About this file

This document contains Requests for Information (RFIs) related to Solicitation Number 12639524R0020 for the Building 62 Renovation project in Coral Gables, Florida. The key details are:

The Statement of Work (SOW) requires the contractor to obtain necessary permits from the authority having jurisdiction. However, since this is a federally-owned property under the U.S. Department of Agriculture, the local jurisdictions of Miami-Dade County and the City of Coral Gables may not be able to review, issue permits, or perform inspections. The contractor is responsible for documenting their efforts to coordinate with the local authorities and demonstrating that permits and inspections are not required.

Additionally, the solicitation documents contain a discrepancy between the electrical legend, which calls for quad data outlets, and the plans, which show triplet outlets. The government has confirmed the correct quantity is 3 ports as indicated in the plans.

1. SOW 4.4 states the following:

Licenses/Permits: Contractor is responsible for obtaining permits from the authority having jurisdiction. Any inspection or permit fees required are the responsibility of the Contractor. Contractor shall ensure that the design has construction approval prior to commencing work. Provide evidence of such permits and licenses to the Contracting Officer.

Since this is a federally owned property (U.S. Department of Agriculture), The Local Jurisdictions- Miami-Dade County/The City of Coral Gable will not be able to review, issue a permit, and inspections since they are not the Authority having jurisdiction. Please confirm no permit/inspection is required.

This is more of a generic statement that is added to the SOW, like allowing local agencies the opportunity to review construction drawings. If the city, county, or state will not issue a permit or perform inspections on a government site, then the contractor should document the effort was attempted to coordinate but the entity refused. Sometimes, depending on what is happening, i.e., environmental issues, connecting to local utilities, etc., those agencies want to inspect the site before final connections to ensure we are not constructing a hazardous condition for their system or creating environmental issues. Thus, we must comply with their requirements. For example, when we constructed the wastewater treatment plant at MAB, that had to be coordinated through the Texas Commission on Environmental Quality and a permit was issued for operation. Also, I believe the new entrance design for MAB was coordinated through TXDOT. We can’t say just because it’s a government facility a local permit is not required. The burden is on the contractor to do his due diligence and show that inspections and/or a permit are not required, not the Government.

2. The Electrical legend calls for quad data outlets but the ET501 is calling for triplets. Please confirm qty.

It should be 3 port as indicated in the Plan (ET101) and the Detail (ET501). The legend should have said 3 instead of 4.
