About this file

This document is a user guide for a Wisconsin statewide contract for in-person foreign language interpretation services (Contract #505ENT-M18-FORINTERP-00). The contract involves the State of Wisconsin Department of Administration State Bureau of Procurement (DOA/SBOP) as the contracting authority, with three awarded vendors: Bylyngo Interpreting and Translation LLC, Lakeside Ventures Inc. DBA International Languages, and SWITS Ltd. The contract is mandatory for state agencies (optional for University of Wisconsin System and campuses) and cooperative, allowing Wisconsin municipalities to utilize the services. All three contractors are authorized to serve all eight regions covering Wisconsin's 72 counties.

The contract provides in-person foreign language interpretation services to serve clients with limited English proficiency, supporting compliance with federal civil rights requirements including Title VI, Section 504 of the Rehabilitation Act, and the ADA. Services cover 27 core languages including Spanish, Hmong, Arabic, Somali, and others, with contractors required to provide all core languages and additional non-core languages as needed. The contract operates under a state purchasing card (P-Card) eligible structure with individual pricing for core languages and single pricing for non-core languages. The original contract term ran from November 1, 2018 to October 31, 2020, with two renewal periods extending through October 31, 2024. Emergency services may require interpreter deployment within 30 minutes, while long-term services exceeding 100 hours require a Request for Services form. Business Case Exceptions are required when contracted vendors cannot provide needed services.

Bidders must serve the entire region they are bidding. Bidders are not required to provide services to all regions.

The duration of these assignments may vary from a few hours to a routine daily schedule. Some agencies provide emergency services to clients. In some cases, there is minimal advance notice of assignments and contractors may be asked to have interpreters on-site within 30 minutes.

Upon approval of the BCE, State users must follow all procurement policies and procedures, including spending thresholds. In the event of an emergency only, where prior approval cannot be obtained, a BCE for this contract may be requested after the fact. The information requested above must be emailed to Kristina Harris within 3 business days.
