About this file

Amendment 0003 for Solicitation 12444325Q0006 modifies a federal contract opportunity for a Waste Water Treatment Operator position with the USDA Forest Service at the Cheat-Potomac Ranger District in Petersburg, WV. The amendment extends the offer due date to 03/26/2025 by 5:00 PM EST and updates the period of performance from 04/01/2025 to 12/31/2025. The contract requires a certified State of West Virginia operator to monitor and test the waste water system, which is classified as a Class S system.

Key details include approximately 2 work hours per week, with contractor visits during regular office hours (0800-1630, M-F). The contractor will be responsible for quarterly "grab" sample collection, delivery to a certified laboratory, and ensuring test reports are submitted to the Forest Service. The contractor must use a lab approved by the West Virginia Department of Environmental Protection and cover the cost of testing. The contract is structured with a base period and 4 option years, using a best-value source selection approach that prioritizes technical capabilities over lowest cost.

Questions and Answers

1. We are actively collaborating with our partners to gather precise important information to meet the government’s requirements comprehensively. To ensure thorough and effective communication, Could you please provide additional details or guidance on the specific types of testing required.

This information will allow us to fulfill all requirements with accuracy and clarity. We greatly appreciate your cooperation in considering this request.

a. See the following information and the amended statement of work in reference to this question.

Our prior contractor used PACE Analytical Services in Beaver, WV and typically used a courier from the company. There are other lab companies which can be used, however, the contractor should check with us prior to selecting a lab. The West Virginia Department of Environmental Protection maintains a list of approved lab companies and the company chosen must be on that list.

The lab will complete their testing of the sample and send a report of their findings to the contractor. The contractor must pay for the testing. The contractor must also provide a copy of the analysis to the Forest Service. This can also be arranged through the lab company—PACE sent the results form the previous contractor's samples direct to me. This report must be given to the Forest Service so we can file our quarterly report with the West Virginia Department of Environmental Protection to prove our waste water treatment unit is being properly maintained. This allows us to keep the permit for the operation of the waste water unit.

2. How many hours will they work per week on average?

We approximate 2 hours per week on average.

3. If there a shift schedule you will expect the candidate to follow?

There is no set schedule for this position. We prefer the contractor visit during regular office hours (0800-1630, M-F) so there can be prompt communication if there are any issues with the waste water unit.

4. Will there ever be an opportunity for the opportunity to expand into fulltime?

No.
