting Officer at least five (5) days in advance of the holiday.

52.219-14 Limitations on Subcontracting (Deviation authorized in December 2018)) requires that the Contractor not pay more than 85% of amount paid by the Government for performance, excluding materials, to subcontractors that are not similarly situated. Any work that a similarily situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded.

52.222-6 Construction Wage Rate requirements is incorporated into the solicitation. The wage determination(s) specify the minimum wage rate and fringe benefits that contractors and subcontractors must be paid under a resultant contract. The wage determinations are listed at Section J of the solicitation and are physically attached to the solicitation.

Please note that the wage for Laborer for Jasper County does not meet the Minimum Wages Under Executive Order 13658 (FAR Clause 52.222-55) of $10.60. In the case were the Construction Wage is less than the Minimum, the Minimum prevails.

Certified payrolls must be submitted weekly through the Inspector or COR. Labor interviews will be conducted with all employees.

52.222-11 Subcontracts (Labor Standards). Requires contractor to flow down certain labor clauses in their subcontracts and ensure that subcontractor employees are also paid not less than the minimum wage rate and fringe benefits stated in the wage determination.

NRCS SUPPLEMENT TO OSHA (SECTION H, Page 16 of 42)

1.1: Written safety program, site specific (i.e., snakes, heat exhaustion, etc.).

1.5: Weekly job-site safety meetings are required.

1.7: First aid training, at least one employee on-site at all times with current certificate.

2.3: Communication and transportation, at least one serviceable stretcher and two blankets on-site at all times.

4.1 : Hard hat areas, include entire job site. Required while operating any heavy equipment, regardless of ROPS.

4.2 : Posting, Signs at least 3x4 feet worded as follows with 6” tall red letters with white background at all job access points:

Submittals shall be sent to the Contracting Officer though the Contracting Officer’s Representative prior to construction. Submittals are required after contract award (not with your bid). The following list may not be all-inclusive, it is the contractor’s responsibility to refer to the contract clauses and construction/material specifications for submittal requirements.

• Payment (SF-25) and Performance Bonds (SF-25A)

• Statement and Acknowledgment (SF1413) for each Subcontractor

• Safety Program: Section 1.1: NRCS Supplement to OSHA

• First Aid Training Certificates: Section 1.7: NRCS Supplement to OSHA

• Traffic Control Plan: Spec 9 – Traffic Control, Section 7.a(3). Along with plan requirements listed in the spec, also include contractor’s plans to keep roads open that are required to remain open.

• Submittals for all construction materials showing that the material meets the construction and material specifications for that item.

CONSTRUCTION SPECIFICATIONS

There are two types of specifications in this contract: (1) Construction Specifications and (2) Material Specifications. Each of the construction specifications for this project are composed of two parts. The first part is called the “closed” specification and is the NRCS national standard construction specification that begins with the “Scope” and ends with “Measurement and Payment” or “Payment”. The second part is called the “open” specification and consists of the “Items of work and construction details” that are written specifically for this job, and that serve to modify/clarify the preceding closed specification as needed.

All of the construction specifications are listed in the solicitation package. Not all of the construction specifications have a corresponding Bid Item. Some of the bid items have subsidiary items of work, which means that those items are required to be accomplished but the payment for those items is included under another construction specification. For example, Construction Specification 5, Pollution Control, is a subsidiary item to Construction Specification 8, Mobilization and Demobilization. This means that the submitted bid cost for Mobilization and Demobilization should include all necessary costs for Pollution Control as specified.

The contractor shall comply with all of the specifications (construction and material). In the interest of time, not all of the specifications were reviewed in detail at this meeting or in the following notes. The following are several main points presented from the specifications.

Construction Specification 1 – Clearing

• Subsidiary to Bid Item for Site Preparation

• Section 8. A written disposal plan is required and shall be submitted to the COR and approved by the CO prior to the start of work.

• Section 8. Burning is authorized if all state county, and local burning laws, ordinances and requirements are met.

• Section 8.a(3): Trees currently standing and uninjured will remain unless interfering with work.

Construction Specification 5 – Pollution Control:

• Subsidiary to Bid Items for Rock Riprap, Grout for Rock Riprap, Timber Headwall, and

Sand-Cement Bag Wall.

