1.1 Introduction/Mission.
The Military Postal Service is operated as an extension of the United States Postal Service
(USPS) as authorized by 39 U.S.C. 406. The Department of Defense (DoD) operates military post offices in support of armed forces operations, and personnel, at locations outside the United
States. The DoD administers service in accordance with U.S. and Host Nation laws, policies and regulations of the USPS, and any additional DoD or service specific policy. The primary mission of the Postal Operations Contractor is to provide postal services for military post offices
(MPO) in the Third Air Force (3 AF), US Air Forces Europe (USAFE) Area of Responsibility

(PACAF) theaters. Their mission is to furnish mail service to overseas military personnel equal to that provided to the civilian population in the United States. Recent restructuring within the
Air Force that merged the Postal and Administrative Career Fields has hampered the ability of postal Chief Enlisted Managers to leverage seasoned postal personnel across commands to fill key overseas positions; to include, postal positions within the 3 AF (USAFE) AOR. The objective of this effort is to minimize the strain of providing qualified Air Force personnel to support 786 FSS/FSX MPOs, with the goal of providing greater continuity and predictable postal operations support to the warfighter.
1.3 Scope

In addition to following general guidelines contained in the aforementioned manuals and directives, the contractor shall accomplish specific tasks as outlined in this PWS. A requirement for additional Mail Control Activity (MCA) requirements may be added in future option years of the contract. All contractor employees performing registered mail functions must have a U.S.
