About this file

This document package includes an amendment to a solicitation for construction of a new U.S. Forest Service office building and related federal contract opportunity. The amendment extends the deadline for receipt of offers to March 10, 2021 at 4:00 PM Pacific Time. It provides responses to vendor questions, revises technical specifications, and updates the applicable Davis Bacon wage determination. The project involves construction of a new approximately 14,758 square foot two-story office building with partial basement to be connected via breezeway to an existing Bureau of Land Management building. The scope also includes remodeling of the existing BLM lobby and upgrades to the BLM building to interface with the new Forest Service facility. The solicitation is seeking offers from contractors capable of performing the structural steel fabrication and erection work in compliance with applicable AISC codes and standards. The award will be made based on evaluation of technical approach, past performance, key personnel, and price.

Please contact Simplex/Grinnell, they can route you to the appropriate contact regarding the system information.

For this Federal project, only the Davis Bacon wage determination included in the solicitation packet (or subsequent updates via an Amendment to the solicitation packet) are applicable.

019 It appears the appropriate detail section to refer to is 3/S‐401, not 12/S‐405.

We have verified that there is no post‐tensioned slab in the project. This note can be disregarded.

Per the geotechnical report, Section 9.6, temporary shoring system design is the contractor's responsibility.

Per specification provide Level 4: At panel surfaces that will be exposed to view unless otherwise indicated.

Level 5 finish is not required in any areas.

Umpqua National Forest Office Building Questions/Comments/Inquiries, Administrative Comments and Government Responses

Vendor Comment: Detail 11/S‐601 shows a post tension slab, but this is not mentioned anywhere else, please verify intent.

Questions/Comments Vendor Comment: The Simplex/Grinnell Representative noted within the Fire Alarm and Detection Systems Specification 1.12 has retired, do you have an alternate contact?

Vendor Comment: We are working on a bid for the project. I am wanting to confirm that we are to use the January 2021 Davis Bacon wages for this project, rather than prevailing wages or the higher of the two? If it is the higher of the two do we combine both Davis Bacon and prevailing to determine the higher rate per wage type?

Vendor Comment: Referring to structural drawing page S‐102 grid line 1 and foundation notes (f‐2) shows footing types and bottom of footing elevations.

Please verify that the bottom of footing notes are correct. It seems that footings shown on detail 12/S‐405 are not 9‐6’ deep.

Vendor Comment: Per the geotechnical report provided in Amendment 2, it states that soldier pile shoring may be required in lieu of sheet piles due to the existing soil conditions. Are these soils conditions representative of the north, west and east elevations which will all require shoring?

Is the additional engineering and design for this to be provided by the Governments Geotechnical Engineer or is the contractor to retain a geotechnical firm to provide necessary report/values in order to design/build the shoring system after award? The problem is that this could be a wildly ranging cost estimate based on the actual conditions encountered.

Vendor Comment: Please see attached in Reference Spec Section 09 29 00.3.1.G Gypsum Board Finish Levels. We see the drywall spec texture finish, however we don't see a finish schedule showing where texture is installed versus smooth wall, Level 4 versus Level 5. Please clarify where Level 5 finish is required

Questions/Comments

Per the Product Substitution clause contained within the solicitation documents:

“Any and all substitutions will be requested by the Contractor after award of the contract has been made. No approvals will be made prior to award.” Therefore, that is an internal conversation between you and your prime.

The track shown on 2/A‐501 should be rotated to align with the roof deck which means that it will need to be fabricated as a bent plate and not a standard track section. This is not an unusual or challenging condition.

Per the Product Substitution clause contained within the solicitation documents:

“Any and all substitutions will be requested by the Contractor after award of the contract has been made. No approvals will be made prior to award.” Therefore, that is an internal conversation between you and your prime.

As addressed in Amendment #2, FS ID #007: We are aware of suppliers which do meet the aluminum frame requirement in the stated specifications, therefore no changes will be made.

026 Per Specification 08 71 00 Section 3.3, STC 45 rated is required (not STC 46).

We have received several comments regarding AISC certifications. In conversations with the Structural Designer, the requirements of Specification 05 12 00 Sections 1.6 A and 1.6 B may be waived, HOWEVER, fabrication and erection shall comply with the following:

‐‐AISC 303‐16: “Code of Standard Practice for Steel Buildings and Bridges” ‐‐AISC 360‐16: “Specification for Structural Steel Buildings” ‐‐And as otherwise described in the contract documents Please replace Specification Section 05 12 00 ‐ 3, with the attached revised page 3 (1 page).

Additionally, Section M.3(1)(f) has been added to the Technical Evaluation Factors (see attached revised Section M, 3 pages) which states:

"Provide a detailed description of how you intend to meet the AISC codes in lieu of the required AISC Fabricator and Installer certifications noted in the specification packet."

