Bergen County Right to Know Survey RFP 2025

Phase 1:

In consultation with the Bergen County Department of Health Services Office of Environmental Protection, review all necessary County documents and records to review and update the list of active facilities which require reporting under the Worker and Community Right to Know Act (N.J.S.A. 34:5A1

et. seq.) and regulations (N.J.A.C. 8:59)

Phase 2:

Following the completion of any revisions to the list of active Bergen County Facilities, complete Right to Know surveys of all identified active Bergen Facilities (See attached list of current facilities) in accordance with the Worker and Community Right to Know Act (N.J.S.A. 34:5A1 et. seq.) and regulations (N.J.A.C. 8:59) to include:

1. Conduct a site visit at each of the identified facilities to identify and compile a list of all products that required reporting under the Worker and Community Right to Know Act at each facility.

2. Evaluate all containers for labeling in accordance with RTK Act and provide a list of all containers that do not meet RTK act requirements broken down by facility and location within the facility.

3. Input all reportable chemicals into the RTK Survey Online System.

4. Review the cover sheet for each facility to verify all information and correct as needed.

The County of Bergen will provide a point of contact for each facility (name/email/phone). Coordination and scheduling of inspections is the responsibility of the contractor performing the RTK surveys.

Anticipate up to five (5) return visits to County facilities due to access/coordination issues.

Add Alternate 1:

At the initial inspection of each County facility collect the RTK Central File, update the file to include any missing SDS sheets, verify compliance with the Worker and Community Right to Know Act (N.J.S.A.

34:5A1 et. seq.) and regulations (N.J.A.C. 8:59), correct any deficiencies, and return the RTK Central File to the facility once it has been updated.

Add Alternate 2:

Provide Right to Know training in compliance with the Worker and Community Right to Know Act (N.J.S.A. 34:5A1 et. seq.) and regulations (N.J.A.C. 8:59) in both inperson and virtual formats.

Zoom or equivalent virtual training for up to 100 individuals (unit price per class)

In person training for up to 50 individuals (unit price per class)
