About this file

This document is a guidance guide for Wisconsin's statewide language interpretation contracts administered by the Wisconsin Department of Administration (DOA) State Bureau of Procurement. The contracts are managed through VendorNet and overseen by contract manager Kristina Harris, who handles business case exceptions and vendor approvals.

The state maintains five distinct interpretation and translation contracts covering comprehensive language services: statewide telephone interpretation services for 26 core languages plus additional optional languages billed by the minute; in-person foreign language interpretation services across 8 Wisconsin regions for short-term and long-term assignments; in-person American Sign Language (ASL) interpretation services across the same 8 regions; video remote interpreting (VRI) services for both ASL and foreign languages requiring vendors' proprietary platforms with third-party platform pricing updates pending; and written foreign language translation services based on word count and turnaround timeframes. All contracts require business case exceptions for using non-contracted vendors, with emergency telephone or VRI services requiring submission within 3 business days after use, while non-emergency after-the-fact requests may be denied approval.

· On each VendorNet page, linked below, scroll down toward the bottom of the page.

· Find the “Documents” section.

· Click the link titled “Vendor Information Sheet”

· This is the main document for navigating the contract – every spreadsheet has a tab for each contracted vendor, with their contact information, how to set up an account/obtain service, pricing, languages and proficiencies offered, etc.

· All vendors require use of their own platform. If a 3rd party platform is required (Teams, Zoom, etc.), this is currently outside the contract. Users can request a Business Case Exception for these services – email Kristina Harris the vendor, pricing, and the reason the 3rd party platform is required *Note: Watch for updates on VendorNet – pricing for the use of 3rd party platforms to this contract will be coming soon

Written Foreign Language Translation Services (505ENT-M18-WRITFORLANG-00)

· Written document translation. Pricing is based on word count and turnaround time.

· 26 core languages plus additional optional languages. Additional services offered – see Vendor Information Sheet

Business Case Exceptions (BCE) (previously referenced as DOA-3727 Waiver form):

Any use of non-contracted vendors (including vendors awarded a different contract than the service being requested – for example, using a vendor from the in-person interpretation contract for a video remote call) requires a BCE submitted via email to Kristina Harris (kristina.harris@wisconsin.gov) for prior approval. The email must include documentation that you contacted all contracted vendors, an explanation why the service required cannot be provided by the contracted vendors, and the non-contracted vendor name and pricing you are requesting to use.

Telephone Interpreting or Video Remote Interpreting ONLY:

If a non-contracted vendor was used on an emergency basis and prior BCE approval could not be obtained, the BCE must be submitted no more than 3 business days after the fact. Non-emergency BCE requests submitted after the fact may not be approved.
