SECTION C-- STATEMENT OF WORK/DESCRIPTION/SPECIFICATIONS

C-1. Description of Work

The Aspen Bunkhouse or Barracks is one of the highest utilized facility for housing seasonal workers in the White River National Forest (WRNF). The building was constructed in 1981. It has five sleeping rooms (double occupancy) on the first floor and one bathroom (men’s). It has seven sleeping rooms on the second floor and one bathroom (women’s). Select 1981 as-constructed drawings for the first and second floor plans, foundation plan, floor framing plan, roof framing plan, and plumbing, mechanical and electrical plans are included in the solicitation for reference. In addition, there have been several repair projects on the bathrooms over the years including repair of leaking pipes, drywall primer to block mold and mildew stains, tile repair, shower door replacement, replacement of entry door and replacement of exhaust fans.

The work consists of complete remodeling of two restrooms, each measuring approximately 11.5 ft x

19.5 ft. The existing floorplan and layout of each restroom is identical, but for the remodel work the layout on the first floor is slightly different to accommodate for wheel chair accessibility. Work includes demolition and disposal of existing interior walls, removal of drywall on adjoining room walls and ceilings to accommodate work, tiling on both floors, toilet stall walls, plumbing and associated fixtures including toilets, urinal, sinks, countertops, plastic shower stalls, shelves and benches and sink faucets. Construction of new interior walls (including drywall), interior doors, and ceilings.

Replace/repair drywall on adjoining walls/ceilings. Drywall finishing/texture and painting on walls/ceilings. Installation and painting of new interior doors. Install floor tile and wall tile on select areas/walls in the shower/toilet rooms. Construct new plumbing to relocated showers, toilets and sinks/vanity cabinets. Install new shower units and toilets. Install new sink/vanity cabinet units, storage cabinet units, mirrors and hand drying units. Relocate and install new exhaust fan/light/heating units in shower areas including switches and associated electrical work. Install new light fixtures in sink areas, install new GFI receptacles in sink areas and associated electrical work.

C-2. Project Location

This project is located in the City of Aspen, Colorado at 417 North 7th Street.

C-3. Government Furnished Material

The attachment titled “Finishes, Fixtures and Equipment Schedule (FFE)” indicates the following property that will be furnished by the Government for installation by the Contractor. The product specifications are also included for these items to provide information on manufacturer installation instructions.

1. 6 Ikea sink cabinets with integral ceramic sinks.

2. 6 Ikea Storage cabinets

3. 6 vanity mirrors

4. 6 sink faucets

5. 4 exhaust fans/lights/heating units

6. 6 LED light fixtures

The Contractor and the CO will jointly inspect all materials at the project site prior to installation and any defective materials discovered by the Contractor prior to Contractor acceptance must be reported to the CO for replacement by the Government. The Government will not replace and materials that, in the opinion of the CO, are damaged or lost due to the Contractor’s negligence after the Contractor accepts the materials. All Government furnished materials must be installed per the provided manufacturer’s instructions.

C-3. General Specifications

Codes and Specifications: All materials and installations will comply with the current International

Building Code, local city and county building code requirements, manufacturer’s instructions and these specifications.

Quantities: Contractor is responsible for calculating and determining all quantities for bidding.

Work Restrictions: Construction site will be left in a neat, clean and safe condition at the end of each day’s work. The building will not be occupied during construction, but FS personnel may need to have access during construction and the Contractor will maintain safe access for FS personnel during construction. The bathrooms WILL NOT be used by FS personnel during construction. It is assumed that the water will need to be shut off for the entire building for some time during the construction.

Work shall not occur outside the hours of 7:30 am and 6:00 pm Monday through Friday without prior approval.

Storage of equipment and materials will be confined to the area approved by the CO.

Schedule: Work must be performed during the period April 2nd – May 11th, 2018. Work must be complete by May 11th. Seasonal workers will arrive and occupy the building May 12th.

Permits: No permits are required.

C-3. Technical Specifications by Bid Item

The intent of this section is to explain, in general; what is and what is not included in a contact item; the cut-off points where one item ends and another begins; and the method of payment and basis for payment for work items listed in the Schedule of Items. It also includes a description of the work for each items and provides general information on the design of the project.

Specifications: This Section briefly covers the Specifications for the Finishes, Fixtures and Equipment

(FFE) to be used on the project. This information is presented in the FFE Schedule, and the Product Cut

Sheets/Spec Sheets, Refer to Attachments listed in Section J. It should be noted that all the Products are called out by Name Brand/Model for simplicity and to denote end product desired, but “approved equal” is allowed for each of these Name Brand/Model Product Items (except for the Government Furnished

Material). The Contract will submit a Product Cut Sheet/Specification for those items where an approved equal will be used.

Drawings: Refer to Attachment J. Drawings show in general the existing floor plan, the floor finishes plan for the first and second floor bathrooms, and the finishes reflecting ceiling plan. It is noted that the location and dimensions of fixtures and equipment shown in these drawings are approximate. The 1981 as-constructed drawings should be used as a reference for construction. The final location of fixtures will be discussed with the CO prior to installation.

Work: Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, carrying out all duties and obligations imposed by the contract on the Contractor.

Measurement and Payment: For each individual item listed here and in the Schedule of Items, payment will be full compensation for all work related to the particular item in accordance with the

Attachments in Section J. Method of Measurement for Payment will be Lump Sum Quantities (L.S.Q) which denote one complete unit of work as described in the contract including necessary materials, equipment, and labor to complete the job. They will be measured complete and in-place.

