About this file

This is an award memorandum issued by the State of Utah Division of Purchasing and General Services for the Clifton Flat Bullhog project, conducted by the Department of Natural Resources. The solicitation was issued as an Invitation for Bid (IFB) to procure Bullhog Services as detailed in the project's Scope of Work. The contract is anticipated to result in a single award to the lowest cost responsive and responsible vendor. Participation in this solicitation was limited to prequalified contractors only, and no mandatory site visit was required. The project performance deadline is March 15, 2027, and vendors were required to guarantee their pricing through project completion.

The awarded vendor must not commence work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute a contract or issue a purchase order. The receipt of the award notification does not constitute a contract; only an executed PO or signed contract between the awarded vendor and the Division of Purchasing and General Services creates a binding agreement. Vendors were notified that any protests of the award decision must be submitted in writing to the Procurement Officer within seven days of the notice issuance, with clear identification of the solicitation and detailed explanation of the protest basis.
