About this file
This is an evaluation criteria document from the State of Nebraska for solicitation #120277 O3 for a Vital Records Management System, with responses due December 20, 2024, at 2:00 PM CST. The solicitation seeks to establish a contract for a vendor-hosted, web-based Vital Records Management System for the Department of Health and Human Services (DHHS). Mandatory requirements include a signed Contractual Agreement Form, Corporate Overview, Technical Response, and Cost Sheet.
The evaluation scoring is based on a 100-point system with potential for an additional 10 points if oral interviews are required. The scoring breakdown allocates 25 points for Corporate Overview, 65 points for Technical Response, and 10 points for the Cost Sheet. Cost points are calculated using a formula that awards maximum points to the lowest cost submitted, with other proposals scored proportionally based on their relation to the lowest cost.
