About this file

This document contains responses to questions from contractors regarding a federal solicitation to provide materials and services for the construction and testing of a new water well. Luke Air Force Base seeks to drill a new well to a depth of approximately 1,000 feet, install casing, and test well production volume. Contractors were asked to clarify aspects of the solicitation, such as whether a permanent pump would be installed; responsibilities for testing equipment, crews, and safety; materials lists; discharge permits; and the contractor's expected role in advising and providing expertise during drilling and testing. Luke Air Force Base responded by clarifying that the contractor would be solely responsible for testing the well and supplying all related equipment, materials, and labor. The base also addressed other questions by removing or adjusting certain requirements in materials lists and defining contractor responsibilities in two phases - providing expertise during drilling and installation in phase one, and performing all testing in phase two.

WELL 21 RFI QUESTIONS
10-Jun-21
RFI #QuestionQuestion DateResponseResponse Date
1Parts 2.3.1 and 2.3.3 mention a check valve and soft starter panel box and Part 3.1.1 through 3.1.3 mentions other pump parts. However, it's unclear if a permanent pump will be installed in the completed well or if you list these materials for the test pump?, or is it for some other purpose. Can you clarify? The installation of a permanent pump is not explicitly mentioned.6/10/21A permanent pump will be sized per parameters determined during the testing period. A test pump will be utilized to ascertain what size, permanent submersible pump will be utilized. The well contractor, not AZ ARNG will be solely responsible for all testing of the well. We are issuing an addendum to clarify this issue. The contractor will not be installing the permanent well pump, but will be doing all testing on the well.6/10/21
2Part 3 includes "Estimated List of Contractor Supplied Materials for Well 21." In that list, it includes " Furnish and install test pumping equipment" and " Pumping Rate." All other items listed are materials... but these two are a service. Are you asking us to bring a pump truck to install a Contractor owned test pump or are you wanting us to 'rent' a test pump that the ARNG will be installing with their pump truck? If we install our test pump, will we need to have our crews onsite during test pumping to record pertinent pump testing details or will ARNG crews do that? If you're asking to rent our test pump to be installed by ARNG, who will be responsible for damages during installation or use?6/10/21Luke AFB has been informed that the AZ ARNG will not be involved in the well testing and development in Phase II. An addendum will be issued with this RFI response to clarify this issue. The well contractor will be responsible for all well testing and to supply all equipment and materials necessary for testing the well.6/10/21
3The supplied materials list includes 20' lengths of 4" diameter copper bearing steel piping, but the total length requested is 1000'. I'm having trouble understanding where this item fits within the context of the project. Can you please tell me what this material will be used for? What fittings are to be used on it or is it to be welded?6/10/21This is a 4" pipe material the permanent pump "drop-pipe" / discharge pipe has been deleted from the SOW materials list. This work will occur in Phase 3 of the Project. Luke AFB is issuing and addendum to eliminate this item; it should be sent to you with this RFI response by CONS.6/10/21
4Part 2.3.3 asks the contractor to install "new underground pipe approximately 200' from existing well." Does this item require trenching with Contractor crews or a subcontractor or will ARNG be providing trenching? Also, there is not a description in the "Contractor supplied materials list" that corresponds with 200' of underground pipe. What size and type of pipe are you requesting. What is the application for this pipe? Is there asphalt at surface that contractor will have to replace or native earthen material? Are there any bedding or shading or compaction criteria?6/10/21No. All trenching will be provided by Luke AFB. It is not 200 LF of underground piping. It is the well location that is approximately 200 LF from the original Well 19 location. You do not have to supply 200 LF of U/G piping. We will issue and addendum on this item to clarify it.6/10/21
55. Part 3.1.1 lists 640 feet of pump cable but again, it's unclear if this is for the test permanent pump. What is the size of this cable?6/10/21This item is being deleted from the SOW requirements.6/10/21
6Part 2.3.7 states "The Contractor will provide their expertise and technical knowledge to the AZ ARNG, throughout the entire Project, including but not limited to assisting with, advising, materials procurement, construction, testing, development and final permitting of the Well 21." KP Ventures is trying to quantify the abilities and knowledge of the crew that will be completing the work in order to price this correctly. Is the ARNG drilling crew fully staffed with knowledgeable staff familiar with drilling operations or is the intent of this solicitation to ask Contractor to teach novice crews the basics of well drilling and well construction?6/10/21Well contractor is there to supply expertise. The AZ ARNG crew is knowledgeable about well-drilling operations, but may not be experts. The intent of the solicitation is not to teach a novice crew.6/10/21
7What is the anticipated schedule for the progress of this work? Monday to Friday 8-5, 24 hours per day, or some other schedule? Will the crews work 10 on and 4 off or will it be on a different schedule?6/10/21The AZ ARNG will be working 24 hours a day only for Phase I of the Project. They are training to drill wells overseas in wartime arenas. The well contractor has the discretion to provide the amount of supervision it deems necessary to provide a successful project.6/10/21
8How many days shall the contractor plan to "provide their expertise" on this project?6/10/21There is no set time frame. The intent of the solicitation is that the well contractor provide expertise as necessary to facilitate a successful project. The AZ ARNG team will be working 24 hour shifts. A tentative schedule if for the well contractor to send a representative to check in with the AZ ARNG once every eight hour shift and to have a representative available to answer questions by phone 24 hours per day. The well contractor can adjust oversight time as necessary to produce a successful Project.6/10/21
9Based on the materials list, it appears that the ARNG intends to use mud rotary or flooded
reverse rotary methods for this well. So as not to assume however, what is the drilling method that ARNG will perform for the drilling of this well? Depending upon the method used, will ARNG be supplying flow tanks or an air compressor, etc.? What is the capacity of their tanks?6/10/21The method of drilling is mud rotary with Versa Drill 2000 drilling rig. They will use a mud puppy, with of approximately 350 GPM capacity.6/10/21
10Discharge piping is listed several places as an item that the contractor will supply. Will

