About this file
This document contains pre-proposal meeting notes and a pre-solicitation notice for a federal contract opportunity. The pre-solicitation notice is for the Raven's Roost Cabin Construction project with a magnitude between $250,000-$500,000 and a performance period of May through November 2020. Base bid work includes providing stamped drawings and constructing a single-story 16'x20' cabin, deck, porch and site work. Option items include demolishing an existing cabin and outhouse with site rehabilitation, and supplying and installing furnishings, a site sign, and a propane heating system. The project sites are located near Petersburg, Alaska and accessible by helicopter or partially completed trail. Interested offerors must have an active SAM registration by the proposal due date. Award is anticipated by the end of September 2020. The pre-proposal meeting notes provide clarification on project details like salvageable materials from the existing cabin, storage and loading locations, disposal of unsuitable materials, flooring specifications, deck overhang requirements, and outhouse tank manufacturers.

NOTES:
Joining us today, Della Koelling USFS Contracting Officer John Wright USFS Contracting Specialist Paul Olsen in Natural Resource Specialist Logan Wild USFS Civil Engineer Carol Jenson Landscape Architect
1. How much is salvaged from the existing cabin? Estimated weight and location it will need to be hauled to? Airport is 3 mi away – Paul, is this where salvaged materials are to be taken? Will you & crew transport salvaged materials to a FS storage location?
a. Materials can be moved to an intermediary location, and then the FS comes to that location to recover the salvaged material.
b. The first layer foundation will not be salvaged, and the flooring will not be salvaged.
c. The frame of the first floor and the loft will be salvaged, the windows, board and baton will be salvaged.
d. Carol we do have the 1970’s drawings of the cabin as intended to be put together, not the as-builts.
2. Is there a location for storage and helicopter loading available? Gravel pit near the trail head?
Helicopter can “park” at airport; there is a city gravel pit where city may allow materials to be staged, but would not be a secure location to leave a helicopter overnight.
a. The city pit may be able to be used, we would need to contact the city. Carol is providing details to Della, previous use has been rock/material storage and concrete step storage requiring permission. The helicopter was stored at the airport on the Fredrick Sound side, it is secured by fence and has parking spaces.
b. Paul – there is additional pits that are privately owned, up to the contractor to research if these may be available. Reid Brothers owns one of the pits closest to the cabin side.
3. Where would any unsuitable material need to be hauled off to? Unsuitable soil/organic material will be disposed of on site as described in specs; unsuitable material from demo of cabin will be disposed of off NF lands in legal manner (I think the specs say this too) – ie: the city dump.
a. Question: unsuitable material, how far from the actual site will that need to be hauled.
i. Carol, dispose of downhill and out of sight in preapproved sights. Will need COR concurrence. Some of the material can be reused as fill
b. Clarifying, are we talking 100 feet or 100 yards-200 yards?
i. Paul 100 feet
4. Will it be 2” or 3” T&G flooring with HDO plywood on top? The Anan Cabin (based on the same set of concept drawings) used: “2X T&G decking below Simpson HDO plywood fastened per IBC Table 2304.9.1” So I’m guessing we can go with that if Logan concurs?
a. Carol, loft calls for 3” tongue and groove, can we specs 2 by or 3 by for both floors.
Spacing could change, depends on availability of materials. Depends on product submittal.
b. The first floor has the HDO plywood on top.
5. Design narrative asks for 1’ overhang on front deck page two. Plans show a 5’ overhang with 3’-6” radius page 17
a. Do we want a 1 foot overhang or a 5 foot overhang with the radial support system?
b. Carol, when we added the loft we missed this. Need time to look at this in drawings.
Will get back to you.
6. It there a manufacturer that has made the outhouse tanks for other projects? Custom tank, but maybe Logan has more detail re possible manufacturers...?
a. Logan, this is new to us, the company our consultant worked with is Lifewater Engineering out of Fairbanks that came up with the design. This has not been manufactured.
b. Contractor – quoted $6-7,000 per tank cost
OPEN TO ALL QUESTIONS:
Della, we will be amending the contract with the 100% specs. Will add the floor plan for what the cabin was supposed to be built like including clarification of the overhang. Will be posted this week.
Carol comment: the new drawings will have a smaller tank, more the size of a 55 gallon drum.
Contractor: is it a round tank?
Logan: the dimensions will be similar to the 95% spec, the intention of the tanks will be to sling load with a helicopter. Tanks are 500 pound requirement to sling load out. There may be other companies who make the tanks.
Contractor: Will there be an extension to submitting proposals?
CO Della: No
Contractor: When will the award be made?
CO Della: End of September. We expect award as soon as possible.
Logan: Please review the evaluation factors in section L and M.