• Section 8.a.(3): The Contractor’s written plan for pollution control shall be approved prior to the start of construction operations. Written plan shall at a minimum include proposed sequencing of operation to minimize duration and size of disturbed areas.

Construction Specification 7 – Construction Surveys:

• Subsidiary to Bid Items for Site Preparation, Rock Riprap, Timber Headwall, and Sand- Cement Bag Wall.

• Section 5. Construction Surveys: Provide name and qualifications of proposed surveyor(s) in writing before any work requiring surveys.

• Section 5, method 2 shall apply. Contractor to provide surveying as needed to set line and grade for all work, slope staking, final grade staking, and quantity estimates.

• Section 9.a(3): Surveys will proceed from Government-established benchmarks or reference points.

• Section 3, measurements for establishing the location of structures shall be to the nearest 0.1 foot, or as determined in the field by the engineer.

Construction Specification 8 – Mobilization and Demobilization:

• Bid Item 1, payment for documented direct costs, only up to 85 percent, remaining 15 percent held until final payment.

• 4.a.(1)(a): Project staging and storage limited to the existing county street right-of ways and the site locations.

• 4.a.(1)(b): repair damages to road surfaces.

• 4.a.(1)(d): The Contractor shall provide a minimum of 3-day notice to the appropriate commissioner prior to closing a road. Notification shall be documented in the Inspector’s Job Diary and Contractor Quality Control Report. Sites not authorized for closure are listed on the drawings.

• 4.a.(2)(b): All disturbed areas shall be bladed or smoothed to blend the area with the surrounding land surface.

• 4.a.(2)(d): Original fences shall be restored to equal or better than pre-construction conditions.

Construction Specification 9 – Traffic Control

• Subsidiary to Bid Item 1 – Mobilization and Demobilization

• Section 7.a(1): Where roads are to remain open, the Contractor must provide a traffic control system and route traffic through the construction area without excessive delay.

• Section 7.a(2): The contractor shall furnish, install, and maintain all barricades, warning signs, and traffic control devices necessary to control traffic and public safety.

• Section 7.a(3): The Contractor's written plan for traffic control shall be approved prior to the start of construction operations. Written plan shall at a minimum include the area(s) or extents proposed for use at each site, duration of road closures, temporary barricades and signage, and coordination with local officials.

• Section 7.a(4): Construction of multiple sites in close vicinity shall not prohibit landowner access between sties.

Construction Specification 11 – Removal of Water:

• Subsidiary to Bid Items for Site Preparation.

• Section 8.a(2): The Contractor's plan for dewatering the sites shall be approved prior to the start of construction operations on any site requiring dewatering. The plan shall at a minimum include the duration and size of necessary diversions, and contingency plans (i.e., pumping) to continue work and protect the incomplete structure.

Construction Specification 13 – Piling:

• Subsidiary to the bid items for Timber Headwalls.

• Section 14.1(1)(b)(V): Used steel pipe or tubing shall have an outside diameter of 10.75-inch, minimum wall thickness of 0.365-inch, and weigh a minimum or 40 pounds per foot. Used steel pipe shall also be free of excessive rust pits and other flaws that would reduce the strength or durability of the piles as determined by the engineer. Used steel pipe shall be approved by the engineer prior to incorporating into the work.

• Section 14.a(1)(c): Holes required for the installation of bolts, screws, or other items necessary to construct the headwall shall be drilled or cut. All cuts shall be minimum required for installation.

• Section 14.a(1)(e): No geologic site investigations have been done. In the event of encountering rock or rock like material, a hole shall be drilled to the specified depth; after the piling is placed, the hole shall then be backfilled with an approved sand –cement mix as approved by the engineer. A commercially available sackcrete mix may be approved.

Construction Specification 61 – Rock Riprap:

Bid Item 3, by ton for Sites 1-01, 1-02, 1-03, 1-06, 1-09, 1-11, 1-12, 2-04, 2-05, 2-06, 2-

07, 2-08, 2-11, 2-12, and 3-03.

• Section 8.a(2): Rock for use as riprap shall comply with the requirement of Material

Specification 523, Rock Type 2.

• Section 8.a(3): The Contractor provide written notice of proposed source of rock material to the contracting officer at least five (5) working days before delivery.

• Section 8.a(4): Rock size requirements are shown on the construction drawings. Prior to delivery of rock to the construction site, the Contractor shall provide a certified gradation analysis from the rock quarry and other evidence satisfactory to the Engineer showing that the rock to be supplied complies with the specified gradation(s).

