AMENDMENT 0002

QUESTIONS & ANSWERS (Q&A)

1. QUESTION: How long is the price held for?

RESPONSE: Offeror’s pricing shall be binding for 60 days or until the Award is made, whichever is sooner.

2. QUESTION: Do we need to always have more than Superintendent on site? Is a separate

Site Safety Officer of Quality control person needed?

RESPONSE: A Superintendent or individual with binding authority has to be on site at all times. If multiple roads are being performed simultaneously, a Superintendent shall be one of the roads and available to oversee and respond to issues at other roads. A

Superintendent may serve as the Site Safety Officer and Quality Control.

3. QUESTION: Please confirm all that is required of the Technical Proposal is a complete

Attachment 3 – Relevant Experience Questionnaire.

RESPONSE: That is correct. Offerors shall complete the Attachment 3 –

Relevant Experience Questionnaire and provide a list of similar projects completed by your firm over the past three years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email). The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors.

4. QUESTION: Is a bid bond required for this project? I do not see this requirement written, but I do see a bond is referenced in the Mobilization pay item.

RESPONSE: Bonds are not required for this project.

5. QUESTION: Is a bid bond or payment and performance bond required?

RESPONSE: See response to Question #4.

6. QUESTION: Could you kindly provide me with the magnitude for this project?

RESPONSE: This type of work is considered a service, not construction, by the Forest

Service. Therefore, a magnitude of the project is not published.

7. QUESTION: Can the pit areas be used as a stock pile yard?

RESPONSE: Yes, the pit areas may be used as a stock pile yard.

8. QUESTION: Is there a designated area for fuel storage?

RESPONSE: No.

9. QUESTION: Can equipment be stored in the forest?

RESPONSE: Yes, however the Government is not responsible for damage or loss to

Contractor equipment stored in the forest.

10. QUESTION: Is the culvert amount correct?

RESPONSE: The culvert amount has been corrected. Please review the attached revised Statement of Work and Schedule of Items.

11. **NEW** QUESTION: I still have the question on the debris/tree removal. Does it have to be removed to a designated area or can be pushed to side of road on site? Some of the roads are no longer there (mostly second priority roads 115-C2, 115-G, 115-Y etc) and will have to be completely grubbed.

RESPONSE: Debris shall be removed from clearing limits as shown on Attachment 2, Sheet 7 of 16 in the Spec and Drawings. Debris shall be disposed of according to Note

10 on Sheet 2 of 16. Please replace Attachment 3 – Supplemental Specifications with the attachment above. The wrong one was provided

12. **NEW** QUESTION: Some roads have significant wetlands which do not call for

LWC or culverts. Will this be de-mucked and sand/clay hauled in?

RESPONSE: The de-mucking and sand/clay haul depends on the ground conditions at the time the work is being completed.

13. **NEW** QUESTION: If de-mucked will this need to be hauled to designated area or left on site?

RESPONSE: Please see Attachment 2, Note 10 on Sheet 2 of 16

14. **NEW** QUESTION: On the SOW page 40 of the 171-C. Some description implies

171-H?

RESPONSE: That was a typo. The Scope/Description of Reconditioning should read as follows: Recondition the road from the intersection of 171/171-C to End Of Project (.58 miles). Please see updated Statement of Work dated 1 July 2022.

15. **NEW** QUESTION: Due to supply chain issues nationwide, there are trucking and material shortages with countless vendors. During the contract period of performance, will the Customer provide an equitable adjustment to the Contractor if they face these challenges and provide the Customer with proof through proper documentation?

RESPONSE: If there are delays, the Contractor would be compensated with time on a case by case basis.

16. **NEW** QUESTION: Will the Customer pay promptly for stockpiled materials on site, such as base rock or lime rock? Therefore, when the material arrives on-site, the

Contractor would invoice for the material. Would this be acceptable?

RESPONSE: The Government will pay for rock delivered provided that the Contractor provides proof that they have already paid for the materials, proving they own the materials the Government has paid for.

2. A revised Attachment 3 – Supplemental Specifications, dated 1 July 2022, is attached.
