About this file

Summary

This is a vendor questions and answers document for Discretionary Solicitation C000999, a New York State Information Technology Services (ITS) procurement on behalf of the Office of Addiction Services and Supports (OASAS). The engagement involves a comprehensive Salesforce integration and modernization project spanning 24 months, requiring the selected vendor to assess, design, and migrate 13 legacy departmental applications built in ColdFusion, Access, Excel, and Outlook, along with reviewing and promoting two existing Salesforce Sandbox applications to production. The primary deliverables include current-state and target-state architecture documentation, a detailed modernization roadmap, security model definition, data migration strategy and execution, application development and deployment, and training and change management materials. The solicitation requires bidders to be active Salesforce partners (Registered, Silver, Gold, Platinum, or Ridge tier) at proposal submission, with a minimum of three Salesforce-certified professionals available for assignment and relevant certifications including Salesforce Certified Technical Architect, Application Architect, System Architect, or Platform Developer.

The procurement establishes minority and women-owned business enterprise (MWBE) goals of 15% for minority-owned businesses (MBE) and 15% for women-owned businesses (WBE), with an additional 6% goal for New York State-certified service-disabled veteran-owned businesses (SDVOBs). Vendors must hold appropriate certifications at the time of proposal submission, though the contract allows for subcontracting with non-certified firms provided overall participation goals are met. ITS declines to disclose the contract value and has confirmed there is no incumbent vendor for this new engagement. Key technical specifications include SAML 2.0 authentication integration with NY.gov, use of Salesforce Public Sector Solutions, and optional integration with MuleSoft or equivalent middleware platforms. The vendor shall coordinate with OASAS data owners and subject matter experts throughout discovery, requirements validation, user acceptance testing, and pilot activities, with no post-implementation support included in this solicitation scope.
