About this file

This document serves as a procurement guide for language and interpretation services contracts administered by the Wisconsin Department of Administration (DOA) State Bureau of Procurement. The guide provides instruction for accessing contract information through VendorNet and outlines the Business Case Exception (BCE) process for using non-contracted vendors, with Kristina Harris serving as the contract manager overseeing all language interpretation contracts.

The contracts encompass five distinct language services: statewide telephone interpretation services billed by the minute for 26 core languages plus optional languages; in-person foreign language interpretation services covering 8 Wisconsin regions with both short-term and long-term assignments; in-person American Sign Language (ASL) interpretation services across the same 8 regions; Video Remote Interpreting (VRI) services for both ASL and foreign languages using vendor-specific platforms; and written foreign language translation services with pricing based on word count and turnaround time. All contracts support 26 core languages with additional optional languages available. The guide emphasizes that using non-contracted vendors requires prior BCE approval via email to the contract manager, with emergency telephone or video interpreting services requiring BCE submission within 3 business days after use.

· Find the “Documents” section.

· Click the link titled “Vendor Information Sheet”

· This is the main document for navigating the contract – every spreadsheet has a tab for each contracted vendor, with their contact information, how to set up an account/obtain service, pricing, languages and proficiencies offered, etc.

Business Case Exceptions (BCE) (previously referenced as DOA-3727 Waiver form):

Any use of non-contracted vendors (including vendors awarded a different contract than the service being requested – for example, using a vendor from the in-person interpretation contract for a video remote call) requires a BCE submitted via email to Kristina Harris (kristina.harris@wisconsin.gov) for prior approval. The email must include documentation that you contacted all contracted vendors, an explanation why the service required cannot be provided by the contracted vendors, and the non-contracted vendor name and pricing you are requesting to use.

Telephone Interpreting or Video Remote Interpreting ONLY:

If a non-contracted vendor was used on an emergency basis and prior BCE approval could not be obtained, the BCE must be submitted no more than 3 business days after the fact. Non-emergency BCE requests submitted after the fact may not be approved.