• The contractor shall also show that the rock to be supplied meets Material Specification 523, Rock Type 2, by submitting documentation showing bulk specific gravity, absorption, and soundness testing results.

• Quantities for rock riprap are noted on the site drawings. ANY overages of tons of rock delivered to a site must be approved by the NRCS engineer prior to delivery of such overage. The NRCS inspector will note approval of quantities in the daily diary maintained for the work. NRCS will pay on tons of rock approved by NRCS for delivery and installation.

Construction Specification 83 – Timber Fabrication and Installation

• Bid Items for Timber Headwalls (11 - 24)

• Section 7.a(2): Timber material used for the walls shall be surface dried, treated, southern pine, SPIB Grade No. 2 or stronger, and a nominal thickness of 3”. They shall be CCA pressure treated meeting the requirements of AWPA t1 at the retention rate of

0.6 PCF.

• Section 7.a(6): Walers: Used channel iron shall be approved by the engineer prior to installation.

• Section 7.a(8): Cables shall be new, ¾” diameter steel cables with a minimum breaking strength of 52,000 lbs. force and a minimum modulus of elasticity of 20,000,000 psi.

• Section 7.a(10): Cables shall be installed with tension as approved by the engineer.

Construction Specification 94 – Contractor Quality Control:

• Subsidiary to bid items for Rock Riprap, Timber headwall, and Sand-Cement Bag Wall.

• Section 10.a(1): The use of such words as “as approved by the Engineer or Contracting

Officer” and words of like imports in the specifications or construction drawings which refer to approval by the Contracting Officer are considered to be a part of the Government’s Quality Assurance Program and do not relieve the Contractor in any part of the Contractor’s Quality Control Responsibilities as specified.

• Section 10.a(4): The Contractor’s quality control system shall be provided in writing to the Contracting Officer, approved and operational before commencement of work.

• Section 10.a(5): Method 1 shall apply with the exception that the identification of the quality control personnel and thir duties and authorities shall be submitted to the contracting officer in writing within 10 calendar days after notice of award.

Construction Specification 95 – Geotextile:

• Subsidiary to bid items for Rock Riprap, Timber Headwall, and Sand-Cement Bag Wall

• Section 2: Geotextile shall conform to the requirements of Material Specification 592 and this specification.

• Section 7.a(2): Geotextile shall be Class I non-woven fabric.

Construction Specification 432 – Sand-Cement Bag Riprap

• Section 2, Materials and Section 7.c: Bags shall be a thickness of approx. 4 inches and consist of Type I or Type II Portland Cement. Bags are normally 80 lb bags.

• Section 7.d: Bags shall be sprayed with water every 20 inches in height with clean water.

• Section 7.g and drawing notes: Dowels used to anchor the foundation course shall be

#4 (1/2”) rebar, and shall extend 12” into undisturbed earth or 8” into hard rock (with grout). Remaining dowels shall be #3 rebar, 10” in length. Two dowels shall be placed per bag and extend through the bags below. The joints between the rows of bags shall be staggered. The top outermost bag shall have four #3 rebar dowel extending through the bag below.

Construction Specification 462 – Concrete Grout for Riprap

• Bid Item 2 – Grout for Rock Riprap, cubic yard

• Section 10.a(3): For sloped sections, the grout placement for each lateral strip shall be made in two layers. Each layer shall be approximately ½ the thickness of the finished

• grout. After ample time for the first layer to stiffen, the top layer for the strip shall then be placed in the same sequence.

• Section 10.a(6): Measurement and Payment, the grout to rock ratio shall be 0.25 cu.

Yds. Concrete grout to 1.0 tons of rock riprap.

DRAWINGS

Drawings include a cover sheet, and 35 sheets individually numbered. These sheets include site vicinity maps, plan and section views for each site, a general headwall detail page at the end, and associated construction notes.

CHANGES OR CORRECTIONS

Construction Specification 9 – Traffic Control: Section 7.a(3): The last sentence reading, “Sites located along the same road shall not be planned or constructed concurrently to minimize the disruption of local traffic,” shall be deleted. Construction of multiple sites in close vicinity shall not prohibit landowner access between sites.

The following list are the coordinates for each site. These coordinates are approximate and shall be used for planning purposes only.

