This is Addendum 1 to an Invitation for Bids issued by the Pennsylvania Department of Transportation (PennDOT) for routine maintenance of Stormwater Control Measures (SCMs) in Bucks County District 6-0. The solicitation number is IFB 6100066473 with a bid due date of August 19, 2026. The scope of work includes litter and trash removal, vegetation mowing and trimming, sediment removal, and debris disposal at SCM sites throughout Bucks County. The contractor must mobilize within ten business days of written notice and complete assigned work within thirty calendar days. Five hourly pay items are specified: SCM Maintenance Four-Person Crew (450 estimated hours), Low Ground Pressure Mower (350 hours), SCM Maintenance Additional One-Person Crew Member (150 hours), Shadow Vehicle with Attenuator (40 hours), and Flashing Arrow Panel-Trailer Mounted (25 hours). The initial contract term runs through December 31, 2027, with a three-month extension option and three optional one-year renewal terms at rates increasing up to three percent annually. A pre-service meeting is required at the PennDOT District 6-0 office within ten business days after purchase order issuance.

Addendum 1 makes three material amendments to the original solicitation: addition of Worker Protection and Investment language to the Statement of Work, inclusion of a Domestic Workforce Utilization Form, and addition of Teams Meeting language to the tendering text. The solicitation is restricted to small businesses certified through Pennsylvania's Small Business Contracting Program, with bidders required to submit certification documentation at bid time. Subcontracting is prohibited. The contractor must maintain GPS tracking with real-time data access, submit daily M-609 mobile reports, and provide monthly Confirmation of Services Forms for invoicing. Apparent low bidder notification requires submission within three business days of contractor information, equipment list, acknowledgment of SCM maintenance responsibilities demonstrating familiarity with PennDOT Publication 888, pesticide application and certified applicator licenses, and equipment demonstration. The contractor must comply with Pennsylvania Unemployment Compensation Law, Workers' Compensation Law, prevailing wage requirements, and child labor laws. Payment is made via ACH within thirty days of invoice receipt, with no compensation for travel to initial work sites, equipment breakdowns, inclement weather delays, or unworked hours.
