NOTICE
REQUEST FOR QUALIFICATIONS
PROJECT NAME: Tom Moore Historic Structure Stabilization Project Preconstruction Services STATEMENT OF QUALIFICATIONS DUE: October 20, 2026
RFQ AVAILABLE: September 28,. 2026
PROJECT LOCATION: Alta, UT
NOTICE: The Town of Alta, referred to herein as the “TOA”, is requesting a statement of qualifications from qualified consultants to develop a plan for the stabilization and preservation of the Tom Moore Historic Building, referred to herein as the “Structure”. This Request for Qualifications (RFQ) is issued in accordance with the Utah Procurement Code and applicable administrative rules of the Utah Administrative Code. If any provision of this RFQ conflicts with the Utah Procurement Code or Utah Administrative Code, then the Utah Procurement Code or Utah Administrative Code will take precedence.
PROJECT DESCRIPTION: The Town of Alta is seeking a statement of qualifications from qualified consultants to develop a plan for the stabilization and preservation an historic structure originally constructed in the 1930’s located in Alta, UT. The specific goal of this project is to provide preconstruction services and develop a stabilization plan with a guaranteed maximum cost for the Town. Comment by Molly Austin: Need to finish this section and provide a description of the project. Comment by Fred Swetland: Is this sufficient? Any more and I feel like I’m repeating points from the Detailed Description section.
The work described above, together with ancillary services reasonably required to accomplish the objectives, is referred to herein as the “Project”.
The Town intends to enter into a contract with a qualified consultant (“Consultant”) to provide all labor, materials, and services necessary to complete the Project successfully. Consultant selection will be based on the statement of qualifications submitted and the Town’s assessment of each proposer’s expertise, experience, and proposed Project approach.
1. Intent.
The purpose of this RFQ is to set forth the minimum acceptable requirements for a responsive statement of qualifications. The scope of work described herein is intended to provide a general overview of the Town’s needs and is not exhaustive. A mutually acceptable agreement will be made between the Town and the Consultant, detailing the final scope of work, Project parameters, completion schedule, deliverables, and fee for services.
2. Background Comment by Chris Cawley: Let’s match all the indentation to section 1
The Town of Alta (TOA) sits at the top of Little Cottonwood Canyon on State Road 210 at approximately 8,560 feet above sea level within Salt Lake County, Utah. This small historic town of approximately 228 residents was originally established as a mining settlement in 1867, formally incorporated as a municipality in 1970, and is centered around Alta Ski Area. TOA acquired land from the USDA Forest Service on which a small and somewhat dilapidated historic structure is situated. The Tom Moore Toilet (“Structure”), as it is known, was built in the 1930s by the Civilian Conservation Corps and is amongst the oldest existing structures in Little Cottonwood Canyon.
TOA invites qualified professional firms (“respondents”) to submit a statement of qualifications to provide preconstruction services for a future project to reinforce the Structure. The Town’s intent to stabilize the Structure is the realization of one of several recommendations contained in a recent historic structure report, which is available here: https://storage.googleapis.com/juniper-media-library/130/2025/09/TOA%20Tom%20Moore%20Toilet%20HSR%20-%20250701-1.pdf
3. Detailed Description of Project.
· Develop design documents appropriate for the Town to seek bids for construction of a project to stabilize the existing Structure and preserve it as an historic and interpretive resource.
· Provide a construction budget estimate.
· Recommend an approach to procurement, contracting, and project delivery for this small and esoteric project.
· Provide any other pre-construction services necessary or prudent for the Town to solicit bids for construction of a future stabilization project.
· Engage a general contractor to ensure design documents and other preconstruction activities and recommendations are likely to yield a feasible construction project.

The Town shall have no liability for cancellation or for costs associated with the statement of qualifications preparation. The award of this contract may be subject to approval by the Alta Town Council.
10. Additional Considerations
(a) Public Records. All responses, inquiries, and correspondence relating to this RFQ and all reports, charts, displays, schedules, exhibits, and other documentation produced by Consultant that is submitted to the Town, as part of the statement of qualifications or otherwise may be considered public information under applicable law, including but not limited to the Government Records Access and Management Act, Title 63G, Chapter 2, Utah Code Annotated (“GRAMA”). The Town generally considers the statement of qualifications and all accompanying material to be public and subject to disclosure including the subsequent contract that may be executed between the Town and Respondent.
(b) Proprietary Material. Any material considered by a Consultant to be proprietary must be accompanied by a written claim of confidentiality and a concise written statement of reasons supporting the claim. Blanket claims that the entire RFQ is confidential will be denied. The Town cannot guarantee that any information will be held confidential. Under Utah Code Ann. Section 63G-2-309 of GRAMA, if a Consultant makes a claim of confidentiality, the Town, upon receipt of a request for disclosure, will determine whether the material should be classified as public or protected, and will notify Consultant of such determination. Consultant is entitled under GRAMA to appeal an adverse determination. The Town is not obligated to notify the Consultant of a request, and will not consider a claim of confidentiality, unless the Respondent’s claim of confidentiality is made in a timely basis and in accordance with GRAMA.
(c) Failure to Read. Failure to read the Request for Statement of Qualifications and these instructions will be at a Respondent’s own risk.
(d) Cost of Developing Qualifications/Statement of qualifications. All costs related to the preparation of the qualifications/statement of qualifications and any related activities are the sole responsibility of the Respondent. The Town assumes no liability for any costs incurred by Consultant(s) throughout the entire selection process, including prior to selection and issuance of a contract.
(e) Discussions with Respondents. The Town reserves the right to enter into discussions with the Consultant(s) determined to be reasonably susceptible of being selected for award, or to enter into exclusive discussions with a Consultant whose statement of qualifications is deemed most advantageous, whichever is in the Town’s best interest, for the purpose of negotiation. If exclusive negotiations are conducted and an agreement is not reached, the Town reserves the right to enter into negotiations with the next highest ranked Consultant without the need to repeat the formal solicitation process.
(f) Equal Opportunity. The Town will make every effort to ensure that all Respondents are treated fairly and equally throughout the entire advertisement, review, and selection process. The procedures established herein are designed to give all parties reasonable access to the same basic information. The Town’s policy, subject to federal, State, and local procurement laws, is to provide reasonable attempts to support each Respondent’s business by purchasing goods and services through local Respondents and service Consultants.
(g) Statement of qualifications Ownership. All statement of qualifications, including attachments, supplementary materials, addenda, etc., shall become the property of the Town and will not be returned to each Respondent.
(h) Final Authorization. The Town intends to eventually contract with the Consultant whose statement of qualifications is deemed most advantageous in experience, qualifications, price, and other factors considered in accordance with the weighted decision matrix described above. The Town does not necessarily intend to award a contract solely on the basis of any response made to this request or otherwise pay for any information solicited or obtained during the RFQ process. After the evaluation and final scoring of statement of qualifications is completed, the Town shall award the contract as soon as practicable (subject to the requirements of Utah Code Section 63G-6a-707(10)) to the eligible responsive and responsible Consultant, subject to Utah Code Section 63G-6a-902
(i) Rejection of Statement of qualifications. The Town reserves the right to reject any or all statement of qualifications received and disqualify incomplete or late statement of qualifications. Statement of qualifications lacking required information will not be considered. Furthermore, the Town shall have the right to waive any informality or technicality in a statement of qualifications received when in the best interest of the Town. No statement of qualifications shall be accepted from, or contract awarded to, any person, firm or corporation that is in arrears to the Town for any obligation. Consultant may be required to submit satisfactory evidence that they have the necessary financial resources to perform and complete the work outlined in this RFQ.
