MEMORANDUM FOR RECORD
SUBJECT: Questions & Answers Post Pre-Bid Meeting – Solicitation No. 1282AT18R0008, ARP Roads Maintenance IDIQ
1. This document reflects the questions and answers received after the Pre-Bid Meeting held on 9
January 2018. Please note that any changes referenced in this document are reflected under Amendment 3 of the solicitation, which is posted on FBO.
Item Query Raised Reply/Clarification
1. Is there a separate line item for OH&P for individual task orders?
No, overhead and profit should be included under item 151 (01) General Mobilization (see Description of Pay Items). Because it will vary depending on project location, it will be negotiated on a task order basis
2. Is there a separate line item for which general conditions will be applied to on individual task orders? It is no possible to determine general conditions if quantities are unknown?
Same answer as that stated under number 1 above.
3. In the bid schedule itself, what do the abbreviations “C.Q.” & “A.Q.” of measures mean?
C.Q. is defined as Contract Quantity as is used for items that are estimated such as a per mile unit.
A.Q. is defined as Actual Quantity that is used for items that can be counted and are typically on a “per each unit” basis, such as the removal of a tree.
4. What quantities should the contractor assume for each line item as the cost could vary greatly based on the actual quantities (it is in the gov’ts best interest since the unit cost generally decreases as quantities increase). With The varying magnitude of each item (size/quantity/locations/etc.) can the gov’t give assumed or Rough orders of magnitude to more accurately define the quantities being considered for each line item?
Not at this time. The contractor should bid each item as listed in the Schedule.
5. How many tasks orders does the government plan to award per year?
Unknown at this time. The number of task orders is based on funding and the priorities of the Government per fiscal year.
6. Does the government know the locations of task orders to be awarded?
Task orders could be anywhere on the Arapaho and Roosevelt National Forest and Pawnee National Grasslands.
7. What is a “Day” considered for a piece of equipment?. Is it considered the time on site and operating, or mob/de-mob with operating time, or a hour per day evaluation?
This has already been addressed. Please refer to item 26 of the amended Description of Pay Items under amendment 1 of the solicitation.

8. I do not see a description of culvert cleaning. Was wondering if it's hydraulic cleaning or hand cleaning and if the catchbasin is included?
Also are you going to post a map to show the boundaries of the work areas?
The method of cleaning culverts is not specified.
The intent is to clean out the interior of the culvert so that it functions properly. Cleaning the catch basin is included as the culvert will not drain properly if the catch basin is full. I believe we included a map and a description of the area included in the contract.

Page 50 of 53 on amendment 1- there is a 3 page limits for reps & certs (It states to complete the reps & certs which are 3 pages, not including page 47 of 53 of amendment 1 which will make this section a 4 page submission, assuming title pages are not on the page count.
Title pages are not a part of the page count.
Offerors may complete and submit the 3 pages from solicitation terms –OR- (preferred) provide the PDF of the SAM FAR report. Please note that completing the 3 pages of Representations in the solicitation terms under Section K does not eliminate the requirement for the contractor to be registered with an active profile in SAM.

Is this Work Plan in lieu of the “Plan of Work/Identification of Resources” which has a page limitation of 6 pages; or is the contractor to submit an overall “Plan of Work” as stated in Section L for the entire solicitation as well as individual work plans for each scenario discussing how each scenario would be accomplished?
If this is the case, please proper a revised page limit for the overall Plan of Work as the current page limit is only 6 pages (3 of which are required pages/forms from the Forest Service); as well as a page limit for each scenario.
Quality of Equipment, Human Resources and Sustainable Procurement program refers to the overall contract.
The 2 scenarios provide the Government with a demonstration of a work plan that applies some of the equipment, human resources and use of the sustainable procurement program. The data presented under (i)(d) should strengthen the information the contractor provided under a-c of L.1.3.3(3)(i) as it is a demonstration of how those areas would be applied to a project.