Item 1 – Mobilization and Demolition

This item includes all preparatory work and operations necessary for the movement of personnel, equipment, supplies, to the project site and any bonding, insurance, and incidentals that must be performed prior to beginning work; and demobilization at the completion of work. This item also includes the demolition work to be performed including demolition and disposal of existing interior walls, removal of drywall on adjoining room walls and ceilings to accommodate work, tiling on both floors, toilet stall walls, plumbing and associated fixtures including toilets, urinal, sinks, countertops, sink faucets, plastic shower stalls, shelves and benches. Demolition and disposal of mechanical and electrical items includes exhaust fans, light fixtures, light switches, receptacles and associated wiring.

Demolition items include the removal and legal disposal of materials. Complete demolition of some drywall on the walls and ceilings may not be needed depending on the associated work in that area.

Protection of items remaining is required, those specifically noted is the fire detection device located in the ceiling and the ceiling heating/exhaust fan duct work, heat supply grills and the main entry doors.

The 1981 as constructed drawings should be used for location reference of existing Framing, Mechanical, Electrical and Plumbing.

Item 2 – Mechanical and Electrical

This item includes the materials, equipment, labor and incidentals to install new mechanical and electrical components associated with the work including light fixtures, exhaust fan/light/heat units, switches and GFCI receptacles and associated wiring. This includes both rough in and finish mechanical and electrical work. The major components to be installed are as shown on the FFE and

Product Cut Sheets/Specifications, however product submittals will be needed for the wire, cable, receptacles, switches and any circuit breakers proposed for use. The Contractor will need to confirm that the appropriate GFCI Circuit Breaker within the electrical breaker box will be sufficient. All electrical work will be performed by licensed electrician in the State of Colorado. All work will meet the requirements of governing codes and regulations, NFPA 70-2017 (NEC), and NESC. Work must comply with the State of Colorado requirements for electrical installations and meet the requirements of

NECA Standard of Installation. The intent of the Finishes Reflecting Ceiling Plan Drawing is not to attempt to show complete details of construction that affect installation and diagrams are schematic only. Modifications/extension to the exhaust fan ducting will be needed to place the exhaust fan/light/heater fixtures into each shower room. Submittals of proposed product materials will be needed for the connections and extensions. No new ceiling or wall penetrations will be required.

The 1981 as constructed drawings should be used for location reference of existing Mechanical, Electrical and Plumbing.

Item 3 – Plumbing

This item includes the materials, equipment, labor and incidentals to install new plumbing and install new bathroom fixtures. This includes both rough in and finish plumbing work. Plumbing work includes the removal and disposal and/or abandoning of pipes, drains, valves, fittings not used in the new construction. Refer to the 1981 as constructed drawings for location reference of the existing

Mechanical/Plumbing configuration. The major components to be installed are as shown on the FFE and Product Cut Sheets/Specifications. For the first floor bathroom remodel, reconfiguration of the drains for the toilets, shower and floor drains will be needed and may require some concrete removal as it is assumed that the existing drains are encased in the slab on grade concrete foundation (refer to 1981 as constructed drawings for Foundation). For the Second Floor Bathroom, relocation and reconfiguration is needed for the drains for the toilets, showers and floor drain that presently run through the second story floor/first floor ceiling. Match existing piping for the drains or approved equal

(existing material type is not known). Hot and cold water supply pipes will also need to be relocated and modified for the showers and toilets in both bathroom. Minor modifications will be needed for the new sinks drains and hot/cold water supply but these are located in approximately the same vicinity.

Use Copper piping for all hot/cold water piping.

The intent of the Floor Finishes Plan Drawings are not to attempt to show complete details of the plumbing construction modifications required and the diagrams are schematic only. The Contractor will coordinate with the CO on the final plumbing configuration.

All plumbing work will be performed by licensed plumber in the State of Colorado. All work will meet the requirements of governing codes and regulations and will meet the Specification Attached in Section

J entitled “Section 220500 – Common Work Results for Plumbing.”

The major components to be installed are as shown on the FFE and Product Cut Sheets/Specifications, however product submittals will be needed for the piping and any valves or other fittings.

Item 4 – Remodel Bathrooms

This item includes the materials, equipment, labor and incidentals not included in Items 1-3 for the remodel of both the first and second floor bathrooms. This work generally includes construction of new walls, interior doors and hardware, repairs to walls/ceilings/floors, installation of vanity/sinks and cabinets, installation of shower units, installation of floor tile, installation of wall tile, installation of toilet roll holders and shower hooks and wall/ceiling finishing, texturing and painting. The major components to be installed are as shown on the FFE and Product Cut Sheets/Specifications (or approved equal – material submittals required). Install per manufacturer’s instructions.

New wall construction will consist of 2”x4” and 2”x6” interior walls with 5/8” Gypsum Board (or ½”

Moisture and Mold Resistant for Shower Stall areas) with level 1-2 finish for ceiling/panels that are substrate for tile and level 4 finish for surfaces exposed to view (with hand applied drywall texture). For walls, furnish Construction Stud No 2, No 1 or select structural grade and any of the following species;

Douglas fir-larch, Douglas fir, Hemlock, NLGA, WCLIB, or WWPA. If new subflooring is required

(due to tile removal technique) match existing plywood on subfloor (or approved equal).

Painting will include a preparatory coat of interior latex-based primer of finish coat manufacturer and recommended in writing by manufacturer for use with finish coat and on substrate indicated.

For tile installation, comply with parts of ANSI A 108 Series “Specifications for Installation of Ceramic

Tile” that apply to types of setting and grouting materials and to methods indicated in ceramic tile installation. See Drawing for floor tile pattern. Floor tiling will include installation of same tile baseboard/wall base. For wall tiling, see Drawings for tile locations and height and for tile edge. Wall tiling grout and grout color will be determined prior to installation. Extend tile work into recesses and under or behind fixtures to form complete covering with interruptions, unless otherwise indicated.

Terminate work neatly at obstructions, edges, and corners.
