About this file

This is a Business Confidentiality Claim form issued by the Utah State Archives' Office of the Government Records Ombudsman in connection with a Request for Information (RFI) issued by the Utah Transit Authority (UTA) regarding bus fareboxes. The RFI seeks market research information on farebox solutions ranging from traditional mechanical cash-only systems to advanced electronic fareboxes integrated with vehicle systems, communication networks, automatic passenger counters, CAD/AVL platforms, and back-office reporting systems. UTA is gathering information to better understand current marketplace technologies, implementation approaches, integration capabilities, lifecycle support, and estimated costs associated with replacing or upgrading existing bus fareboxes. The RFI welcomes vendor responses describing a broad spectrum of products and emerging technologies that may improve operational efficiency, customer experience, security, data collection, and lifecycle costs. Vendors are encouraged to provide information regarding product maturity, deployment considerations, maintenance requirements, expected service life, upgrade paths, interoperability with other transit systems, and total cost considerations.

This confidentiality claim form allows vendors submitting proposals to protect proprietary trade secrets and commercial financial information in accordance with Utah Code 63G-2-305 and 63G-2-309. Claimants must submit both redacted and non-redacted versions of their proposals, with specific identification of pages, paragraphs, and reasons for requested confidentiality protection. The form collects claimant company information, including company name, address, representative contact details, and the specific records submitted for confidential treatment. The Division of Purchasing will not redact proposals on behalf of vendors who fail to provide their own redacted version. While submitting a confidentiality claim does not guarantee protected classification if the government receives subsequent records requests, this procedure provides vendors with a formal mechanism to protect sensitive business information during the RFI response process.

Business Request for GRAMA Business Confidentiality Claim

Note: Utah Code § 63G-2-305(1) states that trade secrets can be protected if the person submitting the trade secret provides the governmental entity with a confidentiality claim. Confidentiality claims are described in Utah Code § 63G-2-309. A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected. A claimant MUST submit a redacted and non-redacted version of their proposal. The entire proposal may NOT be redacted.
