All vendor questions, clarifications, and specification verification requests must be directed in writing to the City of Midland Office of the Purchasing Agent via mail, fax, or email at the designated contact information. The City reserves the right to award the contract to either the lowest responsible bidder or the bidder offering the best value, with consideration given to criteria outlined in Section 252.043 of the Texas Local Government Code. By submitting a bid, vendors must acknowledge and agree to comprehensive waivers regarding attorney's fees, bid administration and evaluation, requirement modifications, bid acceptance or rejection, and contract award decisions.