QUESTIONS AND ANSWERS

Q1: What is the timeframe between award and notice to proceed?

A1: 5 to 7 days with the preconstruction meeting being before the notice to proceed.

Q2: Would the preconstruction meeting be held at the Jasper NRCS Field Office?

A2: Yes.

Q3: Can the QC and safety officer have other duties?

Q3: Yes, as well as the surveyor.

Q4: Will the government provide a CAD file?

Q4: No.

Q5: Are there culverts to be installed?

A5: Yes, two sites have culverts to be installed, site JA 1-05, and JA 1-06, as described on the drawings. The county will provide the culverts. Notify the county when ready for delivery of culverts on these sites.

Q6: If the county brings the road topping material to the site, will the contractor spread the material?

A6: IAW Construction Spec 420 – Site Preparation, Section 6, third paragraph: Road surfacing material (gravel, asphalt, and oil sand) shall be stockpiled separate from other excavated materials. Stockpiled road surfacing material shall be placed after all other earthfill and earth backfill has been placed, including any additional fill materials if provided by the county.

The stockpiled road surface materials shall be placed as a final surface.

Q7: Does the contractor have to repave existing blacktop roads?

A7: No, but it shall be stockpiled and reapplied. See previous question/answer.

Q8: How long can the road be closed?

A8: IAW Construction Spec 9 – Traffic Control, Section 7.a(1): Where roads are to remain open, the Contractor shall provide a traffic control system that routes traffic through the construction area without excessive delay. These roads shall remain in a condition suitable for cars to pass through at all times. Designation of the roads to remain open has been made on the construction drawings. Coordination with local officials is very important and shall be addressed in the contractor’s Traffic Control Plan.

Q9: Are temporary roads around the work areas a requirement to route traffic around the site?

A9: It is up to the contractor to decide whether temporary roads are required. It is possible that the traffic could be routed within the county road easement around the site. Each site location coordinate has been provided. Any cost associated with the construction of temporary measures shall be included in the Bid Item for Mobilization & Demobilization.

Q10: Is NRCS going to tell the contractor how to build the road around the site, if one is necessary?

A10: No.

Q11: Is the county going to supply material for the temporary road, if needed?

Q11: No. The contractor is responsible for provided any material necessary for construction of temporary measures.

Q12: Can the contractor leave the temporary road in place?

A12: No, any temporary measures constructed by the contractor, must be removed before final inspection of the site IAW Construction Spec 5 – Pollution Control, Section 3, Stream Crossings.

Q13: Will a contract modification be granted if the contractor ends up building a temporary road?

A13: No, it is the responsibility of the contractor to plan for any temporary measures before work begins and include those measures in their bid. All site coordinates have been provided.

Q14: Who is in charge of notifying the landowners of road closures?

A14: The local Commissioners have agreed to notify landowners. The contractor shall local authorities of upcoming road closures and associated timeframes and include this in the contractor’s traffic control plan (Construction Specification 9 – Traffic Control, Section 7.a(3)).

Q15: Will the government provide a list of roads that are to remain open?

A15: All sites to remain open were verified with the Commissioner in that precinct. Those sites include the following sites: JA 1-03, JA 1-11, JA2-01, JA 2-02, JA 2-03, JA 2-08, JA 2-09, JA 2- 10, JA 3-04, JA 4-01. See Construction Spec 9 – Traffic Control, Section 7.a(2) for detailed information when roads are to remain open.

Q16: If there are two sites on the same road that would block the road at the same time, is this permissible?

A16: IAW Construction Spec 9 – Traffic Control, Section 7.a(4), Construction of multiple sites in close vicinity shall not prohibit landowner access between sites.

Q17: Is gas pipe okay for pilings?

A17: Yes, as long as it meets the used piling requirements of Construction Spec 13 – Piling.

IAW Construction Spec 13 – Piling, Section 14.a(1)(b)(V), used steel pipe shall be approved by the engineer prior to incorporating into the work.

Q18: Is pilings with “tar and paper” okay for use?

A18: The NRCS engineer must be able to visibly inspect all outside surfaces of the metal of the piling as outlined in Construction Spec 13 – Piling, Section 14.a(1)(b)(V).

Q19: The 3” lumber required may be 2-3/4” in actuality.