Vendor Comment: Please confirm if HDPE conduit will be an acceptable substitute for PVC for the 6" bored conduit run. Also please let us know what SDR will be required if it is an acceptable alternate.

Vendor Comment: Please review 2/A501 as it will not work as drawn. To attach to roof deck, you would have to cut the track to fit between the sloped bar joist top chords. The track would have to be custom fabricated as a parallelogram to follow slope. Better to engineer for page 11 or 12 of attached Scafco catalogue.

Then the top track is non‐structural and dies below roof deck. Allow 4:12 bent angle attached to roof decking to slide/support sheathing, but don’t screw sheathing to the angle.

Vendor Comment: There is a problem with the 3 type D windows on this project.

Documents show them to be 90 minute fire rated and the specified window will not meet any fire rating. Perhaps they need to be HM or be a TGP Fireframe.

Please advise.

Vendor Comment: Please confirm if the design intent is for true STC 46 rated and certified door openings. These assemblies are extremely expensive.

Vendor Comments: AISC certified fabricators as well as installers.

Questions/Comments

Per the Product Substitution clause contained within the solicitation documents:

“Any and all substitutions will be requested by the Contractor after award of the contract has been made. No approvals will be made prior to award.” Therefore, that is an internal conversation between you and your prime.

029 They are intended as decorative architectural.

Special inspections are to be included in the Prime's proposal response, this is the Prime contractor's responsibility.

031 Follow the specified ratings in the specifications.

See attached amended wage determination:

OR20210036 with one modification dated 02/12/2021.

New date/time for receipt of offers is:

03/10/2021 @ 4:00 PM (PST).

Vendor Comment: We need some information on the CLT panels specified in Specification Section 06 17 19 Cross Laminated Timbers as shown on the architectural drawings associated with Wall Types 8 and 14. The specifications call for a structural product with engineered shop drawings to be required for these panels. The details note the CLT panels stopping at the ceiling height and not extending from floor to structure above which is what you would normally see for a structural application. Construction Note 3 on A‐107 refers to these as “Decorative CLT Wall Panel”. Are these intended as structural panels or decorative architectural?

CO Comment: the date and time for receipt of offers has been extended.

CO Comment: the Davis Bacon Construction Wage Determination applicable to this project was updated on 02/12/2021, and is hereby incorporated and replaces the previous wage determination dated 01/01/2021.

Vendor Comment: Automated Logic by Clima‐Tech corp. is not listed as an approved DDC/Controls contractor in specification 2.1 A. section 23 09 23 ‐ 5. Can Automated Logic be included in this specification as an acceptable BAS manufacturer?

Vendor Comment: I am interested in determining how my firm might bid on the Special Inspection and construction monitoring elements of this project.

Vendor Comment: The 084113 storefront and 085113 aluminum windows specification state: Blast Resistant shall comply with ASTM F 1642 and shall not exceed the “Low Hazard” rating. Do we need to meet any other requirements for this, such as a specified stand‐off distance and charge weight? Or is it just the “Low Hazard” rating, per blast rated test reports from the manufacturer?

Solicitation No: 1240BH21R0002 Project Name: New Umpqua NF Office Building Construction AMENDMENT #3: Revised Section M.3(1)(f)

SECTION M--EVALUATION FACTORS FOR AWARD

M.1 PROVISIONS

52.217-5 Evaluations of Options (JUL 1990)

M.2 PROPOSAL EVALUATION

Each offeror’s technical and cost proposal will be evaluated according to the criteria specified in Section M, as outlined below. Evaluation of past performance will be conducted in accordance with FAR Subpart 15.3.

The Government will evaluate offers based on the best overall value to the Government, price and other factors considered. Technical Capability and Past Performance are approximately equal in importance.

The Government expects to make an award without discussions, however reserves the right to conduct discussions if necessary. In the event that discussion are conducted, the competitive range may be limited for purposes of efficiency.

M.3 TECHNICAL EVALUATION FACTORS

Proposals will be evaluated on the basis that the following factors: Technical Approach, Relevant Past Performance and Key Personnel are listed in order of importance:

1. Technical Approach

2. Relevant Past Performance

3. Key Personnel

1. Technical Approach: A firm’s Technical Approach (HOW the work will be done) will be evaluated based on the following sub-factors which are considered approximately equal in importance in relation to each other:

a) Project Schedule- consists of a detailed timeline of how the project will be completed within allotted contract time;

b) Logistics Plan which addresses items such as timing, coordination of communication, and flow of work;

c) Quality Control Plan- includes but is not limited to a plan for performing testing, grades and tolerances, and quality control of subcontractor work;

d) Sub-Contractors- identification of subcontractor(s) that perform key elements of work and are expected to perform more than 20% of the work; and

e) Equipment- a description of equipment planned for use on this project.

f) Per Amendment #3: We have noted that the requirements of Spec 05 12 00 Sections 1.6 A and

1.6 B may be waived, however, fabrication and erection shall comply with AISC 303-16: “Code of Standard Practice for Steel Buildings and Bridges”; AISC 360-16: “Specification for Structural Steel Buildings”; and as otherwise described in the contract documents. Therefore, provide a detailed description of how you intend to meet the AISC codes in lieu of the required AISC Fabricator and Installer certifications noted in the specification packet.