you provide a size of that discharge piping needed or at minimum, the volume of flow

anticipated for the test pumping.6/10/21The well contractor will be doing all testing of the well. The AZ ARNG will not be involved in any of the well testing. The projections of the well GPM are approximately 320 GPM - 400 GPM, but these are estimates. The well casing OD is 8.625". The well contractor is not required to supply the discharge pipe (drop pipe) for the permanent submersible well. This will be done in Phase 3 of the project. Luke AFB is issuing an addendum to clarify this issue.6/10/21
11Part 2.3.6 requires the contractor to obtain and presumably pay for all permits and licenses for all activities under this solicitation. One of the required permits may be a discharge permit. In order to quantify what is needed for a discharge permit, we'd need to know the particulars regarding where the flow will be sent and possible volumes.6/10/21The estimated GPM of the pump is between 320 GPM - 400 GPM. The actual discharge will not be known until testing is completed. The estimated volume is unknown.6/10/21
12Part 2.3.9 asks the contractor to supply the "all required materials, to include, but not
limited to the list of materials in Part 3. If additional materials are not listed but needed, how will the purchase of those materials be handled? Via change order, via a markup basis?6/10/21Luke AFB will be issuing an addendum to clarify this issue. The well contractor will provide materials for Phase 1, which is the drilling and installation of the well casing. In Phase 2, the testing and development of the well, the well contractor will provide all materials, equipment and labor necessary for the well testing. The AZ ARNG will not be involved in the well testing. If additional material are required, a change order will be issued by Luke AFB for the additional costs.6/10/21
13The solicitation documents appear to request a Lump Sum price for the materials shown,

to include an uncertain time requirement for the Contractors' license and expertise. Is that

correct?6/10/21No. Please provide unit costs for material and labor estimates. If additional materials and/or labor are required above the provided estimate, the well contractor will issue a change order for those costs. There are two phases that the well contractor will be involved in. Phase 1 will be to provide expertise for the drilling of the well and the installation of the casing. Phase 2 is the testing and development of the well. Phase 2 will be solely performed by the well contractor.6/10/21
14Other than the consultation of a licensed driller, what other staff will the Contractor be
required to provide or better yet, what specific tasks is the Contractor to perform with his own crews?6/10/21The Project is divided into two phases. Phase 1, the well contractor will provide expertise and consultation for the drilling of the well, installation of the well casing and development to the AZ ARNG. Phase 2 the well contractor will do all of the testing of the well. The AZ ARNG will not be involved in the well testing phase. Luke AFB is issuing an addendum to clarify this issue. When the casing is being installed, the AZ ARNG may need a welder available. Please provide a contingency cost for the welder on a unit base cost.6/10/21
