SECTION 015700EROSION CONTROL
GENERAL
DESCRIPTION
Provide all labor, materials, tools and equipment necessary to maintain permanent and temporary erosion control devices prior to and during construction activities; including, but not limited to, silt fences, weed- and seed-free hay or straw bales, wattles or fiber rolls, ditches, etc. The contractor shall be solely responsible for providing erosion control measures to comply with applicable regulations.
The work also includes developing an erosion and sediment control plan to minimize or mitigate erosion, sedimentation, and resulting water quality degradation prior to the initiation of construction activities which may result in the delivery of measurable levels of fine sediment to streams or other waterbodies.
DEFINITIONS
Erosion and Sediment Control Plan (ESCP). Permanent and temporary prevention of erosion and control of sedimentation during construction of the Project.
Best Management Practices (BMP’s). A wide range of project management practices, schedules of activities or prohibition of practices that when used singly or in combination, prevent or reduce erosion, sedimentation and pollution of adjacent water bodies and wetlands. BMP’s include both structural devises and non-structural practices and can be temporary or permanent. The State of Alaska DOT/PF Best Management Practices for Construction Erosion and Sediment Control describes a variety of standard BMP’s.
SUBMITTALS
Thirty (30) days prior to the start of construction, submit a written ESCP outlining proposed erosion control measures to minimize erosion and sedimentation during and after construction. Do not begin work until the necessary controls for that particular phase of work have been implemented. Do not modify the type, size, or location of any control without approval.
The Government will review and respond to submittals within 14 calendar days. If changes are required for approval, modify the submittals within 5 calendar days of receiving comments from the Government.
The approved ESCP becomes the project ESCP. A copy must be kept on site by the Contractor.
PRODUCTS
2.1 EROSION AND SEDIMENTATION CONTROL PLAN (ESCP) REQUIREMENTS
Base the ESCP on the approach of first avoiding and preventing erosion, then minimizing erosion and finally trapping sediment before it leaves the project site.
Address all ground disturbing activities required by the contract as well as those planned for your operations.
Provide the following information in the ESCP:
A Site Map displaying the following.
Approximate locations of drainage patterns and nearby water bodies likely to receive discharges from disturbed areas of the project, Approximate areas of soil disturbance, Proposed locations, quantities, and types of erosion and sediment control methods.
A Written Narrative briefly describing the proposed control measures to be implemented at the construction site, and off-site areas if necessary.
Clearly describe for each major activity, appropriate control measures and the period during the construction process that the measures will be implemented.
Ensure that all temporary or permanent erosion and sediment control materials do not introduce non-native or invasive species. The use of straw bales and other materials that may introduce any weed seeds or that may result in the germination of an invasive is prohibited.
Specifically address your plan for controlling and managing erosion and sedimentation during construction at the following locations.
All construction adjacent to existing drainages, streams, lakes, water bodies, wetlands, and other sensitive areas.
Designated disposal sites and material sites.
Any additional sites which may be sensitive due to the proposed construction operation
(including contractor supplied material and disposal sites, staging areas, and stockpile locations).
Inspections. Identify the Contractor personnel responsible for inspection of the project’s erosion and pollution control measures.
Responsible Party. Clearly identify for each measure shown in the plan, the Contractor and/or subcontractors that will implement and maintain the measure.
EXECUTION
CONSTRUCTION REQUIREMENTS
Do not begin earth disturbing work until written approval of the ESCP has been received from the Government.
Contain, clean up, and dispose of all construction related (including camp facilities) discharges of petroleum products and/or other materials hazardous to the land, air, water and organic life forms.
Perform all fueling operations in a safe and environmentally responsible manner. Comply with the requirements of 18 AAC 75 and AS 46, Oil and Hazardous Substances Pollution Control.
Implement all temporary and permanent erosion and sediment control measures identified in the ESCP and ensure that the ESCP remains current.
Perform inspections within 24 hours of the end of a storm resulting in significant or unusually heavy rainfall.
When erosion control measures are not functioning as intended, take corrective action to eliminate or minimize pollutants in storm water discharges from the project.
Perform other inspection, if directed, during or following high intensity rainfall events of any depth.
Prepare inspection reports summarizing the scope of the inspections, names of personnel making the inspection, the dates of the inspections and major observations relating to the implementation of the ESCP. Identify any incidents of non-compliance, steps taken to implement corrective actions to bring the work in compliance with the ESCP. Inspection reports are not required to be submitted to the Government but a copy may be requested by the Government if a concern or issue arises.
Based on the results of each inspection, modify the ESCP as necessary to include additional or modified BMP’s designed to correct problems identified. Complete the revisions within 7 calendar days following the inspection. Implement modified or additional BMP’s before the next anticipated storm event or as soon as practicable.
Prior to project closeout and demobilization, the CO will review all areas disturbed by construction to determine if final soil and sediment stabilization is complete.
The Contractor shall maintain existing temporary erosion control structures as necessary and/or as directed by the Government for the duration of the contract. They shall be maintained in effective operating conditions at all times. Structures shall be cleaned, repaired, or replaced as necessary.
Temporary erosion control structures shall remain in place until the Government approves their removal.
