Yes, as stated in the M.3(1)(d), identify both key subcontractors and subcontractors expected to perform more than 20% of the work.

No change to the bolt requirements, please provide your response according to the stated specifications.

We are aware of suppliers which do meet the aluminum frame requirement in the stated specifications, therefore no changes will be made.

Fire rated is not necessary, please provide your response according to the stated specifications.

Questions/Comments/Inquiries, Administrative Comments and Government Responses

Vendor Comment: Request for a Planholder's list

Vendor Comment: Can you clarify this statement from the RFP:

“…identification of subcontractor(s) that perform key elements of work and are expected to perform more than 20% of the work…” In the proposal response, does the government want Offerors to identify only those key subcontractors performing more than 20% of the work, or key subcontractors (MEP, civil, etc.) in general, regardless of the percentage of work they will perform?

Vendor Comment: There is a requirement for a standard A325 high strength bolts for all bolted connections. Based on discussions with the testing agencies, this would require full time on‐site inspection during the erection process which would be very costly. Would the government allow the use of A325 tension control bolts?

Vendor Comment: According to the Window Schedule, Sheet A‐601 calls out window type “D” as a 1‐1/2‐hour aluminum frame. A supplier states the aluminum frames are not allowed in these rated assemblies and should be steel. Please advise.

Vendor Comment: According to the Window Schedule, Sheet A‐601 calls out window type “C” as a standard aluminum frame. Should these also be fire rated?

Questions/Comments

Vendor Comment: The format of the 8.5 x 11 pdf drawings are affecting accurate scaling capabilities.

Questions/Comments/Inquiries, Administrative Comments and Government Responses

Questions/Comments

No, we are protecting the existing building with new firewalls within the new construction.

Per your question, review sheet C402 and coordinate with the other trades, or your prime, to obtain size and quantities.

We are providing the September 2020

Geotechnical Engineering Report. See attached.

We are providing the September 2020

Geotechnical Engineering Report. See attached.

013 Should be: 541.957.3397

014 This clause is hereby removed.

Please refer all questions, comments, and/or inquiries to the Contracting Officer.

016 See Page 4 of Amendment #2 for directionCO Comment: Call for final questions and RFI's

Vendor Comment: Sheet A‐116 reflects an existing window south of the new door 122 to be installed in the existing building. Per note 5, it indicates a 2‐hour barrier and directs us to detail 2/A‐512, which is an eave treatment to achieve the rated assembly. Does this window need to be replaced with a fire rated window?

Vendor Comment: We received a bid invite for this project ‐ will you please clarify what the horizontal directional drilling scope of work is?

We see some reference to it on drawing C400, C402, but no quantities or pipe size.

Vendor Comment: Upon review of the contract documents we do not find a soils report/Boring Logs. Would you please provide a copy of the soils reports/boring logs for this project?

Vendor Comment: I am going to be bidding on the USFS Office

Building Project in Roseburg and wanted to see if there has been a geotechnical report done up for this project? If so, would you please send it to me?

CO Comment: Phone number for Site Visit Contact, John Beagle, is incorrect (Page 49 of 52)

CO Comment: It has come to our attention that the A‐E firm noted on the plans and specifications has been contacted by potential vendors.

As stated in the RFP, please refer all inquiries to the Contracting

Officer.

Call for Final Questions and RFI's

The above referenced solicitation was posted to beta.SAM on January 28, 2021. We have received questions, requests, clarifications almost daily from interested parties. Interested parties appear to be a combination of prime contractors, subcontractors and/or potential suppliers.

Responses to several questions were provided directly to the interested party as the answer to their question was already provided in the RFP, therefore we directed them back to the RFP solicitation, specifications, and/or the plans.

This Amendment #2 provides responses to questions and/or requests received to date, as well as other Contracting Officer administrative comments, which will be beneficial to all.

Additionally, to be more efficient in our responses to your questions/comments, and to limit the number of amendments issued, we are requesting that you coordinate with your team, subcontractors and/or suppliers to consolidate your questions/comments/inquiries and submit to the Contracting Officer by close of business on February 18, 2021 via email or fax as follows:

Please specify in the subject line - ATTN: Janet Paul E-Fax number: 866.230.8120 Email: sm.fs.conwest@usda.gov

We will respond to all questions/comments via a subsequent amendment no later than February 26, 2021.

Depending on the volume of questions received, questions submitted after February 18, 2021 may not receive a response.

To allow interested parties time to review and apply our responses to their respective proposal submittals, the subsequent amendment will also identify an extended response date. At this time the extended date is tentatively set for March 8, 2021, however, the official date will be noted in the next amendment.
