Summary
This is a Request for Proposals (RFP) issued by the Fargo Public School District in North Dakota for materials testing and special inspection services for the Horace Mann Elementary School construction project. The District seeks qualified third-party testing and inspection agencies to ensure contractor compliance with materials standards and IBC Chapter 17 requirements during construction. The scope of services encompasses earthwork and soils testing, concrete sampling and testing, masonry inspection, structural steel and welding inspection, precast concrete panel connection inspection, structural framing inspection, roofing systems observation, fire-resistive assembly verification, and other permit-required special inspections. The precast concrete panels will be fabricated by Taracon Precast, a PCI-certified producer, eliminating the need for in-plant fabrication inspections. The project uses a Construction Manager at Risk (CMAR) delivery method, with demolition scheduled for summer 2026 and substantial completion targeted for February 2028. The deadline for submitting questions is April 10, 2026 at 2:00 p.m. CST, with proposals due April 16, 2026 at 10:00 a.m. CST through the online Euna Procurement (Bonfire) portal. Board approval is anticipated for May 12, 2026. The contract term shall coincide with the construction schedule, extending through substantial completion and three years thereafter for insurance purposes.
Pricing shall be provided on a Time and Materials (T&M) basis with hourly rates for all personnel classifications and identified reimbursable expenses. Respondents must complete the attached Inspection Quantity Schedule, providing their own anticipated quantities with unit rates and extended prices, with any significant deviations from the Owner's estimates requiring narrative justification. The District will evaluate proposals based on firm qualifications and accreditations (15%), relevant K-12 experience (20%), staff and key individual experience (20%), technical approach and response time (15%), workload and availability (10%), and proposed fee (20%). The contract will be awarded to the lowest responsible proposal meeting all specifications, though the District reserves discretion to consider suitability to purpose, design quality, and other factors in the best interest of the District. Respondents must maintain current professional liability and general liability insurance, with a minimum Contractor's Professional Liability Insurance limit of $2,000,000 where delegated design services are provided. The District is exempt from sales tax and federal excise tax; all delivery charges must be included in the bid price.

Overview and Purpose:
The District is constructing a new elementary school (Horace Mann Elementary School) to consolidate three existing facilities. The building will feature precast concrete panel exterior walls with brick masonry pilasters and limited CMU infill at elevator door frames. Precast concrete panels will be fabricated by Taracon Precast, a PCI-certified producer; accordingly, in-plant fabrications special inspections are not required per IBC Section 1704.2.2. This Request for Proposal (RFP) is issued to identify qualified testing and inspection agencies capable of providing all required materials testing and special inspections for this project.
Respondents will be evaluated on their technical capabilities, relevant K-12 experience, staff qualifications and certifications, availability and response time, and proposed pricing.
The scope of services includes, but is not limited to, earthwork and soils testing, concrete sampling and testing, masonry inspection and testing, structural steel and welding inspection, precast concrete panel connection inspection, structural framing inspection, and other special inspections as required by the permit card.
Project Delivery Method:
Construction Manager at Risk (CMAR)
Scope of Work:
The successful respondent will provide all required materials testing and special inspections including:
· Earthwork / Soils: Verification of subgrade preparation and soil bearing capacity; soil compaction testing using Nuclear Density Gauge per ASTM D6938; observation and testing of structural fill placement and backfill compaction; field density testing to confirm compliance with project specifications and geotechnical recommendations.
· Concrete Construction: Field sampling and testing of fresh concrete for slump, air content, temperature, and unit weight per applicable ASTM standards; casting and curing of compressive strength cylinders; observation of placement procedures and curing conditions; verification of mix design approval and batch tickets; inspect reinforcing sizing, spacing, cover, and positioning.
· Masonry Construction: Sampling and testing of mortar and grout compressive strength; prism testing (if required); observation of masonry installation for reinforcement placement, grout lift height, and consolidation; verification of CMU compliance with ASTM C90; brick masonry pilaster construction observation including anchorage to precast panels; CMU infill inspection at elevator door frames.
· Steel and Metal Fabrications: Inspection of field welds and bolted connections per AISC requirements; non-destructive testing (NDT) as required; verification of high-strength bolt installation and torque testing; inspection of base plates and anchor bolts; inspection of precast panel connection hardware, weld plates, and grouted connections per PCI standards.
· Precast Concrete Panels: The precast concrete panels for this project will be fabricated by a PCI-certified producer (Taracon Precast). In accordance with IBC Section 1704.2.2, in-plant fabrication special inspections are not required when a PCI-certified plant is used. The Materials Testing agency’s scope for precast concrete is therefore limited to field erection and connection inspections, including: verification of panel identification and placement per erection drawings; inspection of panel connections, weld plates, bearing pads, and grouted joints per PCI standards; and inspection of panel joint sealant preparation. Temporary bracing and support observation shall be performed on a periodic basis to verify compliance with the approved erection plan. Continuous on-site monitoring of temporary bracing is not included in this scope; the CMAR and precast erector are responsible for day-to-day bracing installation and management. Review of precast panel shop drawings and mix design certifications is excluded from this scope, as these are addressed through the precaster’s PCI-certified quality control program and the design team’s review process.
· Structural Framing: Interior wall framing inspections including metal stud spacing and gauge verification, anchorage and bracing, and screw fastener inspections; inspection of blocking, load-bearing elements, and lateral bracing.
· Roofing Systems: Observation and documentation of roof insulation and membrane installation per specifications; fastener pattern verification and pull tests; moisture detection prior to roof placement (if required); verification of parapet, flashing, and drainage details.
· Fire-Resistive Assemblies: Verification of firestopping systems at penetrations and joints.
· Other Required Inspections: Any special inspections listed on the approved permit card including under-slab vapor barriers, below-grade waterproofing, smoke control systems, anchors in concrete and masonry, and any manufacturer-required third-party inspections.
Note: A separate Commissioning Agent (CxA) contract covers MEP functional performance testing, Building Envelope Commissioning (BECx), whole-building air leakage testing (blower door), fenestration water penetration testing, infrared thermography, and above-grade air/vapor barrier observation. These services are excluded from this RFP.