AMENDMENT #3: Revised Section M.3(1)(f)

2. Relevant Past Performance – Past performance is a measure of the degree to which an offeror, as an organization, has satisfied its customers. Relevant past performance (containing the following information) is considered to be projects within the last three years that are similar in nature to this solicitation. The Government will inquire about the following elements which are considered approximately equal in importance in relation to each other for evaluation purposes.

a) Quality of the Construction - Demonstrated ability to adhere to plans and specifications or to make improvements to plans and specifications; did completed project meet expectations in relation to quality and cost?

b) Customer Satisfaction - Satisfaction of end users with Contractor’s completed project.

c) Business relations - Effective management; ability to manage projects involving subcontracts;

effective working relationships including communications with the Contracting Officer, technical representatives, subcontractors; reasonable/cooperative behavior; flexibility; effective contractor recommended solutions; businesslike concern for Government's interests; promptness in completion of paperwork; adherence to Plans submitted (safety, etc.).

d) Timeliness – Compliance with performance schedules, project milestones; realistic, updated progress schedules, timeliness in submitting administrative paperwork (invoices/payrolls, modifications, bonds, schedules, plans, material certifications), and paying subcontractors on time.

Assessment of the Offeror’s relevant past performance will be one means of evaluating the credibility of the Offeror’s proposal. Each offeror will be evaluated on their performance under existing and prior contracts of similar nature. Evaluation information will be obtained from the references listed in the proposal and other customers known to the Government, and others who may have useful and relevant information. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration.

Offerors with past performance data will be evaluated in the same manner as all other evaluation factors;

however, those offerors with no past performance data will be treated as an unknown performance risk and neither be evaluated favorably nor unfavorably.

3. Key Personnel: The Government will assess the quality and extent of the qualifications of the offeror’s proposed personnel based on a detailed review of the content of resumes submitted as part of the offer (proposal). Personnel will be evaluated on their education/experience to the extent it adds value to accomplishing this project. Personnel shall include at minimum a Project Manager, Site Superintendent, and Quality Control Manager.

M.4 EVALUATION CRITERIA – PRICE PROPOSAL

Evaluation of Price Proposals: No weight will be applied to price. Price is significantly less important than the technical evaluation factors. As the difference between technical scoring decreases, price will increase in relative importance.

The Government may reject any or all proposals, make award to other than the lowest offeror and waive minor informalities or irregularities in offers received.

As mentioned in Section M.1, “The Government expects to make an award without discussions, however reserves the right to conduct discussions if necessary”, therefore, each initial offer should contain the offeror's best terms.

AMENDMENT #3: Revised Section M.3(1)(f)

M.5 AWARD DETERMINATION

Award will be made to that offeror (1) whose proposal is technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government. While cost is secondary to technical, it will be a factor in the award decision. The critical factor in making any cost/technical trade-off is not the spread between the technical scores, but rather what is the significance of that difference.

The significance of the spread in scores will be determined on the basis of what that difference might mean in terms of performance and what it would cost the Government to take advantage of it. Awards may not necessarily be made to that offeror submitting the lowest offer. Also, award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical trade-offs that are in the best interest and to the advantage of the Government.

Proposals will be evaluated to determine those offerors which are within the competitive range, price and other factors considered. Proposals should be submitted initially on the most favorable terms which the offeror can make to the Government. The Government reserves the right to reject any or all proposals or to make award without conducting discussions. Discussions (oral or written) may be conducted as appropriate with all offerors considered to be within the competitive range. For the purpose of this solicitation, discussion shall not be considered to have been initiated where the Government requests additional information supplementing or clarifying a proposal without materially changing it. Discussion shall be considered to be open negotiation with an offeror for the purpose of modifying or materially changing the proposal as submitted. Where discussions are held with one offeror within the competitive range, they will be held with all offerors within the competitive range.

Each proposal received will be carefully considered and all information submitted will be kept in strict confidence within legal constraints. This request for proposals does not commit the Government to pay any costs incurred in the preparation of the submission of proposals.

Proposals that fail to provide a complete response to the Evaluation Criteria may be rejected and not be considered further.