A19: Correct. Construction Spec 83 – Timber Fabrication and Installation, Section 7.a(2): The nominal thickness of the lumber is 3”.

Q20: Can we weld the eyebolt be built out of all-thread and a threaded eye?

A20: IAW Construction Spec 83 – Timber Fabrication and Installation, Section 7.a.(9), Cables shall be connected to walers by a 1-inch diameter shank forged eye bolt or a two part all-thread with threaded forged eyelet.

Q21: Do eyebolts need to be galvanized?

A21: Yes, refer to the drawing note “All fasteners shall be galvanized”. Also, the eyebolt would be considered “hardware”. Construction Spec 83 – Timber Fabrication and Installation, Section 2, second paragraph states, “Hardware, except cast iron, shall be galvanized as specified for iron and steel hardware in Material Spec 582.”

Q22: Have utilities all been checked?

A22: No, utilities have not been checked. Each site will likely have multiple utilities traversing it.

The contractor is required to call 811 for each site within 2 to 14 days prior to the start of construction for each site IAW drawing notes.

Q23: Will the commissioners notify 811?

A23: No. That is the contractor’s responsibility. The Commissioner shall be notified by the contractor to contact the water department prior to the start of construction on each site.

Q24: Does each drawing quantify the amount of rock for that specific site?

A24: Yes.

Q25: If more rock is used than the estimated bid schedule amount, will that constitute a change order?

A25: Yes, in advance or prior to delivery of a quantity in excess of the estimate, a change order shall be negotiated. For negotiating an equitable adjustment due to variations in the estimated quantities of unit priced items, refer to 52.211-18 Variation in Estimated Quantities in the solicitation package, page 6.

Q26: Can rock be put into the water on JA 2-05?

A26: On all sites, every effort should be made to dewater the site in order to place rock. Any rock that is to be placed underwater must be approved by the engineer prior to placement.

Q27: Does all material need to be made in America?

A27: Yes, see 52.225-9 Buy American – Construction Materials in the solicitation package.

Q28: The drawing shows a 3”x10” brace, but we are planning to purchase 3”x8” timber for the wall. Is it okay to use the 3”x8” for the brace in lieu of the 3”x10”?

A28: Yes.

Q29: How do we cut the bottom of the dummy pilings around the curved culvert?

Q29: If a corrugated culvert is in place, the bottom of the dummy piling may be cut flat, with the corner of the dummy piling not more than 0.1’ away from the culvert. If the culvert is made of metal plate other than galvanized corrugated metal, the bottom of the dummy pilings shall be cut to fir the curvature of the culvert and a continuous weld made around the base of the dummy pilings. See Headwall Details drawing (page 35 of 35), 5th and 6th notes.

Q30: If the distance between the culverts is less than 3’-4” between culverts, can just 1 piling be used between the culverts?

A30: No. Only 1 piling is required when the space between the culverts doesn’t allow adequate room to drive the second piling between the culverts.

Q31: Is there a place where the contractor can stockpile materials?

A31: Although they are not obligated to do so, the Commissioners have agreed to assist by providing limited space for materials. Contractor coordination with the commissioners is required.

Q32: Will the Commissioners’ phone numbers be supplied to the contractors?

A32: The Commissioners’ contact information will be provided to the awarded contractor. They are also on public website for Jasper Co.

Q33: When is the latest that questions may be submitted?

A33: A date will be in the first amendment.

Q34: Are the nails supposed to be galvanized?

A34: Yes, refer to the drawing note “All fasteners shall be galvanized”.

Q35: Will invoices be accepted twice a month?

A35: Invoices are preferred once a month, but may be accepted after site completion.

Q36: What is the turn-around time between invoice and payment submittal into the Treasury system?

A36: Invoices will be submitted into the Treasury system within 14 days.

Q37: On bag walls, if the culverts are too close together to get a bag in-between, what do we do?

A37: You can partially empty a bag, fold it over and make it small enough to fit properly into the gap. The reinforcement bars are still required in these bags.

Q38: Site JA 2-03 – will the pine tree on the downstream side need to be removed and disposed of the contractor?

A38: Yes.

Q39: Can trees be burned on site?

Q39: Yes, woody debris may be burned on site IAW Construction Spec 1 – Clearing, Section 8, third paragraph. Burning shall be included in the contractor’s disposal plan and approved by the CO prior to the start of work.
